About approval of Rules of transportation of mail and operation of mail vans on the railroads

(as amended on 29-01-2024)

For the purpose of safety of rail haulings of mail and operation of mail vans and based on article 20 of the Law of the Republic of Uzbekistan "About rail transport" and article 14 of the Law of the Republic of Uzbekistan "About mail service" we decide:

1. Approve the enclosed Rules of transportation of mail and operation of mail vans on the railroads.

2. And the operation of mail vans on the railroads approved by the joint order of the Ministry of Communications of the Republic of Uzbekistan and Management of the Central Asian railroad of July 4, 1994 N182/H-2455, and also the Instruction about the organization of control of work of traveling crews of mail vans of the International post office of the Republic of Uzbekistan approved by the order of the Ministry of Communications of the Republic of Uzbekistan N 215, to consider rules of transportation of mail invalid.

3. These rules become effective after ten days from the date of their state registration in the Ministry of Justice of the Republic of Uzbekistan.

Rules of transportation of mail and operation of mail vans on the railroads

These rules according to the laws of the Republic of Uzbekistan "About rail transport" (Sheets of Oliy Majlis of the Republic of Uzbekistan, 1999, No. 5, the Art. 118) and "About mail service" (Collection of the legislation of the Republic of Uzbekistan, 2009, No. 17, Art. 209) establish single procedure for transportation of mail on the railroads and operation of mail vans, and also their maintenance in all territory of the Republic of Uzbekistan.

These rules are obligatory for application by the national operator, the regional organizations of mail service, the international post office and carrier entering into its structure.

1. Terms and determinations

1. In these rules the following terms with the corresponding determinations are applied:

control - inspection of mailings and the prophetic specialist of post safety and workers of communication using technical means, by means of visual inspection, for the purpose of suppression of transfer to them of the substances and objects prohibited to transfer;

the international post office - the specialized object of mail service which is the place of the international post exchange, performing acceptance, processing, transfer, delivery of the international mailings, transportation of mail along the fixed main routes, processing of the transit, outgoing and entering post exchange, and also provision to users of services of mail service;

the national operator - the national operator of mail service, that is the operator to whom the Cabinet of Ministers of the Republic of Uzbekistan assigns functions on obligatory provision of universal services in all territory of the Republic of Uzbekistan;

objects of mail service - separate divisions of operatorovpochtamta, nodes, departments and Items of mail service, and also post exchange points under the railway stations and the airports;

mail - set of mailings and post things;

the post and luggage train - specially created train for transportation of mail and baggage incorporating mainly, mail and luggage cars;

the mail van - the rail car of special design intended for transportation, processing and exchange of mail along the line;

post route - the approved transport transit with mail between objects of mail service accompanied by workers of communication;

post exchange point - the object of mail service under the railway station, the airport organized for the purpose of temporary storage, processing and exchange of mail between object of mail service and transport;

the regional (regional) organizations of mail service (the daleeregionalny organizations of mail service) - the structural divisions combining productive activity of post offices, nodes, the departments of mail service rendering services to mail service as core activity in the territory assigned to them.

2. General provisions

2. Transportation of mail, operation of mail vans on the railroads is performed based on contracts between the national operator and carrier.

The procedure for transportation and exchange of mail of Items of the international post exchange is regulated by acts of Universal Postal Union and the current legislation of the Republic of Uzbekistan.

3. Mail is transported both in mail vans of the national operator, and in the cars of carrier included in passenger, fast and post and luggage trains.

4. Mail in mail vans is transported on all lines of the railroads of the Republic of Uzbekistan.

5. Mail transported in mail vans and specially adapted places of other cars is followed by workers of communication. In regular luggage cars mail is transported both with maintenance, and without her workers of communication.

6. The list of trains which structure turns on mail vans is determined by the national operator in coordination with carrier.

7. The carrier informs the national operator not later than five days before introduction of the new schedule of cases of change of the train schedule which structure switches on mail vans.

8. At railway stations where exchange of mail, acceptance of trains as a part of which there are mail vans is established it is made on the special ways having possibility of loading and unloading of mail.

9. In case of acceptance of trains on other ways, and also in case of structure stop not in the established place concerning axis of the station the person on duty on the station beforehand warns about it the workers of communication making exchange of mail with mail vans and specifies the place of stop of the mail van.

Exchange of mail shall be made in the parking time established by the schedule. The delay of trains because of unavailability of mail is not allowed.

10. When reducing parking of the late trains in which mail is transported the chief of the train shall inform the chief of the mail van, and the person on duty on the station - person who makes exchange of mail for stations. And for the purpose of liquidation of delay (delays) the person on duty on the station shall specify time by which the parking of this train will be reduced. Reducing time of parking of trains lasting less than five minutes, and also any reducing the parking established according to the schedule less than five minutes is not allowed.

About travel time of the trains transporting mail, persons on duty on the station provide with information of workers of objects of mail service on their requests according to contracts between the national operator and carrier.

11. Lease of the rooms and constructions belonging to carrier repair of mail vans, their submission due dates for loading both unloading, and other questions of maintenance of mail vans on the railroads are made based on additional agreements.

3. Transportation of mail in mail vans

12. In mail vans mail accepted for transfer according to the acts of Universal Postal Union and regulating documents existing in the field of mail service is transported.

Cargo hauling, not belonging to activities of objects of mail service, in mail vans is allowed only with the permission of the national operator.

13. Mail to the place of stop of the mail van shall be delivered by workers of communication not later than ten minutes before arrival of the train to the station.

14. Mail prepared for sending with the mail van together with documents is given to the worker of communication accompanying it in case of three waybill copies ф. 16 (appendix N 1), on the third copy he undersigns for acceptance of mail.

15. The closed post things and post-packets which are subject to processing in the mail van are opened in the sorting hall and the mailings which are in them by name are checked according to documents. First of all the closed things and post-packets with mail for the closest sites of route, and then the others are opened. Upon termination of opening the chief of the mail van compares address labels to records in delivery notes.

16. The procedure for sorting, processing and seal of mail is established by the relevant regulating documents.

17. Sending surrenders workers of communication in the mail van группамив route and separately - in transit storage rooms according to the plan of the direction.

18. The sending which is subject to processing in the mail van is sorted in the storage room of the car. Forms of accompanying addresses are by name verified with records in delivery notes ф. 16.

By the time of arrival of the train to the next exchange bureau the crew of the mail van shall prepare completely mail for delivery and process the relevant documents to it.

19. For train service safety the total weight of mail and office load shall not exceed the established load-carrying capacity of the car. In doubt cases workers of the railroad have the right to make check of weight of mail on railway truck scales and to oblige to unload from the car all excess of mail over the established regulation.

20. Sending mail vans is drawn up by workers of the railroad in accordance with the established procedure.

4. Transportation of mail in luggage cars

21. Transportation of mail in luggage cars can be made in trains of carrier and is performed under contracts between the national operator and carrier.

22. On each Item of delivery of mail sent by cargo baggage delivery notes ф are constituted. 16 in duplicate. Besides, the distributing sheet ф is constituted. 35 (appendix N 2) in triplicate. In the distributing sheet sacks (packs) attributed to delivery note ф register. 16 according to the procedure of the sequence of Items of delivery of mail. Numbering of distributing sheets is conducted monthly.

The mailbags sent by cargo baggage are given to the luggage storage room on receipt on the second copy of the distributing sheet not later than 30 minutes before departure of the train in starting point at least in 50 minutes prior to arrival of the train on relay stations.

23. In case of defect and uncoupling from the train in transit of the luggage car in which mail without maintenance by workers of communication is transported the last on an equal basis with passenger luggage shall be overloaded in other car fastened instead of defective. In case of partial overload of baggage from the defective luggage car in other car mail is overloaded first of all.

Loading and unloading of mail in such cases are provided with railroad forces.

5. Transportation of mail in cars

24. On post routes with small amount of work mail can be transported in cars accompanied by one-two workers of communication. In that case when the compartment has the corresponding equipment, it is isolated from passengers and ensures safety of mail and values, mailings are processed in transit according to the procedure, provided for mail vans. In the absence of these conditions only the seal and written correspondence in the closed things without processing in transit is transported.

25. Transportation of mail in cars is made based on the contract between the national operator and carrier.

In transit mails in cars mailings are provided to loading unloading at least in 30 minutes prior to departure or arrival of the train.

26. On address labels of sacks with correspondence, also sacks and packs with seal it is specified: at what station it is necessary to hand over sack (pack), the destination from where the sack (pack), their weight and number, investment type, number of the train follows. The same is specified in delivery note ф. 16.

27. The regional organizations of mail service sending mail constitute carriage documents with indication of in them numbers of the distributing sheet ф. 35 and weight of mailings.

6. Journey in mail vans and finding of workers of mail service in the territory of the stations

28. For maintenance, protection, processing and exchange of mail journey in mail vans and in specially adapted places of cars is in transit allowed to traveling crew of workers according to the certificates issued by the national operator.

29. Are part of traveling crew of workers:

a) chief of the mail van;

b) assistants to the chief of the mail van;

c) conductor-electrician;

d) sorters.

The number of workers in crew is established depending on amount of work, frequency of exchange and other conditions, but there cannot be less than two, including the conductor-electrician. Obligations between members of crew are distributed by the chief of the mail van.

30. Along the line workers of traveling crew of the mail van within the powers submit to the chief (foreman) of the train which structure switches on the mail van.

31. In the mail vans plying on the lines specified in the certificate also the workers of communication returning from business trips on maintenance of mail vans use the right of driving through certificates.

The chief of the mail van before departure in flight in the international post office receives on receipt certificates for all members of crew and route sheets ф. 14 (appendix N 3) on trip in the direct direction and separately on trip back where members of traveling crew are by name listed. Route sheets ф. 14 are signed by the director (deputy) of the international post office, the shop manager of traveling service and are certified by print of round special stamp "For route sheets".

32. Except the traveling workers accompanying mail, the journey right in mail vans is granted:

a) to traveling workers, the following reserve, in the presence of the certificate and entry in the route sheet ф. 14;

b) to the officials sent for control of work of traveling crews of mail vans and to other office purposes according to the special certificates issued by the national operator;

c) to persons enlisted on rates on training of traveling workers, conductors-electricians in case of study tour for the beginning and until the end of trip;

d) to persons which ended rates on training of traveling workers, conductors-electricians, and also the studying "brigade method" for the period before qualification assignment.

33. Persons having the journey right in the mail van can take free of charge in case of themselves hand luggage within the regulation established for passengers.

34. According to certificates simultaneous journey in the mail van no more than two people, except the workers controlling work of crew is allowed.

The faces following in mail vans according to certificates shall be written down in the route sheet ф. 14.

35. To the persons who showed the certificate of not established form, and also not having necessary documents, journey in the mail van is forbidden. The certificates shown by them are selected and in case of the official report it are represented to the chief of post exchange point (initial or final) which sends them to the international post office for taking measures.

For the admission to journey in the mail van of persons which do not have the corresponding certificates or overdue certificates, the chief of the mail van or members of traveling crew bear disciplinary responsibility.

7. Method of operation and repair of mail vans

36. The national operator shall contain mail vans in good repair according to requirements of technical railway operation of the Republic of Uzbekistan.

Mail vans are included trains according to the established schemes of structures. Changes of schemes of forming of post and luggage trains are performed in coordination with the national operator.

37. In case of change of the place of the mail van in the train the station commander of departure shall report on the following on the course of the train of the station for the prevention of the workers exchanging mail.

38. Repair of mail vans is made according to the contract between the national operator and the organization having the right to implementation of repair work in the terms established for the passenger car park of the railroads.

39. Prior to loading of mail the chief of the mail van together with the conductor-electrician in the presence of the technical controller (the responsible person on duty or the shift supervisor) accept the mail van. At the same time are checked: operability of system of heating and lighting, internal locks and locks, reliability of fixture of the equipment, availability of the fire-fighting equipment and stock of the car (hours, linen, ware, medicines in the first-aid kit etc.), water availability in systems, filling (in the winter - completely) coal of special reservoirs and availability of tail signals.

The conductor-electrician of the mail van shall provide along the line burning of tail signals. In the cases menacing to safety of following of the train it shall take measures to immediate stop of the train.

40. The crew of traveling workers of mail vans contains at the expense of the international post office and is allowed to work after passing of production instructing, and also acquaintance with requirements of technical railway operation of the Republic of Uzbekistan. The examination of crew of traveling workers is carried out by workers of the railroad with the assistance of the representative of the international post office in the terms established for traveling workers of the railroads.

41. Lighting of the mail van which does not have autonomous power plant from the moment of its inclusion in the train and until exception of the train on arrival on station of destination is provided with the railroad in accordance with general practice with other cars.

Lighting of mail vans on parking out of the train and being in reserve is made at the expense of the national operator.

In that case when the mail van is not in the train near the car, its electric lighting is provided from power plant of the next mail van (no more than two cars at the same time).

42. The place and procedure for supply with fuel throughout the approved routes are determined by the agreement signed between the national operator and carrier.

43. Heating of mail vans at the station is also along the line made at the expense of the national operator.

The mail vans detained in transit for the reasons caused by traffic conditions of trains are heated at the expense of the railroad for all the time of delay.

44. Supply of mail vans with water is made for devices of heating and tanks by means and at the expense of the railroads: along the line - on the need for the established Items, at initial and terminal stations - once before departure in flight.

45. The outside wash of mail vans is made in Items of forming and return of trains according to the agreements signed between the national operator and carrier.

46. Disinfection of mail vans is made by means of the railroads at the expense of the national operator by the rules established for cars of the passenger park.

8. Actions for liquidation of delay of mail in transit

47. The non-inclusion in structure or uncoupling in transit of the mail van provided by the scheme of forming is forbidden.

48. In case of detection in transit of technical defect of mail vans in which mail is transported the chief of the mail van or the station commander where there was accident, or the station commander, the received notification on accident, shall inform immediately on it any available means of communication of the chief of the next post exchange point and the international post office.

49. When along the line trains there is inevitable uncoupling of the mail van, workers of the railroad immediately inform of it the chief of the mail van for preparation for mail overload in other car - reserve, post or luggage. At the same time government and international post and the possible number of printed materials shall be overloaded first of all. In the absence of the reserve or luggage car mail from the unhooked car shall be overloaded:

a) government and international post, written correspondence and newspapers - in luggage or the car of the same train;

b) other mail - in the mail or luggage car of the following trains.

50. In case of overload mail goes to the car to destination accompanied by one-two members of traveling crew of the mail van.

53. The ranking officer of post exchange point or the international post office has the journey right to the place of accident as a part of the recovery train.

54. About uncoupling of the mail van from the train the station commander draws up the statement with indication of the uncoupling reasons behind joint signatures with the chief of the mail van, the copy of the act is issued to the last. The station commander shall report about uncoupling of the mail van any available means of communication to the chief of the next post exchange point along post route and all chiefs of way stations to this Item with indication of where mail, for the message to the workers of communication exchanging mail is overloaded.

55. About cases of damage or destruction of mail the statement in four copies behind signatures of workers of the railroad and the regional organization of mail service with indication of the reasons and the list of the destroyed or damaged mail is drawn up. The copy of the act immediately goes to the international post office.

The responsibility of the parties for abuse of regulations of transportation of mail and operation of mail vans is provided in the agreement signed between the national operator and carrier according to the current legislation.

9. Rooms, platforms, deadlocks for post transactions at stations of the railroads

56. The carrier on large railway junctions allocates under lease the rooms intended for the organization of post exchange points with necessary constructions (deadlocks, tunnels, platforms, etc.).

The device of any mechanical devices in the station and storage facilities provided to the national operator and on platforms is made at the expense of the national operator under the contract between the national operator and carrier.

The device and content of the rooms and constructions stated above is performed according to the contract between the national operator and carrier.

57. The carrier provides special rooms in lease:

a) for placement of post exchange point;

b) for processing and storage of mail;

c) for rendering services of mail service and telecommunications.

58. Payment for lease of rooms is performed in the sizes established in the signed agreements by the national operator and carrier. The sizes of the rooms provided in lease, procedure for their repair and use of utilities are determined in agreements.

59. For transportation of mail on loading in mail vans and after its unloading from cars post exchange points use the hand and mechanical trucks belonging to them. The procedure for use of carts on platforms shall be approved with the station commander. Carts shall be stored in rooms of post exchange points or in places, specially allotted for them, on specifying of the station commander.

10. Control of work of traveling crews of mail vans

60. The monitoring procedure purpose behind work of traveling crews of mail vans is ensuring high-quality servicing of routes, timely and safe promotion of mail.

Check of work of each traveling crew is along the line performed at least once a quarter. The plan of control of work of traveling crews of mail vans as the head (deputy) of the international post office affirms the national operator.

61. The right of check of work of traveling crews of mail vans is granted:

a) to employees of the State inspectorate for supervision in the field of communication, informatization and telecommunication technologies according to the schedule approved by Republican Council for coordination of activities of monitoring bodies - when checking the international post office;

b) to the head (deputies), chiefs of departments of the national operator;

c) to the head (deputies) of the international post office, chief and employees of service of quality, shop manager of traveling service;

d) to other persons authorized by the national operator.

62. Specified persons can check work of traveling crews of mail vans in the presence at them certificates for the journey right in the mail vans issued by the national operator and also official certificates or special certificates on the check right.

63. Persons checking work of traveling crews of mail vans shall check:

a) organization of work of crew;

b) accomplishment of orders, instructions and other documents concerning exchange, processings and transportations of mail;

c) correctness of sorting, direction, seal of post things and maintaining documentation on written correspondence, insurance and parcel mail and seal;

d) availability of labels for sorting of written correspondence and procedure for the layout of mail in storage rooms of cars, observance of this procedure;

e) correctness of maintaining the route sheet ф. 14;

e) availability of necessary documents on the journey right in the mail van at persons which are in the car;

g) availability of the regulating documents concerning transportation of mail in mail vans;

h) security of safety of mail, the values which are in storage rooms and safes and also in case of exchange of mail and especially at night;

i) timeliness of preparation of mail for exchange;

j) accomplishment by objects of mail service of rules for processing and exchange of mail, availability of certificates on the right of exchange of mail at exchanging;

k) implementation of self-checking and mutual testings of quality of processing of mail by members of crew, instructing and operational control from the chief of the mail van, and also actions for prevention of scrap in work;

l) fulfillment of requirements regarding permanent finding of traveling workers in the cars serviced by them;

m) security of crew with kvitantsionny notebooks ф. 3 (appendix N 4), seals, stamps, calendar stamps, sacks and other operational materials;

o) servicing of passengers communication services, security with signs of post payment, post envelopes and postcards;

o) observance of rules of the equipment and post safety, especially at stations with short-term parking of trains workers of post exchange points and mail vans;

p) condition of labor discipline;

c) preparation of mail vans for flight and their sanitary content in transit and rest Items (timeliness of cleaning of rooms of cars, maintenance of the corresponding temperature, use of pyleochistitelny tables for opening of sacks with correspondence, security with boiled water in the closed vessels, the first-aid kit, bedding, ware and other stock and property);

r) technical condition of cars (operability of refrigerators, systems of heating, water supply, electric equipment, doors, locks and fixers of doors of storage rooms, tail alarm lamps, calls of the alarm system, lamps of footboards, the subcar highway and the alarm system of heating of axle boxes, fixture of lattices, availability of accumulator alarm lamps, set of keys, maintenance of necessary density and level of electrolyte whether cases of use of not calibrated safety locks, etc. take place).

64. Persons checking work of traveling crews of mail vans shall do mark in the route sheet ф. 14 about results of check to write down specific proposals in the book of checks.

In necessary cases, except entry in the book of checks, the statement in four copies is drawn up. The first copy of the act goes to the national operator, the second is handed to the international post office to which the traveling crew of the mail van is subordinated, third - to the chief of the mail van, the fourth remains at the checking person.

11. Safety of mail and mail vans

65. To transfer in mail vans mail which underwent control regarding post safety as which confirmation serves the print on accompanying documents of special stamp shall be accepted.

66. Protection of the mail which is in mail vans and in specially adapted places of passenger and luggage cars, and also being in the territory of the station and in station rooms belongs to duties of the national operator.

67. Protection of empty mail vans is performed by workers of communication.

68. Protection of defective mail vans on technical and relay stations in case of absence in such cars of workers of communication, including conductors-electricians, is performed by the railroad which accepts mail vans under the act, and the internal equipment - according to the inventory.

12. Final provision

69. These rules are approved with the acting as the chairman of the State committee of the Republic of Uzbekistan on demonopolization, support of the competition and entrepreneurship.
