1. 1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan;

3) within ten working days after state registration of this order, submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of provision of innovative grants on commercialization of technologies

Chapter 1. General provisions

1. These rules of provision of innovative grants on commercialization of technologies (further – Rules) are developed according to the subitem 5) of Item 2 of article 100-1 of the Entrepreneurial code of the Republic of Kazakhstan and determine procedure for provision of innovative grants on commercialization of technologies.

2. In these rules the following basic concepts are used:

1) the preliminary offer – the proposal of the applicant on the first stage of tender sent to national institute of development in the field of innovative development;

2) the grantee – the subject of innovative activities who received innovative grant according to these rules;

3) council on grant financing (further – Council) – collegiate organ which part the odd quantity from representatives of public organizations and the corresponding industries is (under approval), independent experts (domestic and (or) foreign), created within national institute in the field of innovative development, for decision making on projects of applicants taking into account examinations of requests and conditions of provision of the innovative grants established by these rules;

4) criteria of provision of innovative grants on commercialization of technologies – signs of project evaluation of the applicant;

5) innovative grant – the budgetary funds provided to subjects of innovative activities on a grant basis for implementation of their innovative projects within the priority directions of provision of innovative grants;

6) national institute of development in the field of innovative development (further – national institute) – the national institute of development authorized on implementation of measures of the state support of innovative activities;

7) authorized body in the field of the state support of innovative activities (further – authorized body) – the central executive body performing management in the field of innovative and technology development and also in limits, stipulated by the legislation the Republic of Kazakhstan, cross-industry coordination and participation in realization of the state support of innovative activities;

8) the decision of Council – the decision made by members of council and which is drawn up by the protocol and containing data on vote results concerning provision of innovative grant;

9) the request – the preliminary and complete proposals of the applicant sent to national institute;

10) the applicant – the subject of innovative activities who provided for consideration the request for receipt of innovative grant according to these rules;

11) technology – set of the methods and tools providing production and production, including production and release of goods;
