About introduction of amendments to some acts of the Government of the Russian Federation for the purpose of establishment of features of legal regulation of the relations in spheres of power industry, warm, gazo-, water supply and water disposal

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation for the purpose of establishment of features of legal regulation of the relations in spheres of power industry, warm, gazo-, water supply and water disposal.
2. Determine that from February 28, 2022 to December 31, 2022:
a) in case of application of procedure for charge of penalty fee for non-execution and (or) improper execution of obligations on payment of gas and services in its transportation, the stipulated in Article 25 Federal Laws "About Gas Supply in the Russian Federation", instead of refunding rate of the Central bank of the Russian Federation operating on the date of the actual payment the key interest rate of the Central bank of the Russian Federation operating for February 27, 2022 is used;
b) in case of application of procedure for charge of penalty fee for non-execution and (or) improper execution of obligations on fee on transfer of electrical energy of the network organization, payment of electrical energy to the guaranteeing supplier and the electric power producer (capacity) in the retail markets of electrical energy, stipulated in Item 2 Articles 26 and Item 2 of article 37 of the Federal law "About Power Industry", instead of refunding rate of the Central bank of the Russian Federation operating on the date of the actual payment the key interest rate of the Central bank of the Russian Federation operating for February 27, 2022 is used;
