I ORDER:

1. In the order of the Chairman of the Agency of the Republic of Kazakhstan for public service and to anti-corruption of December 13, 2016 No. 85 "About approval of Standard qualification requirements to managerial state positions of the case "B"" (it is registered in the Register of state registration of regulatory legal acts for No. 14542) to make the following change:

Standard qualification requirements to managerial state positions of the case "B"

Chapter 1. General provisions

1. These Standard qualification requirements to managerial state positions of the case "B" (further - Standard qualification requirements) are established to categories of the managerial state positions of the case "B" determined by the Register of positions of political and administrative government employees, No. 150 approved by the Presidential decree of the Republic of Kazakhstan of December 29, 2015 (further - the Register), and are shown to the citizens applying for occupation of the positions carried to them.

2. Standard qualification requirements include:

1) requirements for the education level;

2) requirements for the competences necessary for effective implementation of professional activity on specific state position;

3) requirements from experience.

3. In these Standard qualification requirements the executive position is understood as the structural established post of the organization given authority on the organization of activities of the division subordinated to it, collective or certain employees.

4. In departmental qualification requirements of state body can be established:

requirements for the competences which are not provided by these Standard qualification requirements taking into account the main activities of state body and its structural divisions, and also ex-officio full powers of administrative government employees;

to managerial state positions of categories A-1 and V-1 - the requirement for obligatory experience of work on positions of categories C-O, C-R, D, D - O, D-R,E, E-Ri E-G.

5. In these Standard qualification requirements as length of service on the state positions it is understood:

- length of service on political state positions;

- length of service on managerial state positions;

- service length on positions of law enforcement or special state bodies;

- years of service of military service;

6. In these Standard qualification requirements length of service in the areas corresponding to the functional directions of specific position of the corresponding category is understood as length of service in the state and non-state organizations, except for length of service on the state positions.

Chapter 2. Standard qualification requirements by training and to work experience

7. To managerial state positions of category A-1 the following requirements are established:

postgraduate or higher education;

availability of the following competences: resistance to stress, initiative, responsibility, consumer focus of services and its informing, respectability, cooperation and interaction, management of activities, decision making, leadership, strategic thinking, change management;

the work experience shall correspond to one of the following requirements:

1) at least six years of length of service on the state positions, including at least one year on the positions of the following subordinate category provided by the staff list of structural division of state body, or not below categories B-2, C-1, C-O-1, D-2, D-O-1, or on managerial state positions of the case "A", or on the political state positions determined by the Register;

2) at least seven years of length of service in the areas corresponding to the functional directions of specific position of this category in the presence of length of service at least one year on the positions of the following subordinate category provided by the staff list of structural division of state body, or not below categories B-2, C-1, C-O-1, D-2, D-O-1, or on managerial state positions of the case "A", or on the political state positions determined by the Register;

3) at least six years of length of service in the status of the deputy of Parliament of the Republic of Kazakhstan or in the status of the international employee;

4) at least five years of length of service in judgeships of the Supreme Court of the Republic of Kazakhstan, the regional and equated to it court, except for the judges who stopped the powers for negative motives;

5) at least seven years of length of service on the state positions, including at least two years on positions not below the deputy chief of department of law enforcement or special state bodies of the central level, or the head of department not below the operational and tactical level of body of military management of Armed Forces or military educational institutions;

6) at least seven years of length of service in the areas corresponding to the functional directions of specific position of this category in the presence of length of service at least three years on positions of heads of the organizations which are not state bodies and their deputies with the annual average number of staff at least fifty people.

7) at least four years of length of service on the state positions, including at least one year on the positions of the following subordinate category provided by the staff list of structural division of state body, or not below categories B-2, C-1, C-O-1, D-2, D-O-1, or on managerial state positions of the case "A", or on the political state positions determined by the Register on condition of completion of training in programs of postgraduate education in the organizations of education in case of the President of the Republic of Kazakhstan or in foreign higher educational institutions on the priority specialties approved by the Republican commission on training abroad according to the Presidential decree of the Republic of Kazakhstan of October 12, 2000 No. 470 "About the republican commission on training abroad" (further - the Republican commission);

8) at least four years of length of service in the areas corresponding to the functional directions of specific position of this category in the presence of academic degree of the candidate of science or the doctor of science or the doctor of philosophy (PhD) or the doctor on profile (further - academic degree);

9) at least five years of length of service for persons enlisted in the Presidential youth personnel reserve.

8. To managerial state positions of category A-2 the following requirements are established:

postgraduate or higher education;

availability of the following competences: resistance to stress, initiative, responsibility, consumer focus of services and its informing, respectability, cooperation and interaction, management of activities, decision making, leadership;

the work experience shall correspond to one of the following requirements:

1) at least five years of length of service on the state positions, including at least one year on the positions of the following subordinate category provided by the staff list of structural division of state body, or not below categories B-3, C-2, C-O-2, D-3, D-O-2, or on managerial state positions of the case "A", or on the political state positions determined by the Register;

2) at least six years of length of service in the areas corresponding to the functional directions of specific position of this category in the presence of length of service at least one year on the positions of the following subordinate category provided by the staff list of structural division of state body, or not below categories B-3, C-2, C-O-2, D-3, D-O-2, or on managerial state positions of the case "A", or on the political state positions determined by the Register;

3) at least five years of length of service on managerial state positions is not lower than categories B-3, C-2, C-O-2, D-3, D-O-2, or on managerial state positions of the case "A", or on the political state positions determined by the Register or in the status of the deputy of Parliament of the Republic of Kazakhstan, or in the status of the international employee;

4) at least four years of length of service in judgeships of the Supreme Court of the Republic of Kazakhstan, the regional and equated to it court, except for the judges who stopped the powers for negative motives;

5) at least six years of length of service on the state positions, including at least two years on positions not below the head of department of law enforcement or special state bodies of the central or regional levels, or the head of department not below the operational and tactical level of body of military management of Armed Forces or military educational institutions;

6) at least six years of length of service in the areas corresponding to the functional directions of specific position of this category in the presence of length of service at least two years on positions of heads of the organizations which are not state bodies and their deputies;

7) at least three years of length of service on the state positions, including at least one year on the positions of the following subordinate category provided by the staff list of structural division of state body, or not below categories B-3, C-2, C-O-2, D-3, D-O-2, or on managerial state positions of the case "A", or on the political state positions determined by the Register on condition of completion of training in programs of postgraduate education in the organizations of education in case of the President of the Republic of Kazakhstan or in foreign higher educational institutions on the priority specialties approved by the Republican commission;

8) at least three years of length of service in the areas corresponding to the functional directions of specific position of this category in the presence of academic degree;

9) at least five years of length of service for persons enlisted in the Presidential youth personnel reserve.

9. To managerial state positions of category A-3 the following requirements are established:
