1. Approve the enclosed Rules of submission of the reporting under the state external loans and joint financing from the republican budget.

2. Recognize invalid some decisions of the Government of the Republic of Kazakhstan:

1) the order of the Government of the Republic of Kazakhstan of April 20, 2018 No. 211 "About approval of Rules of submission of the reporting under the state external loans and joint financing from the republican budget";

2) Item 31 of the order of the Government of the Republic of Kazakhstan of March 18, 2021 No. 145 "About modification and amendments in some decisions of the Government of the Republic of Kazakhstan and the order of the Prime Minister of the Republic of Kazakhstan".

3. This resolution becomes effective from the date of its signing and is subject to official publication.

Rules of submission of the reporting under the state external loans and joint financing from the republican budget

1. These rules of submission of the reporting under the state external loans and joint financing from the republican budget (further – Rules) are developed according to Item 2-1 of Article 206 of the Budget code of the Republic of Kazakhstan and determine procedure for submission of the reporting under the state external loans and joint financing from the republican budget.

2. The central executive bodies and other state bodies of the Republic of Kazakhstan (under approval), responsible for projects implementation, the state external loans financed from means and co-financed from the republican budget represent with appendix of the analytical note containing information on questions of application of funds of the state external loans and joint financing from the republican budget, and also in case of not application of funds of the state external loans, offers and recommendations about further taking measures to timely application of funds of the state external loans, to the central authorized body on budget implementation the reporting, according to appendices 1 and 2 to these rules, monthly, to the 5th, following the accounting period, in electronic format by means of the integrated automated information system E-Ministry of Finance and (or) on paper, according to appendix 3 to these rules, monthly, to the 5th, following the accounting period, in electronic format by means of the integrated automated information system E-Ministry of Finance and (or) on paper, and also according to appendices 4, 5, 6 and 7 to these rules, quarterly, to the 10th, following the accounting period, in electronic format by means of the integrated automated information system E-Ministry of Finance and (or) on paper.

3. The central authorized body on budget implementation quarterly, to the 1st day of the second month following the accounting period represents the reporting to the Government of the Republic of Kazakhstan under monitoring of application of funds of the state external loans and joint financing from the republican budget, according to appendices 8 and 9 to these rules, with appendix of the analytical note containing summary information on application of funds of the state external loans and joint financing from the republican budget and also in case of not application of funds of the state external loans, offers and recommendations about further taking measures to timely application of funds of the state external loans.

4. The central executive bodies and other state bodies of the Republic of Kazakhstan (under approval), responsible for projects implementation, the state external loans financed from means and co-financed from the republican budget provide reliability and correctness of registration of the above-stated forms, timeliness of their submission to the central authorized body on budget implementation.
