About measures for implementation of the Presidential decree of the Russian Federation of March 8, 2022 No. 100

The government of the Russian Federation decides:

1. Enter till December 31, 2027 inclusive export ban out of limits of the territory of the Russian Federation of goods according to the list according to appendix No. 1.

1(1). Determine that till December 31, 2027 inclusive export out of limits of the Russian Federation of goods according to the list according to appendix No. 2 is performed according to the decision of the Russian Prime Minister, either the First Deputy Prime Minister of the Russian Federation, or the Deputy Prime Minister of Russia (according to distribution of obligations) based on offers of the Ministry of Industry and Trade of the Russian Federation.

Determine that till December 31, 2027 inclusive export out of limits of the Russian Federation of separate types of the electrotechnical equipment according to the list according to appendix No. 3 is performed according to the decision of the Russian Prime Minister, either the First Deputy Prime Minister of the Russian Federation, or the Deputy Prime Minister of Russia (according to distribution of obligations) based on the offers of the Ministry of Industry and Trade of the Russian Federation approved with the Ministry of Energy of the Russian Federation and the Federal Customs Service, and also if necessary with other federal executive bodies performing functions on development of state policy and normative legal regulation in the respective sphere.

2. The measure, the stipulated in Item 1 this resolution, does not extend:

on the goods occurring about the territories of the Russian Federation accompanied with the certificate of origin in the ST-1 form or other certificate confirming the Russian goods origin, which is drawn up authorized on issue of these certificates by the organization, or data on which are included in the register of the Russian industrial output placed in the state information system of the industry according to article 17.1 of the Federal law "About Industrial Policy in the Russian Federation";

on the goods which are taken out to state members of the Eurasian Economic Union;

on the goods which are exported from the territory of the Russian Federation within the international transit carriages which are beginning and coming to an end outside the territory of the Russian Federation;

on the goods moved between parts of the territory of the Russian Federation through the territories of foreign states;

on the goods which are exported from the territory of the Russian Federation for the purpose of ensuring activities of the military forming of the Russian Federation which are in the territories of foreign states;

on the goods which are exported according to licenses of the Federal Service for Technical and Export Control, according to licenses and lists of Federal Service for Military-Technical Cooperation, according to the lists approved by the Ministry of Defence of the Russian Federation according to lists of the Ministry of Industry and Trade of the Russian Federation within intergovernmental agreements about production and scientific and technical cooperation of the companies of defense industries or on permissions of Russian Export Control Commission;

on the goods (regardless of their origin) which are taken out to the Donetsk People's Republic and the Luhansk People's Republic;

on the goods exported from the Russian Federation for the purpose of completion of customs procedures of conversion on customs area if such goods to the room under customs procedure of conversion were not located on customs area under other customs procedures from the moment of arrival on customs area of the Eurasian Economic Union (except customs procedure of customs transit and customs procedure of customs warehouse);

on the goods coming from other state members of the Eurasian Economic Union, placed in the territories of these state members of the Eurasian Economic Union under the customs procedures providing export from customs area of the Eurasian Economic Union;

on the goods which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation on Svalbard archipelago;

on vehicles of international delivery, except for the aircrafts which are exported for the purpose of their return to lessors, lessors under the agreements of finance lease (leasing), lease signed with lessors, lessors of the foreign states entering the list of foreign states and the territories, making concerning the Russian Federation, the Russian legal entities and physical persons unfriendly actions, No. 430-r approved by the order of the Government of the Russian Federation of March 5, 2022;

on the goods made (made, received) in the territories of the special economic zones, special economic zone, the territories equated to them, located in the territory of the Russian Federation with use of the foreign goods placed under customs procedure of free customs zone;

on the goods made (made, received) in the territories of the free warehouses located in the territory of the Russian Federation with use of the goods placed under customs procedure of free warehouse;

on the goods which are exported by State Atomic Energy Corporation "Rosatom", and also the organizations of State Atomic Energy Corporation "Rosatom", their subsidiaries and legal entities entering with them one group of persons, the federal unitary enterprises concerning which the specified Corporation performs the rights of the owner of property, economic societies under their control, subsuppliers (subcontractors) of any level of all specified persons according to the lists approved by State Atomic Energy Corporation "Rosatom";

on the goods which are exported from the territory of the Russian Federation for ensuring activities of water vessels, constructions and installations concerning which the Russian Federation has the exclusive jurisdiction;

on the goods which are exported from the territory of the Russian Federation as supplies;

on the spare parts and the special equipment which are temporarily exported about the territories of the Russian Federation intended for processing, lading protection, maintenance or operation of vehicles of international delivery;

on the goods which are taken out within the international transit airborne transportations through the territory of the Russian Federation to the third countries in one of the following cases:

the aircraft makes intermediate landing at the international airport of the Russian Federation without unloading of goods concerning which the temporary ban on export according to Item 1 of this resolution is imposed, and after intermediate landing follows out of limits of the territory of the Russian Federation;
