About measures of state regulation of import and export of specific goods (works, services)

For the purpose of enhancement of state regulation of import and export of specific goods (works, services), accomplishment of the international obligations assumed by the Republic of Belarus I decide:

1. Approve enclosed:

Regulations on procedure for licensing in the Republic of Belarus of import and export of specific goods (works, services);

Regulations on procedure for execution of obligations on use of the imported specific goods (works, services);

Regulations on procedure for the organization of control over the implementation of obligations for use of the imported (exported) specific goods (works, services) in stated purposes.

2. Determine that:

2.1. measures of state regulation of import and export for the bases of non-economic nature are performed concerning the following types of specific goods (works, services) included in lists of specific goods (works, services):

causative agents of diseases (pathogens) of the person, animals and plants, their genetically changed forms, fragments of genetic material and the equipment which can be applied during creation of bacteriological (biological) and toxin weapon;

chemicals, the equipment and technologies * which have peaceful purpose, but can be applied during creation of chemical weapon;

nuclear materials, the equipment, special non-nuclear materials and appropriate technologies which can be applied during creation of nuclear weapon;

the equipment and materials of dual purpose, the appropriate technologies applied in the nuclear purposes (connected with nuclear fuel cycle and production of nuclear materials);
