About urgent measures for introduction of absolute state monopoly for production, storage and realization of ethyl alcohol

For the purpose of ensuring effective state regulation in the field of production, import, storage and realization of ethyl alcohol, suppression of clandestine importation of ethyl alcohol and use for production of counterfeit products, ensuring completeness of receipt in the republican budget of tax payments, compliance with law in the field of state regulation of production and turnover of ethyl alcohol and alcoholic products, protection of health of the population, being guided by articles 66 and 71 of the Constitution of the Kyrgyz Republic, I decide:

1. Enter in the territory of the Kyrgyz Republic since September 1, 2022 absolute state monopoly for production, import, storage and realization of ethyl alcohol.

2. Provide to the state company "Kara-Balta Spirtovy Plant" exclusive right on production, import of ethyl alcohol, realization of the ethyl alcohol made and imported to the Kyrgyz Republic.

To the business entities using ethyl alcohol within two weeks to submit to the state company "Kara-Balta Spirtovy Plant" for review current contracts on delivery and realization of ethyl alcohol.

2-1. Determine that the state company "Kara-Balta Spirtovy Plant" conducts procurement of the goods, works, services and consulting services connected with ensuring smooth operation on production of ethyl alcohol, alcoholic, pharmaceutical and perfumery and cosmetic products by carrying out market monitoring and the subsequent direct conclusion of contracts with suppliers without restriction of the amount of purchase.
