This Procedure determines the mechanism of use of means for ensuring counteraction to information threats from the state aggressor, cyberprotection, recoveries and developments of digital infrastructure of the state which arrived as voluntary contributions (charitable gifts) from physical persons and legal entities of private law and/or public law into Mintsifra's account opened in National Bank (further - means) which are source of forming of special fund of the government budget.
