About approval of the aviation rules "Ensuring Land Servicing of Aircrafts at the Airports of the Republic of Belarus"
Based on Articles 6, 20 and parts five of article 50 of the Air code of the Republic of Belarus the Ministry of Transport and Communications of the Republic of Belarus DECIDES:
1. Approve the aviation rules "Ensuring Land Servicing of Aircrafts at the Airports of the Republic of Belarus" (are applied).
2. This resolution becomes effective in six months after its official publication.

1. These aviation rules also parts five of article 50 of the Air code of the Republic of Belarus for the purpose of implementation of international standards and recommended practice of Appendix 9 to the Convention on international civil aviation of 1944, Doc 10121 "Management on the organization of land servicing", by Doc 9562 "Management on economy of the airports", Doc 9981 "Rules of aeronautical servicing "Airfields", Doc 9640 "Management on anti-icing protection of aircrafts on the earth" are developed based on Articles 6, 20.
2. These aviation rules establish procedure for the organization of land servicing of aircrafts at the airports of the Republic of Belarus and the requirement to the airports (their divisions) of the Republic of Belarus and legal entities, irrespective of form of business, pattern of ownership, the contract with the leading legal entity of the airport for performing procedures registered in accordance with the established procedure in the Republic of Belarus, having on land servicing of aircrafts at the airports of the Republic of Belarus regarding fulfillment of requirements of safety of flights and aviation safety and the authorized operator of the aircraft to perform land servicing of aircrafts at the airports of the Republic of Belarus (further - the servicing organization).
3. Ensuring land servicing of aircrafts at the airports of the Republic of Belarus is one of types of airport activities certified by Department on aircraft of the Ministry of Transport and Communications of the Republic of Belarus (further - Department on aircraft) in the procedure established by the legislation.
4. For implementation of activities for land servicing of aircrafts at the airports of the Republic of Belarus the servicing organization shall undergo certified testing for compliance to requirements of these aviation rules according to the list of questions for conducting certified check of the servicing organization for ensuring land servicing of aircrafts at the airports of the Republic of Belarus according to appendix 1.
5. Activities of the servicing organization for performing procedures for land servicing of aircrafts at the airports of the Republic of Belarus are performed according to these aviation rules and other regulatory legal acts regulating activities in the field of safety of flights and aviation safety.
6. For the purposes of these aviation rules the following terms and their determinations are applied:
the leading legal entity of the airport - the aviation organization which is carrying out main types of ensuring flights at the airport (in airfield), performing the organization of interaction of all services and the organizations for ensuring flights at this airport (in this airfield) and having the certificate of conformity of the airport;
the parking lot - specially allocated and designated site on the platform intended for the parking of the aircraft;
land servicing of aircrafts - complex of actions for servicing of aircrafts on arrival in the airport and preparation of aircrafts for departure from the airport, excepting servicing of air traffic, maintenance of aircrafts, the organization of servicing of passengers and baggage, load handling and mails, providing with fuels and lubricants;
foreign objects - any objects which are on the platform which are not used for performing procedures on land servicing of aircrafts and can potentially constitute danger to aircrafts;
management on land servicing - the document regulating activities of the servicing organization at the airports, the determining procedure and amount of the performed procedures for land servicing of aircrafts at the airport and being integral part of the technological passport of the airport;
means of land servicing - set of the technical means providing land servicing and safety of aircrafts on the earth to which vehicles, special vehicles, means of mechanization, the device, the equipment and other belong;
maintenance of means of land servicing - complex of organizational actions and technological transactions on maintenance of operability of means of land servicing according to requirements of operational documentation of producers;
the approved organization of education - the organization of formation of the Republic of Belarus, other organizations of education system of the Republic of Belarus and the foreign organizations having the existing certificate issued by specially authorized body in the field of civil aviation on the right of implementation of activities in the field of preparation, retraining and advanced training of aviation personnel and functioning under its control for carrying out preparation on adopted agendas;
the probe parking or clamp - the safety (blocking) device preventing spontaneous folding of lobby and the main support of the chassis;
the probe towing - the device used for shutdown of management system by turn of wheels of front support of the chassis.
7. For the purposes of these aviation rules the following reducings are applied:
AF - the aircraft;
AFU - the auxiliary power plant;
DPA - control office of airfield;
IATA - International association of air transport;
ICAO - International Civil Aviation Organization;
ITP - engineering personnel;
KVS - the commander of AF;
MS - the parking lot;
NIEP - land-based source of power supply;
NOVS - land servicing of AF;
FROM - labor protection;
POZh - anti-icing liquid;
POSES - anti-icing protection of AF;
POO - anti-icing processing of AF;
RLE - management on flight operation of AF;
RNO - management on land servicing;
SIZ? individual protection equipment;
SLO - snow-ice deposits;
SNO? means of land servicing;
The SPU - the aircraft intercom;
SUBP - safety management system of flights;
THAT is maintenance;
UVZ - installation of air start;
ShRAP - the plug socket of airfield food;
ED - operational documentation.
8. Other terms and their determinations, and also reducings are applied in the values determined in the Air code of the Republic of Belarus.
9. Activities for NOVS at the airports of the Republic of Belarus are performed for the purpose of servicing of AF on arrival in the airport and preparation of AF for departure from the airport within issued to the servicing organization in accordance with the established procedure by Department on aircraft of the certificate of the validity to airport activities.
10. Providing NOVS consists of the following procedures:
administrative providing NOVS and control;
servicing of AF on the platform;
towage of AF.
11. The procedure for servicing of AF on the platform includes the following transactions:
meeting of AF;
provision of NIEP;
conducting communication by personnel with flight crew of AF;
providing parking of AF;
opening, closing of doors of the AF passenger salon;
loading, unloading of AF, transportation of passengers, onboard food, the household equipment, baggage, load and mail to (from) AF;
internal cleaning of cabins of flight crew and AF salons;
servicing of water supply system of AF;
servicing of the AF toilet system;
heating of engines and the AF systems with use of airfield heaters;
chilling and heating of air in passenger salon and cabin of flight crew of AF with use of airfield conditioners of air;
external sink of AF;
provision of UVZ for start of the AF engines;
departure of AF;
POSES OF AF;
visual inspection of start of the AF engines.
12. The procedure for towage of AF includes the following transactions:
the tractor using towing drove towage of AF;
towage of AF bezvodilny tractor;
towage of AF the bezvodilny tractor on remote control.
13. The servicing organization shall have the constituent documents registered in the procedure established by the legislation, the certificate on state registration, and also the documents determining organizational and production structure, the staff list, regulations on its structure and structural divisions, RNO, qualified personnel of the servicing organization (further - personnel), job and work instructions of personnel, technological schedules of servicing of AF.
14. The servicing organization in case of attraction to performing procedures for NOVS of other servicing organization having the certificate of the validity to airport activities for the NOVS procedures shall sign the agreement with it on performing procedures on NOVS.
15. The organization of operation of special vehicles and vehicles in airfields and requirements to them, and also the organization of work of the drivers, officials responsible for management of entrance, departure and maneuvering of special vehicles in zone of servicing of AF and their preparation, are performed according to the procedure, established for the organization of works of vehicles in airfields of civil aviation.
16. The servicing organization:
participates in development of technological schedules of servicing of AF for regular airborne transportations in form according to appendix 2;
participates in program implementation of the leading legal entity of the airport and operators of AF on control of the foreign objects which are on the platform;
represents messages to the leading legal entity of the airport about the aviation events connected with NOVS and influencing safety of flights;
develops, claims and includes in the technological passport of the airport of technology for performing procedures of NOVS.
The servicing organization issues orders:
about appointment of responsible persons for management of towage of AF, for administrative providing NOVS and control (in case of simultaneous servicing of several AF several responsible persons for their servicing are designated), FROM, for observance of safety regulations, requirements for ensuring fire safety, requirements for environmental protection;
about preparation for work during the autumn and winter period or the spring and summer period;
about the local qualification commission;
about the admission of personnel to performing procedures on NOVS;
about procedure for issue and withdrawal of certificates;
about passing by personnel of specific types of preparation.
17. The servicing organization provides storage of documentation on NOVS during the terms established by these aviation rules and RNO of the servicing organization.
18. Leading legal entity of the airport:
coordinates accomplishment at the airport of all procedures for NOVS;
provides to the servicing organizations access to the controlled area of the airport;
develops service regulations of SNO on the platform;
develops the program for safety on the platform in case of NOVS;
takes precautionary measures regarding the concerning reactive stream and suction of foreign objects in the AF engines, at the same time temporarily closes the traffic routes located for MS;
carries out training of drivers of special vehicles and vehicles and issues to drivers coupons on the right of control of special vehicles and vehicles in the territory of airfield;
provides timely provision to the servicing organizations of information on adverse weather conditions, and also about the introduced restrictions for accomplishment of NOVS;
develops, claims and includes in the technological passport of the RNO airport;
develops the program for the organization of the activities connected with prevention, detection, removal and research of foreign objects on the platform;
develops and approves with the operator of AF and the servicing organizations technological schedules of servicing of AF for regular airborne transportations in form according to appendix 2;
provides entering into the technological passport of the airport of information on all servicing organizations, procedure for their interaction and procedures performed by them.
19. The operator of AF in case of accomplishment of land servicing of the AF:
bears responsibility for safety of flights on MS;
develops actions for the organization of the activities connected with prevention, detection, removal and research of foreign objects on the platform;
ensures safety in case of movement of special vehicles and vehicles in close proximity to AF, in case of accomplishment of external survey of AF and entrance to AF;
participates in development of technological schedules of servicing of AF for regular airborne transportations in form according to appendix 2 and approves them;
develops basic requirements of NOVS in adverse weather conditions.
20. The servicing organization develops and implements system of exchange of information which provides exchange of information between management and personnel, and also representatives of the leading legal entity of the airport, the operator of AF on NOVS.
21. The purpose of creation of system of exchange of information is ensuring access to the urgent documents used in the course of NOVS by management and personnel of the leading legal entity of the airport and operators of AF.
22. The system of exchange of information shall provide measures of effective reaction in case of need of change of procedures and receipt of feedback.
23. The system of exchange of information joins representatives of the leading legal entity of the airport, operators of AF, and the servicing organizations for NOVS.
24. Methods of exchange of information depend on organizational structure and the purposes of the servicing organization.
25. The system of exchange of information shall be simple in use and promote efficiency of elimination of production shortcomings.
26. RNO is developed according to these aviation rules.
In case of this RNO of the operator of BC, PHO of AF producer or the AF engines have higher priority if they conflict to RNO of the servicing organization.
27. RNO is developed by the servicing organization, affirms her head and is approved with the head of the leading legal entity of the airport.
28. In RNO procedures and transactions on NOVS taking into account the types serviced by AF are consistently stated.
29. The document confirming performing procedures on NOVS is the card of servicing of AF completed in form according to appendix 3.
30. RNO shall include at least the following structure and content:
general provisions;
structure, functions of the servicing organization and its division;
interaction with other servicing organizations, the leading legal entity of the airport and the operator of AF;
