1. Approve the enclosed Rules of the organization and financing of measures for assistance to entrepreneurial initiative.

2. Declare invalid:

1) the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of September 18, 2018 No. 399 "About approval of form of the agreement on provision of the state grant for realization of the new business ideas" (it is registered in the Register of state registration of regulatory legal acts for No. 17388);

2) the Order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of April 12, 2021 No. 118 "About approval of Rules of training in bases of entrepreneurship on the Bastau Business project (it is registered in the Register of state registration of regulatory legal acts for No. 22539).

3. To provide to department of employment of the population of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Birzhanov E. E.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization and financing of measures for assistance to entrepreneurial initiative

Chapter 1. General provisions

1. These rules are developed according to the subitem 10) of article 7 of the Law of the Republic of Kazakhstan "About employment of the population" and the National project on development of the entrepreneurship for 2021-2025 approved by the order of the Government of the Republic of Kazakhstan of October 12, 2021 No. 728 and determine procedure for the organization and financing of measures for assistance to entrepreneurial initiative.

2. In these rules the following concepts are used:

1) authorized body in the field of development of agro-industrial complex – the state body performing state regulation in the field of development of agro-industrial complex;

1-1) authorized bodies concerning employment of the population – the central executive body performing management and cross-industry coordination in the field of employment of the population according to the legislation of the Republic of Kazakhstan;

2) unified information system of the social and labor sphere (further – AIS "Labor market") – the hardware and software intended for automation of activities of authorized body concerning employment of the population, local authorities of employment of the population, jobcenters of the population and interdepartmental interaction for the purpose of provision of the state services to the population in the social and labor sphere;

3) starting business (startup project) – business projects of participants which term of state registration as legal person / registration of the status of the individual entrepreneur constitutes at the time of the appeal to the organization to the microcredit/IFI/KT/attorney (agent) behind the microcredit less than one year;

4) close relatives are parents (parent), children, adoptive parents (adopters), the adopted (adopted), full and not full brothers and sisters, the grandfather, the grandmother, grandsons;

5) No. 536 is excluded according to the Order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of 29.12.2022

6) credit partnership (further – KT) – the legal entity created by physical and (or) legal entities for requirements satisfaction of his participants in the credits and other financial, including banking services by accumulation of their money and at the expense of other sources which are not prohibited by the legislation of the Republic of Kazakhstan;

7) the microfinancial organization (further – IFI) – the legal entity, being the commercial organization which official status is determined by state registration in judicial authorities and passing of accounting registration, performing activities for provision of the microcredits, and also the additional types of activity permitted by the Law of the Republic of Kazakhstan "About microfinancial activities";
