According to article 4 of the Law of the Russian Federation "About the state secret" and for the purpose of provision of social guarantees to the citizens allowed to the state secret on permanent basis and the staff of structural divisions on protection of the state secret the Government of the Russian Federation decides:

1. Approve the enclosed Rules of payment of monthly percentage allowances to official pay rate (tariff charge) of the citizens allowed to the state secret on permanent basis and the staff of structural divisions on protection of the state secret.

2. To federal bodies of the government to establish in the organizations subordinated to them the sizes of monthly percentage allowances to official pay rate (tariff charge) of the citizens allowed to the state secret on permanent basis and the staff of structural divisions on protection of the state secret (further - allowances) according to the Rules approved by this resolution.

Financing of expenses on the specified purposes to perform at the expense of the means of the federal budget provided to the main managers of means of the federal budget for the corresponding year.

3. Recommend to public authorities of subjects of the Russian Federation and local government bodies to provide since 2007 in budgets of subjects of the Russian Federation and local budgets of funds for payment of allowances in the sizes established by the Rules approved by this resolution.

4. Determine that to the citizens working in the organizations which do not have departmental accessory and carrying out in accordance with the established procedure the works connected with use of the data which are the state secret, allowances are paid for the account of the means received from the main activities of these organizations, according to the procedure, provided by this resolution.
