1.1 These rules are developed according to the Law of the Kyrgyz Republic "About traffic in the Kyrgyz Republic", the Provision "About the Main State Technical Inspection under the Ministry of Agriculture, Water Resources and Processing Industry of the Kyrgyz Republic" (further - Glavgostekhinspektion) approved by the order of the Government of the Kyrgyz Republic of October 4, 2002 No. 680, and establish procedure for passing by citizens of examinations, single in all territory of the Kyrgyz Republic, their admission to control of tractors, other self-propelled technological machines (except automotor-transport) and certifications of the tractor operator-driver, filling of accounting forms and production of other actions performed by Glavgostekhinspektion's bodies.
1.2 Production and certification of the tractor operator-driver is performed only by Glavgostekhinspektion's bodies.
1.3 Persons who passed theoretical and practice examinations according to the procedure, established by these rules, rules of manufacturing plants and traffic are allowed to control of tractors, self-propelled technological machines (except motor transport).
In these rules the following terms are used:
the tractor - the vehicle on caterpillar or wheel to the course for actuating of the machines or tools fastened on it or established on it, for the drive of stationary machines, towing of trail cars;
the self-propelled technological machine - the vehicle, held for use in construction, the industry, forest, agricultural industry and at other works, including combines, road-building, meliorative, digging and other machines;
trail car - one - two - and more axis vehicle intended for towage by the tractor, used for transportation of goods or the processing equipment mounted on it or the installations intended for accomplishment of production works.
1.4 All tractors, self-propelled technological machines, depending on their types, appointment and features of management, are subdivided into categories: "And", "B", "In", "", "Д" and "Е".
1.5 For tractor operators-drivers the single form of the certificate is entered (appendix No. 1).
The tractor operator-driver has the right to operate tractors and self-propelled technological machines of those categories against which in the certificate there is permitting mark:
"And" - wheel tractors of class of draft to 14 kN (1,4 т.с.);
"B" - wheel tractors of class of draft over 14 kN;
"In" - catarpillars;
"" - self-propelled machines with mechanical transmission;
"Д" - self-propelled machines with hydrostatic transmission;
"Е" - meliorative, digging and roadway construction equipments, including excavators.
1.6. The certificate grants to the tractor operator-driver the right to control of tractors, self-propelled technological machines of the specified categories in the territory of the Kyrgyz Republic and beyond its limits.
1.7. Certification of the tractor operator-driver is made by Glavgostekhinspektion's bodies to persons only in the place of their constant or temporary registration.
1.8. The certificate of the tractor operator-driver is issued after delivery in Glavgostekhinspektion's bodies of qualification examinations on the right of control of tractors and self-propelled technological machines.
1.9 Training of persons for receipt of the right of control of tractors, self-propelled technological machines is performed on the basis of the state educational standards developed by the central state body formation of the Kyrgyz Republic and approved by the Government of the Kyrgyz Republic.
1.10. Independent preparation for receipt of the right to control of tractors and self-propelled technological machines of categories "A", "B", "B" and "G" in volume of the appropriate program is allowed by persons having tractors, combines or other self-propelled machines in property.
2.1. Acceptance of examinations on the right of control of tractors, self-propelled technological machines is performed by Glavgostekhinspektion's bodies, as a rule, along with work of the final commissions of the educational institutions which are engaged in preparation and retraining of persons for receipt of the right to control of tractors, self-propelled technological machines.
2.2 Persons wishing to pass examinations for the right of control of tractors, self-propelled technological machines of the corresponding category (further hereinafter is referred to as - the candidate), represent to Glavgostekhinspektion's bodies:
- statement;
- the passport or other identity documents of the citizen, and also confirming its registration at the place of residence or in the place of stay (further - the passport);
- the medical certificate of the established sample about the validity to management of the corresponding categories of motorized vehicles;
- the document on training (except for persons prepared independently);
- the certificate of the tractor operator-driver, temporary permission if they were issued earlier;
- the car driver license (if it is available);
- two photos of 3х4 cm in size on matte paper;
- documents on payment of the charges levied by Glavgostekhinspektion's bodies for acceptance of examinations on the right of control of tractors, self-propelled technological machines, issue (replacement) of the certificate of the tractor operator-driver.
2.3. Acceptance of examinations and certification of the tractor operator-driver to the candidate who graduated from educational institution out of the residence or place of employment in the Kyrgyz Republic in the presence of the decision of the chief state inspection engineer Glavgostekhinspektion is allowed.
2.4. According to the procedure of exception the tractors which are independently prepared and having in property, combines or other self-propelled machines of person which by the nature of accomplishment of the work or to other reasons cannot attend classes in accordance with the established procedure are allowed to take examinations.
2.5. After consideration of the submitted documents and check according to the database of offenses or the corresponding clerical work, and also according to the corresponding database of division of the State automobile inspection of the Ministry of Internal Affairs of the Kyrgyz Republic (further-) lack of deprivation of the right of control of tractors and self-propelled technological machines to the candidate the place, date and time of examination are appointed GAI.
2.6. Before examination the candidate fills in the application form of the established form which together with the passport or other identity document, represents to the examiner.
2.7. Examinations are taken in the following sequence:
- on safe operation of tractors, self-propelled technological machines and installations - the theory;
- according to traffic regulations - the theory;
- complex (on practical skills of driving, safe operation of machines and traffic regulations) - practice.
2.8. The candidate who did not pass theoretical examination is not allowed to practice examination. Repeated examination is appointed not earlier than in 7 days.

2.10. The candidate who did not pass three times in a row practice examination is allowed to the following delivery only after additional training in control of tractors, self-propelled technological machines with idea of it of the relevant document.
2.11. Persons having the car driver license or the certificate of the driver mechanic of Armed Forces and other troops of the Kyrgyz Republic are exempted from examination in traffic regulations.
2.12. Theoretical exams are held under the examination cards approved by Glavgostekhinspektion.
2.13 Practice examination is held in two stages:
the first - on the platform closed from movement or traktorodroma;
the second - on special route in the conditions of real functioning of tractors, self-propelled technological machines.
2.14. Practice examination is carried out on the tractor or the self-propelled technological machine of the corresponding category.
In case the candidate having qualification for discovery of several categories passed practice examination not for all these categories, then based on the statement the certificate of the tractor operator-driver on the right of control of tractors, the self-propelled technological machines entering categories (category) for which examinations are passed can be issued to it.
Besides, the candidate, at will, can pass examinations for limited number of categories from provided by the qualification which is available for him.
2.15. Practice examination is held on the tractors, self-propelled technological machines provided by the educational institutions performing preparation, retraining of candidates, and also other interested organizations or citizens.
2.16. By the machines intended for acceptance of practice examination identification marks "The educational vehicle" shall be established.

- elements of designs of tractors and self-propelled technological machines;
- rules of work with the aggregated trailing and hinged farm vehicles and trail cars;
- methods of rendering pre-medical medical care to persons which were injured in case of accidents, accidents and in the road accidents;
- Traffic regulations of the Kyrgyz Republic and responsibility for their violation.
3.2. At practice examination are checked:
a) at the first stage - ability to carry out the following acceptances and maneuvers:
- start of the engine;
- start of motion from the place on rise;

- statement of the tractor or self-propelled technological machine to the box backing;

- braking and stop at different speeds, including the emergency stop;
b) at the second stage - observance of rules of safe operation, in volume of qualification of the tractor operator-driver, Traffic regulations of the Kyrgyz Republic, ability to carry out on the tractor or the self-propelled technological machine maneuvers in actual practice (for wheel tractors and self-propelled technological machines - including in the conditions of real traffic), and also to assess operational situation and is correct to react to it.

4.4. Copies of the certificate on the termination of educational institution and the medical certificate remain in Glavgostekhinspektion's department which issued the certificate of the tractor operator-driver.

4.6. The certificate of the tractor operator-driver is signed by the chief of regional management or district department of Glavgostekhinspektion and certified by seal of management or Glavgostekhinspektion's department.
4.7. Marks in graphs of categories of tractors (machines), on management of which the certificate of the tractor operator-driver is issued, made by stamp It "is authorized".
4.8. The certificate is issued under the personal signature in the book of certification upon presentation of the passport or other document replacing it.

4.10. 5.3. 5.7. Certification to persons after term of deprivation of the rights up to one year is performed according to the statement of person after submission of the medical certificate about suitability to control of tractors and other self-propelled machines, certificates on assignment of qualification, examination of traffic regulations and technical operation, and deprived for the term of over one year - practical skills of driving.
5.8. The withdrawn certificates of tractor operators-drivers at machine operators shall be sent by Glavgostekhinspektion's employees and GAI within 10 days to regional, city, district departments of Glavgostekhinspektion of the place of constant or temporary registration of machine operators.
6.1. Forms of certificates of the tractor operator-driver and personal card are made by request of Glavgostekhinspektion. The order, production, certification of the tractor operator-driver by other legal entities and citizens of the Kyrgyz Republic is strictly forbidden.
