For the purpose of streamlining of implementation process of scrap and waste of non-ferrous and ferrous metals by public institutions and companies, economic societies with the control state block of shares (share) in the authorized capital, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic", and also according to Article 230 of the Civil code of the Kyrgyz Republic the Cabinet of Ministers of the Kyrgyz Republic decides development of national production in conversion of scrap and waste of non-ferrous and ferrous metals:

1. Determine the state company "Kyrgyzmetallprom" under the State agency on management of state-owned property under the Cabinet of Ministers of the Kyrgyz Republic (further - Kyrgyzmetallprom) the legal entity, the representative to perform acceptance of scrap and waste of the non-ferrous and ferrous metals alienated by public institutions and the companies.

2. Approve Regulations on procedure for alienation by public institutions and the companies of scrap and waste of non-ferrous and ferrous metals according to appendix.

3. Determine that Kyrgyzmetallprom has the right:

- realize in the domestic market scrap and waste of non-ferrous and ferrous metals to exclusively domestic overworking metallurgical enterprises registered in the territory of the Kyrgyz Republic;

- to independently perform industrial conversion of scrap and waste of non-ferrous and ferrous metals.
