According to Regulations on the State inspectorate for supervision in power industry and the Provision of the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan we decide (Uzgosenergonadzor):

1. Approve the enclosed "Safety regulations in case of operation of electroinstallations".

2. This resolution becomes effective after ten days from the moment of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

3. From the date of entry into force of this resolution "Safety Regulations in case of Operation of Electroinstallations", approved by Presidium of the Central Committee of labor union of working power plants and the electrotechnical industry by the resolution of 21.08.1985, the protocol No. 49 and Management of safe engineering and industrial hygiene of the Department of Energy and electrification of the USSR of 10.09.1985 not to apply in the territory of the Republic of Uzbekistan.

Safety regulations in case of operation of electroinstallations

These rules according to the Law of the Republic of Uzbekistan "About labor protection" and the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of April 29, 1992 No. 210 "About the organization of work on review of bylaws of the former USSR" regulate reliability, safety and efficiency of operation of electroinstallations, and also prevention of dangerous production situations.

The main organizational and technical actions preventing impact on the working dangerous production factors in the operating electroinstallations are given in these rules and also security measures in case of accomplishment of different works are determined (operational, repair, adjustment, etc.) on generators, transformers, electric motors, distributing devices, power lines and the other, allowing prevention dangerous production situations and accidents.

Requirements of these rules are obligatory for all power plants, the companies of power networks of all departments, irrespective of patterns of ownership, research institutions, the project, construction, repair and adjustment organizations performing works on the equipment of the objects making development, transit and distribution of electrical energy, and also performing works in relation to these objects.

Chapter I. Basic concepts and terms

1. In these rules the following concepts and terms are used:

administrative technicians - heads, chiefs of services and departments of district energy managements, companies, workshops, laboratories, areas and sites of power supply networks, deputies of specified persons, and also engineers, technicians, masters to whom administrative functions are assigned;

crew (according to the job specification or the order) - crew as a part of two people and more, including the producer or observing;

steeplejack works - works from mounting devices or it is direct from elements of designs, the equipment, machines and mechanisms, carried out at the height of 5 m and above from the surface of soil, overlapping or working flooring. At the same time fixed asset of protection of the worker from fall from height at all moments of work and movement is the safety belt;

electricity transmission air-line (further - VL) - the device for transmission of electricity on the wires located in the open air and attached by means of insulators and fittings to support or brackets and racks on engineering constructions (bridges, overpasses, etc.).

Linear portals or linear inputs of the distributing device (further - RU), and for otvetvleniyotvetvitelny support and the linear portal or linear input of RU are accepted to the beginning and the end of VL. At the same time the tension isolating suspension brackets established on linear portals from VL and also all clips strengthened on VL wires belong to VL. Linear portals with the tension isolating suspension brackets from substation, loop on these portals, descents from VL wires to the different equipment (to switching devices, rated sportsmen, communication condensers, etc.), and also high-frequency zagraditel do not belong to air-lines;

air-line under the induced tension - VL and aerial communication line (further - VLS) passing on all length or on certain sites with a total length at least 2 km at distance from axis of other VL of 110 kV and above: for VL of 110 kV - 100 m; for VL of 220 kV - 150 m; for VL of 500 kV - 200 m;

secondary (auxiliary) chain - set of ranks of the clips and electric wires connecting devices and control units, automatic equipment, measurements, protection and the alarm system of power plant (substation);

hoisting machines - cranes of all types, cranes excavators (the excavators intended for work with the hook suspended on rope), waist, winches for load lifting;

personnel (person on duty) on duty - the personnel which are on watch in change and allowed to operational management and operational switchings: dispatchers, duty engineers, technicians, chiefs of changes, persons on duty at home and control panels, members of operational mobile teams (further - OVB). In the text of these rules if separation is not required, the term "person on duty" is used;

"shall", it "is necessary", "follows" - designate obligation of fulfillment of requirements of these rules;

it "is allowed", "can" - designate that this requirement is applied by way of exception as forced (on local conditions);

zone of influence of electric field - space in which electric field strength exceeds 5 sq.m;

shielding zone - space near the buildings and constructions, and also the grounded metalwork, the bases which are in electric field under the equipment, power transformers and large-size objects in which electric field strength does not exceed 5 sq.m;

cable power line (further - C) - the power line executed by one or several cables laid directly to the earth, in cable channels, pipes and cable designs;

the switching device - the electric device intended for switching of electric chain and carrying out current (the switch, the loading switch, separator, the disconnector, the automatic machine, knife switch, the package switch, safety lock, etc.);

mechanisms - hydraulic elevators, telescopic towers, excavators, tractors, auto-loaders, boring and crane machines, sliding ladders with the mechanical drive, etc.;

the mechanical lock - the lock which is locked key, the removable handle, etc.;

intensity of undistorted electric field - electric field strength, undistorted presence of the person, determined in zone where the person should be in process of work;

the work permit (job specification) - the task for the safe carrying out work determining it content, the place, time of the beginning and the termination, necessary security measures, structure of crew and persons responsible for safe performance of work constituted on the special form;

dangerous influence - if tension and currents arising in chains of wire communication and drive broadcasting create for the service personnel and subscribers using communication or can damage the devices and devices which are switched on in these chains;

operational maintenance force - the employee category from among maintenance force which is specially trained and prepared for operational servicing in the approved amount of the electroinstallations assigned to them;

the conservation zone of air-lines of electricity transmission and aerial communication lines - zone along VL in the form of the parcel of land and airspace limited to the vertical planes remote on both sides of the line from extreme wires in case of their not rejected provision at distance for: VL up to 1 kV and VLS - 2 m; for VL from 1 to 20 kV - 10 m; for VL of 35 kV - 15 m; for VL of 110 kV - 20 m; for VL of 220 kV - 25 m; for VL of 500 kV - 30 m.

Zone along transitions of VL through reservoirs (the rivers, canals, lakes, etc.) in the form of the airspace over surface of the water of reservoirs limited to the vertical planes which are lagging behind on both sides of the line extreme wires in case of their not rejected provision for navigable reservoirs at distance of 100 m for non-navigable - at the distance provided for establishment of conservation zones along VL passing by land;

the conservation zone of cable power lines and cable communication lines - the land area along underground C limited to the vertical planes remote on both sides of the line from extreme cables at distance of 1 m for C and 2 m for cable communication lines (further - KLS).

Part of water space from surface of the water to the bottom along underwater C and KLS limited to the vertical planes remote on both sides of the line from extreme cables at distance of 100 m;

primary admission - the admission to work on the job specification or the order performed for the first time;

the repeated admission - the admission on workplace where already earlier work on this job specification was carried out;

preparation of workplace - accomplishment of technical actions for ensuring safe work on workplace;

accession - the electric chain (the equipment and tires) of one appointment, the name and tension attached to tires of RU, the generator, board, assembly and which is in limits of power plant, substation, etc. Electric chains of different tension of one power transformer (irrespective of number of windings), one 2-speed electric motor are considered as one accession. In schemes of polygons, one-and-a-half, etc. all switching devices and tires by means of which this line or the transformer are attached to RU belong to accession of the line, the transformer;

work energized - the work performed with touch to the current carrying parts which are energized or at distances to these current carrying parts of less admissible;

workplace - the site of electroinstallation where the personnel for performance of works are allowed. Treats only the workplace provided for works on the job specification or the order;

the order - oral task for the safe performance of work determining it content, the place, time, security measures (if they are required) and persons to whom its accomplishment is entrusted;

maintenance force - engineers, technicians, masters, workers who are engaged in operational corrective maintenance and adjustment of electric equipment of power plants and substations, VL, C, VLS, KLS, relay protection, automatic equipment, measuring devices, lighting protection and isolation, means of dispatching and technological management, personnel of electrolaboratories;

management of the company - the director, the director or his deputies, the chief engineer;

part current carrying - the part of electroinstallation which is normally energized;

part not current carrying - part of electroinstallation which can appear energized in emergency operation of work, for example the case of the electrical machine;

electroprotective equipment - the postponed and transported products serving for protection of the people working with electroinstallations against defeat as electric current from impact of electric arch and the electromagnetic field;

electroinstallation - the complex of the interconnected equipment and constructions intended for production or transformation, transfer, distribution or consumption of electrical energy;

electroinstallation without local person on duty the personalaelektroustanovka serviced by OVB or operational maintenance force, VL and C;

the electroinstallation operating - electroinstallation or its site which are energized or on which tension can be given turning on of switching devices;

electroinstallation to and is higher than 1000 V - electroinstallation by tension to and higher than 1000 V (on the operating value of tension). Requirements of these rules to electroinstallations to 1000 V belong to tension higher than 42 Century.

Chapter II. General provisions

2. The remedies used according to these rules shall meet requirements of state standards, and also "Rules of application and testing of the remedies used in electroinstallations".

3. The mechanisms and hoisting machines, compressor installations and air collectors used during the works, devices and the tool shall be tested and shall be operated according to the requirements of standards of labor safety existing with rules of the State inspection Sanoatgeokontekhnazorat and safety rules during the work with the tool and devices, and also instructions of manufacturing plants.

4. In case of accomplishment of construction and installation works in the operating electroinstallations requirements of construction regulations and rules (further - KMK) "Safe engineering in construction" shall be observed.

5. Instructions for labor protection for workers and employees shall consider requirements of these rules.

Each worker, if he cannot take measures to elimination of abuses of regulations, shall report immediately to higher management about all violations noticed by it, and also about the defects of electroinstallations and the machines used during the work, mechanisms, devices, the tool and remedies constituting danger to people.

6. Accomplishment of the orders and tasks contradicting requirements of these rules is forbidden.

Chapter III. Requirements to personnel

7. The procedure for training and examination of working is performed according to "Rules of the organization of work with personnel at the companies of energy production" (рег. No. 1178 of October 4, 2002 - the Bulletin of regulations of the ministries, state committees and departments of the Republic of Uzbekistan, 2002, No. 19).

8. The workers and engineering employees (further - ITR) occupied at works with harmful and dangerous working conditions shall have medical examination according to Regulations on procedure for performing medical examination of employees (рег. No. 2387 of August 29, 2012) (Collection of the legislation of the Republic of Uzbekistan, 2012, No. 35, the Art. 407).

9. The workers servicing electroinstallations shall know these rules within post or profession and to have group on electrical safety according to appendix No. 1 to these rules.

The certificate of the established form which he shall have in case of himself is issued to the worker who underwent examination of Rules, being at work.

10. The workers having work rights to whom additional requirements on safety (special works) are imposed shall have about it entry in the certificate of examination of the established sample.

Treat such works:

steeplejack works;

works energized on current carrying parts: cleaning, having washed also replacement of insulators, repair of wires, control with measuring bar of insulators and connecting clips, lubricant of cables;

servicing of the vessels working under pressure;

testing of the equipment the increased tension (except for works with the megohm meter).

The list of special works can be added with specifying of management of the company taking into account local conditions.

11. Persons which did not reach eighteen-year age are forbidden to be involved in the works given in the Activity list with adverse conditions of work on which application of work of persons more young is forbidden than eighteen years" (рег. No. 1990 of July 29, 2009) (Collection of the legislation of the Republic of Uzbekistan, 2009, Art. No. 30-31, 355).

12. The workers who violated these rules bear responsibility according to the relevant legislation of the Republic of Uzbekistan.

Chapter IV. Operational servicing and performance of works

1. Operational servicing

13. In electroinstallations it is higher than 1000 V the workers from the person on duty or operational maintenance force solely servicing electroinstallations and seniors on change shall have group IV, the others - group III.

In electroinstallations to 1000 V the workers from the person on duty or operational maintenance force solely servicing electroinstallations shall have group III.

14. Approach of people, mechanisms and hoisting machines to not protected current carrying parts which are energized on distances of the these rules which were less specified in appendix No. 2 is forbidden in electroinstallations.

15. One worker having group of electrical safety not lower than III (further - the worker with group) can carry out survey of electroinstallations of power plants and substations from the person on duty or operational maintenance force or the worker with group of V of administrative technicians or management of the company.

Survey of electroinstallations of power plants and substations not by electrotechnical personnel and tours in the presence of permission of management of the company can be conducted under the supervision of the worker with group IV having the right of individual survey.

Survey of VL is performed according to requirements of Items 367 and 368 of these rules.

16. The workers who are not servicing these electroinstallations can be allowed in them accompanied by the person on duty or operational maintenance force or the worker having the right of individual survey.

The attendant shall watch safety of the people allowed in electroinstallations and warn them about prohibition to approach current carrying parts.

17. Higher than 1000 V in case of survey are forbidden in electroinstallations to enter the placements, cameras which are not equipped with the barriers or barriers interfering approach to current carrying parts on distances less specified in the appendices N2 to these rules. It is forbidden to open doors of barriers and to get for barriers and barriers. Requirements to installation of barriers and barriers are provided in Rules of devices of electroinstallations. Section IV.

In electroinstallations to 1000 V in case of survey it is allowed to open doors of boards, assemblies, control panels and other devices.

18. In case of short circuit on the earth in electroinstallations 6 - 35 kV to approach the found place of short circuit on distance less than 4 m in the closed distributing device (further - ZRU) and less than 8 m in the open distributing device (further - I SHOUT) and on VL it is allowed only for operational switchings and release of the people who got under tension. At the same time it is necessary to use electroprotective equipment.

19. It is necessary disconnect and turn on disconnectors, separators and switches higher than 1000 V with the manual drive in dielectric gloves.

20. It is necessary to remove and establish safety locks at the removed stress.

Energized, but without loading, it is allowed to remove and establish safety locks on accessions in which scheme there are no switching devices allowing to remove stress.

Energized and under loading it is allowed to replace safety locks in secondary chains, networks of lighting and safety locks of transformers of tension.

21. In case of removal and installation of safety locks energized it is necessary to use:

in electroinstallations it is higher than 1000 V - the isolating pincers (bar) using dielectric gloves and goggles;

in electroinstallations to 1000 V - the isolating pincers or dielectric gloves and goggles.

22. In case of arrangement of safety locks of accession vertically one over another (vertical arrangement of phases) on boards and assemblies to 1000 V and lack of switching devices is allowed to establish and remove safety locks under loading. At the same time it is recommended to apply instead of eye protections of remedy of person.

23. Doors of rooms of electroinstallations, cameras, boards and assemblies shall be closed on the lock, except cameras in which works are carried out.

24. Keys from electroinstallations it is higher than 1000 V (rooms and cameras ZRU, the complete distributing device, I SHOUT), and also from switchboards and assemblies to 1000 V located out of electroinstallations it is higher than 1000 V, shall be on accounting at personnel on duty. Without local staff on duty keys can be in electroinstallations on accounting at administrative technicians.

Keys shall be numbered. One set shall be reserve.

Keys shall be issued on receipt:

to the workers having the right of individual survey - from all rooms;

in case of the admission allowing from operational maintenance force, to the head and the operator observing (persons responsible for safety of works (see Chapter V)) - from rooms in which it is necessary to work.

25. Keys are subject to return daily upon termination of survey or work. During the work in electroinstallations without local staff on duty keys shall return no later than the next working day after survey or complete completion of work.

Need of issue of keys for long term to the personnel of consumers having the right of operational switchings in RU of the companies of power supply networks and also the person on duty, operational repair and to the administrative technicians having the right of individual survey is determined by the chief engineer of the company.

Issue and return of keys shall be considered in the magazine of any form or in the operational magazine.

26. In case of accidents for release of the victim of action of electric current stress shall be removed immediately without preliminary permission.

2. Performance of works

27. Works in the operating electroinstallations shall be carried out in form of the work permit given in appendix N3 to these rules.

In the cases provided by these rules performance of works according to the order is allowed.

28. Unauthorized carrying out, and also expansion of the workplaces and amount of task determined by the job specification or the order are prohibited.

29. Accomplishment of any works in electroinstallations in the action area of other job specification shall be coordinated with the person which is conducting works on this job specification (works manager) or issued the job specification.

Approval is drawn up before preparation of workplace by record on fields of the job specification "Is approved" also by the signature of the approving person (the table 2 of the appendix N3 of these rules).

30. Capital repairs of electric equipment are higher than 1000 V, and also VL, irrespective of tension, shall be carried out according to process charts or projects of works (further - the Party of Pensioners of Russia).

31. In electroinstallations to 1000 V of power plants, substations and on C during the work energized it is necessary:

protect other current carrying parts located near workplace which are energized, to which perhaps accidental touch;

work in dielectric galoshes or standing on the isolating support or on rubber dielectric carpet;

use the tool with the isolating handles (at screw-drivers, besides, the core shall be isolated); in the absence of such tool - to use dielectric gloves.

It is forbidden to work in clothes with the short or rolled-up sleeves, and also to use hacksaws, files, metal meters, etc.

32. It is forbidden to work in electroinstallations in the bent provision if when straightening the distance to current carrying parts is less specified in the appendix N2 of these rules. It is forbidden in electroinstallations of power plants and substations of 6 - 110 kV during the work about not protected current carrying parts to be located so that these parts were behind or from two lateral faces.

33. It is forbidden to touch without use of electroprotective equipment insulators of the equipment which is energized.

34. On VL and VLS before connection or gap electrically of the connected sites (wires, cables) it is necessary to level capacities of these sites. Equalization of potential is performed by connection by the conductor of these sites or installation of grounding on both sides of gap (expected gap) with accession them to one grounding conductor (the grounding device).

35. During the work with use of electroprotective equipment (the isolating bars and pincers, electric bars and pincers, indexes of tension) approach of the person is allowed to current carrying parts on the distance determined by length of the isolating part of these means.
