About Universal State System of Prevention and Response to ES

1. Approve the enclosed Regulations on Universal State System of Prevention and Response to ES.

2. To the ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response in coordination with federal executive bodies to introduce in 6-month time in the Government of the Russian Federation offers on assignment on federal executive bodies of functions in the field of protection of the population and the territories against emergency situations.

3. To the Ministry of Transport of the Russian Federation provide in first-priority procedure according to requests of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response delivery to zone of emergency situation and return back of forces, means and the particular loads necessary for the prevention and liquidation of emergency situation, at the expense of the funds allocated to the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response for liquidation of emergency situations.

4. To the ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response under the organization and work for liquidation of emergency situations to use in accordance with the established procedure for management of forces of Universal State System of Prevention and Response to ES of the line, channels and means of single network of telecommunication of the Russian Federation.
