About approval of Rules on ensuring industrial safety concerning the hazardous production facilities having specifics of military application

Based on the paragraph of the fifteenth of Article 10 and part three of article 20 of the Law of the Republic of Belarus of January 5, 2016 "About industrial safety" the Ministry of Defence of the Republic of Belarus DECIDES: No. 354-Z

1. Approve Rules on ensuring industrial safety concerning hazardous production facilities, productions and the related types of activity having specifics of military application (are applied).

2. Recognize to invalid:

the resolution of the Ministry of Defence of the Republic of Belarus of July 4, 2016 No. 12 "About approval of Rules on ensuring industrial safety concerning hazardous production facilities and (or) potentially dangerous objects, productions and the related types of activity having specifics of military application";

the resolution of the Ministry of Defence of the Republic of Belarus of January 29, 2018 No. 2 "About modification and amendments in the resolution of the Ministry of Defence of the Republic of Belarus of July 4, 2016 No. 12".

3. This resolution becomes effective after its official publication.

Rules on ensuring industrial safety concerning hazardous production facilities, productions and the related types of activity having specifics of military application

Chapter 1. General provisions and scope

1. In these rules the requirements, obligatory for accomplishment, aimed at providing industrial safety of hazardous production facilities in which the production or activities entering the list of potentially dangerous objects, productions and the related types of activity having specifics of military application, which are subject to supervision and belonging to Armed Forces and transport troops approved by Council of Ministers of the Republic of Belarus is performed (further – Armed Forces) when implementing activities in the field of industrial safety are determined.

2. The requirements containing in Chapters 2, of 3 these rules also extend to activities for production and storage of the explosives and products containing them except for of industrial explosives which are performed by legal entities irrespective of patterns of ownership and departmental accessory (further – legal entities).

3. No. 12 is excluded according to the Resolution of the Ministry of Defence of the Republic of Belarus of 26.05.2025

4. The purpose of these rules is creation of the organizational and legal basis of ensuring the industrial safety of the hazardous production facilities belonging to Armed Forces (further – hazardous production facilities), directed to prevention and (or) minimization of effects of the accidents and (or) incidents creating threat of homeland security, damnification of life and (or) to human health, the environment.

5. In case of operation of hazardous production facilities it is necessary to be guided by the requirements stated in the legislation in the field of industrial safety, architectural, town-planning and construction activities, ensuring fire safety in the field of environmental protection and about labor protection, and also these rules.

6. Identification, registration and examination of industrial safety of hazardous production facilities are performed according to the requirements stated in acts of the legislation in the field of industrial safety.

7. In these rules terms and their determinations in the values established in the Law of the Republic of Belarus of January 5, 2016 No. 354-Z "About industrial safety" and also the following terms and their determinations are applied:

the administrative territory – the territory which is outside hazardous production facility in which the office, social buildings and constructions belonging to connection, military unit, military educational institution or the organization of Armed Forces are located (further – military unit) which forces perform operation of hazardous production facility;

probability of emergence of explosion – the size established on the basis of average data and determining necessary measures for the prevention of explosion in the course of activities and protection against its impact;

commissioning of hazardous production facility – documentary drawn up complex of actions for fixation of readiness of hazardous production facility for proper use;

explosive materials – explosives and their structures; pyrotechnic substances and their structures; gunpowder and rocket solid fuels; the products containing one or several explosive, pyrotechnic substances, gunpowder or rocket solid fuels;

explosion by weight – explosion in which all mass of the explosives or products containing them in volume of stack, storage locations, the technological site or the workshop participates;

the owner of hazardous production facility – military unit under which authority the hazardous production facility, or the legal entity performing activities for production and storage of the explosives and products containing them except for of industrial explosives is;

main wall – any of walls of the building (construction) built as a part of the building or in case of its reconstruction, which does not have apertures or outlets to the neighboring rooms or out of building limits. The easy partitions or partitions arranged from available materials main walls are not;

the storage location – the room or otherwise the screened place in storage or the platform of outdoor storage in which the explosives and products containing them or other dangerous substances for storage are directly placed. If in storage or on the platform of outdoor storage there are no screened places, all interior area of storage or the platform is considered the storage location;

dangerous substances – explosives, pyrotechnic substances and structures, poisonous, combustible and flammable liquids, poisonous and combustible gases;

dangerous factors of undesirable event – the factors influencing per capita or the building (construction) as a result of accident. Treat dangerous factors of undesirable event: air shock wave, primary and secondary splinters, underground shock wave (seismic impact), shattering effect or crushing, thermal impact, poisonous gases of products of explosion (burning, thermal decomposition);

the platform of outdoor storage – the open site of the territory (construction) equipped (equipped) for storage of the dangerous substances or products containing dangerous substances;

limiting loading – the most admissible quantity vzryvo-and the flammable substances which are in the building (room), established by the requirements stated in regulatory legal acts (further – the NPA), including technical regulatory legal acts (further – TNPA), or determined proceeding from settlement loading. In all limiting cases loading shall not exceed the capacity of the building (construction) on dangerous substances established in the project documentation;

project capacity – the capacity of the building (construction) specified in the project documentation on dangerous substances;

rockets – carrier rockets of missile systems of small range (operational and tactical and tactical missiles) and military units to them; the aviation managed and uncontrollable rockets, anti-aircraft guided missiles of distant action, average, small range and short-range; anti-tank (tank) guided missiles (shots) completing elements of rockets;
