No. 111-113 of 17.12.98), for the purpose of reduction of national regulations of regulation to the principles of the European Union, creation of necessary conditions for complete liberalization of the market of electrical energy, and also for upgrade of the existing system of measurement of flows of electrical energy the Administrative board of the National agency on regulation in power DECIDES:

1. Approve Regulations on measurement of electrical energy for commercial purposes it (is applied).

2. Regulations on measurement of electrical energy for commercial purposes to enact from the date of publication in Monitorul Oficial al Republicii Moldova.

Regulations on measurement of electrical energy for commercial purposes

I. This provision purpose

1. This Regulations on measurement of electrical energy for commercial purposes (further - the Provision) are developed according to provisions of the Law on electrical energy No. 137-XIV of 17.09.98 (Monitorul Oficial No. 111-113 of 17.12.98), the Law on power No. 1525-XIII of 19.02.98 (Monitorul Oficial No. 50-51 of 4.06.98), the Law on metrology No. 647-XIII of 17.11.95 (Monitorul Oficial No. 13 from

29.02.96), Regulations for electrical installation, the Regulations on delivery and use of electrical energy approved by the Order of the Government No. 1194 of 22.11.05 (Monitprul Oficial No. 168-171/1367 of 16.12.05), the standards existing in the Republic of Moldova obligation and the principles of commercial accounting of amounts of the made, imported, exported, transited, transported, distributed, delivered and consumed electrical energy also establishes.

II. Scope

2. This Provision is applied to all points of accounting of amounts of electrical energy for commercial purposes. Points of accounting of electrical energy in the technical purposes are not the this provision subject.

3. Conditions of the Provision are applied in case of:

determination of points of accounting;

measurement of amounts of the developed, imported, exported, transited, transported, distributed, delivered and consumed electrical energy;

determination of functions and obligations of producers, owners of the power plants, the Operator Sistema, the distribution companies, suppliers and consumers of electrical energy connected taking into account the electric power;

data collection of means of accounting of electrical energy for commercial purposes, and also removal of indications of means of accounting for the purpose of drawing of invoices and contents of the database;

data presentation about the means of accounting of electrical energy for commercial purposes and also this about the taken readings of means of accounting for the purpose of drawing of invoices and ensuring transparency of activities for accounting of electrical energy;

measurement of values of the sizes inherent to system services, collection and accumulating of the relevant data.

4. The provision is applied in obligatory and non-discriminatory procedure to producers, owners of power plants, the Operator Sistemy, the distribution companies, suppliers and consumers of electrical energy.

5. The provision is applied without fail in case of issue of permissions to connection to power network, installation and operation of means of accounting.

6. The provision establishes rules of measurement:

a) amounts of the electrical energy delivered from power plants in the electrotransferring and/or electrodistribution network and also amount of the electrical energy consumed by power plants during their stop;

b) amounts of the electrical energy arriving in the electrotransferring network;

c) amounts of the electrical energy transported by the Operator Sistemy and arriving in distribution networks;

d) amounts of the electrical energy imported, exported and transited on electric utility system;

e) amounts of electrical energy in exchange points between electrodistribution networks;

f) amounts of the electrical energy delivered to consumers, including independent;

g) values of the sizes inherent to the system services provided by suppliers of these services.
