About approval of the Regulations on competitive selection of subjects of estimative activities and contractors on land management

1. Approve Regulations on competitive selection of subjects of estimative activities and contractors on land management it (is applied).

2. Consider invalid the Regulations on competitive selection of experts approved by the order of Fund of state-owned property of Ukraine of 12.02.97 of N152 and registered in the Ministry of Justice of Ukraine 12.03.97 for N79/1883.

3. (N. Putivskaya) to provide to management of official printing publications publication of information of rather competitive selection of subjects of estimative activities in appendix to "The state newsletter on privatization" - the Vedomosti Privatizatsii newspaper.

4. To department of assessment of property, property rights and professional estimative activity (N. Lebed):

provide in accordance with the established procedure registration of above-mentioned Provision in the Ministry of Justice of Ukraine and its publication in "The state newsletter on privatization";

in week time to prepare orders on statement of members of tender committee of Fund of state-owned property of Ukraine and members of working group which is formed according to the specified Provision.

5. (M. Shulga) to provide to department of planning of subjects to privatization and regional policy control of formation of tender committees and working groups in regional departments of Fund of state-owned property of Ukraine and Fonda of property of the Autonomous Republic of Crimea.

6. And public relations (A. Grinenko) in case of receipt of information on competitive selection of subjects of estimative activities to provide to department of interaction with the Verkhovna Rada of Ukraine, mass media its placement on the web page of Fund of state-owned property of Ukraine in INTERNET.

7. To impose control of execution of this order on the vice-chairman of Fund D. Parfenenko.

Regulations on competitive selection of subjects of estimative activities and contractors on land management

General provisions

1. This Provision determines the procedure of competitive selection of subjects of estimative activities - the subjects of managing who received the certificate of the subject of estimative activities and also subjects of estimative activities in the field of assessment of lands which obtained licenses for accomplishment of zemleotsenochny works (further - subjects of estimative activities), and contractors by land management who obtained the license for work on land management (land management works).

This procedure is applied by Fund of state-owned property of Ukraine, its regional departments and Fund of property of the Autonomous Republic of Crimea if they act as customers of independent assessment of property, expert money value of the parcels of land, works on land management or perform competitive selection of subjects of estimative activities or contractors on land management in the cases determined by the legislation if the cost of accomplishment of services in assessment of property is less than 100 thousand UAH, zemleotsenochny to rabotmensha of 300 thousand UAH and works on land management - it is less than 300 thousand UAH.

2. In this Provision the following terms are used in such value:

the applicant - the subject of estimative activities or the contractor on land management who showed willingness to participate in tender and submitted to Fund of state-owned property of Ukraine (regional department of Fund of state-owned property of Ukraine or Fund of property of the Autonomous Republic of Crimea) the necessary documents provided by conditions of tender and published in the information message about carrying out tender;

the participant of tender - the subject of estimative activities or the contractor on land management which filed the documents answering to conditions of tender and which is allowed to participation in tender;
