According to article 14 of the Law of the Republic of Belarus of December 21, 2005 "About guarantees on social protection of orphan children, children without parental support, and also persons from among orphan children and children without parental support" the Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the enclosed Regulations on procedure for issue of the monthly card, conditions and terms of use by it.
2. To the Ministry of Transport and Communications in two-month time to take measures for ensuring accounting of free pass of orphan children and children without parental support, on all types of urban passenger transportation (except taxi), by local trains of intra republican railway service, on automobile and water passenger common carrier of the regular suburban message (except taxi), on road transport public of the regular long-distance message.
3. To the Ministry of Finance since 2007 when forming the budget for the next financial (budget) year to provide funds for compensation to the Ministry of Transport and Communications of losses of the income from provision of free pass to orphan children and children without parental support.
4. This resolution becomes effective in ten days after its official publication.
