1. Approve the enclosed Rules of use of the equipment of wire and optical systems of transfer of subscriber access.
2. Direct this order to state registration in the Ministry of Justice of the Russian Federation.
3. To impose control of execution of this order on the deputy minister of information technologies and communication of the Russian Federation B.D.Antonyuk.

1. Rules of use of the equipment of wire and optical systems of transfer of subscriber access (further - Rules) No. 126-FZ "About communication" is developed according to article 41 of the Federal Law of 07.07.2003 (The Russian Federation Code, 2003, No. 28, the Art. 2895) for the purpose of ensuring integrity, stability of functioning and safety of single network of telecommunication of the Russian Federation.
2. Rules establish mandatory requirements to parameters of the equipment of wire and optical systems of transfer of subscriber access (further - the equipment of systems of transfer of subscriber access) in communication network public and technological communication networks in case of their accession to communication network public.
3. The equipment of systems of transfer of subscriber access is subject to declaring of compliance.
4. In the equipment of systems of transfer of subscriber access one of the following interfaces or their combination is used (two and more):
1) the two-conductor analog interface to telephone network of communication (FXO) public;
2) the two-conductor analog interface to the terminal equipment of telephone network (FXS) public;
3) the four-pro-water interface to channels of tone frequency;
4) the four-pro-water digital interface to telephone network of communication (S/T-interface) public;
5) the two-conductor digital interface to telephone network of communication (U-interface) public;
6) interfaces for the organization of signaling for physical lines in the tone and supratonal ranges of frequencies;
7) data transmission interfaces (group V interfaces);
8) interfaces of digital subscriber lines (xDSL);
9) interfaces to data transmission network with use of control bearing and detection of collisions (Ethernet);
10) interfaces to the equipment of plesiochronous digital hierarchy (further - PDH), including optical PDH interfaces;
11) interfaces to the equipment of synchronous digital hierarchy (further - SDH);
12) interfaces to the equipment of optical systems with spectral separation (WDM);
13) interfaces to the equipment using the mode of asynchronous transfer (ATM);
14) interfaces to the equipment using the mode of relaying of personnel (FR);
15) interfaces to the data transmission networks supporting work on the IP protocol;
16) interfaces to the data transmission networks supporting multilegal kommutirovaniye on tags (MPLS);
17) interfaces to the video service signaling equipment;
18) interfaces of external synchronization.
19) the interface to passive fiber-optical networks G-PON.
5. The system of transfer of subscriber access provides between the terminal equipment and transport systems the organization of channels and (or) paths (one type or several):
1) two-conductor telephone channel of tone frequency;
2) chetyrekhprovodny channel of tone frequency;
3) chetyrekhprovodny channel ISDN of 192 kbps;
4) channel of basic access of ISDN of 160 kbps (BRI);
5) channel of primary access of ISDN of 2048 kbps (PRI);
6) digital path of the computer network with use of control bearing and detection of collisions;
7) the combined channel (path) terminating in interfaces of different types.
6. Under the organization of telephone communication signaling of interaction between the terminal equipment and telephone exchange by one or in several ways is provided:
1) signaling of set of number pulse code;
2) interaction signaling by multifrequency code (DTMF);
3) signaling of challenge with nominal frequency of 25 or 50 Hz;
4) transfer of tariff signals (frequency 16 kHz or change of polarity of power supply in subscriber loop);
5) signaling of interaction of the ISDN alarm system, clock synchronization, synchronization of octets, cyclic synchronization, activation and deactivation, operational and maintenance;
6) use of the subscriber V5.x alarm system.
7. For the equipment of systems of transfer of subscriber access the following mandatory requirements to parameters are established:
1) station and subscriber termination of the two-conductor telephone channel (appendix 1 to Rules);
2) the channels formed in the equipment of systems of transfer of subscriber access (appendix 2 to Rules);
3) S/T - the interface (appendix 3 to Rules);
4) U-interface (appendix 4 to Rules);
5) interface of primary access to ISDN equipment (appendix 5 to Rules);
6) the V5 interface to digital telephone exchanges (appendix 6 to Rules);
7) data transmission interfaces (appendix 7 to Rules);
8) the linear interface of modems with physical communication lines (appendix 8 to Rules);
9) the linear interface of the equipment of data transmission working in the supratonal range of frequencies (appendix 9 to Rules);
10) the forming equipment in the supratonal range of frequencies of the additional two-conductor telephone channel (appendix 10 to Rules);
11) linear interface of low-speed digital subscriber line (appendix 11 to Rules);
12) high-speed digital subscriber line (appendix 12 to Rules);
13) medium-rate digital subscriber line (appendix 13 to Rules);
14) asymmetric digital subscriber line (appendix 14 to Rules);
15) symmetric digital subscriber line (appendix 15 to Rules);
16) superfast digital subscriber line (appendix 16 to Rules);
17) the untying device (Splitter) of digital subscriber line for the organization of low-frequency channel 0 - 4 kHz (appendix 17 to Rules);
18) the untying device for the organization of joint signaling of the ISDN and ADSL U-interface (appendix 18 to Rules);
19) interface of 64 kbps (appendix 19 to Rules);
20) electric interfaces to the equipment of plesiochronous and synchronous digital hierarchies (appendix 20 to Rules);
21) linear path of 2048 kbps, (HDB3) code of systems of transfer of subscriber access (appendix 21 to Rules);
22) optical linear interface of plesiochronous digital hierarchy of systems of transfer of subscriber access (appendix 22 to Rules);
23) optical interfaces to the equipment of synchronous digital hierarchy (appendix 23 to Rules);
24) interfaces to the equipment of optical systems with spectral separation (appendix 24 to Rules);
25) interfaces to data transmission network with use of control bearing and detection of collisions (appendix 25 to Rules);
26) interfaces to the equipment using the mode of asynchronous transfer (appendix 26 to Rules);

34) remote power supply of the equipment (appendix 34 to Rules);
35) also bonds of the Russian Federation of 23.04.2013 No. 93 Is excluded according to the Order of the Ministry of information technologies.

8. The interfaces used in the declared equipment are given in the declaration of conformity (item 2.2 "Technical description").

1. The station termination of the two-conductor telephone channel has the following parameters:
1.1. Admissible limits of frequency of calling signal constitute 1655 Hz.
1.2. Admissible limits of tension of calling signal constitute 35 - 110 Veff.
1.3. Module of entrance resistance to alternating current:
1) in challenge waiting mode (at frequency of 1000 Hz) - at least 2 kOhm;
2) in the mode of acceptance of challenge (at frequency of 25 or 50 Hz) is made by 3 - 20 kOhm;
3) in the mode of acceptance of signals of tariffing (at frequency of 16 kHz) is constituted by 0,16 - 4 of kOhm.
1.4. Entrance resistance on direct current in case of disconnection of subscriber loop - at least 100 kOhm.

3) duration of the accepted tariff impulses, is equal 100 +-20 ms;
4) the quantity of tariff impulses within 1 second is equal to 5.
11.2. Conditions of failure of the receiver of tariff signals of the station termination of system of transfer of subscriber access:
1) tension of signals (at frequency of 16 +-kHz 0,1) - less minus 12 дБн;
2) tension at frequencies of 15 and 17 kHz - more than 0 дБн;
3) duration of impulses (in case of level 6 дБн) - less than 10 ms.
11.3. Parameters of tariff signals on the party of the user:
