About the closed administrative-territorial education

This Law determines legal regime of the closed administrative-territorial education, measure of the state support of the citizens living and (or) working in the closed administrative-territorial formation, and feature of the organization of local self-government in the closed administrative-territorial education.

Article 1. General provisions

1. The closed administrative-territorial education is recognized the administrative-territorial education having local government bodies created according to the procedure, the stipulated in Article 2 presents of the Law, for the purpose of ensuring safe functioning which are in its territory of the organizations performing development, production, storage and utilization of weapons of mass destruction, conversion radioactive and constituting the increased danger of technogenic nature of other materials, military and other facilities (further - the organizations and (or) objects) for which for the purpose of ensuring defense of the country and safety of the state the specific mode of safe functioning and protection of the state secret including special conditions of accommodation of citizens is set.

2. All territory of the closed administrative-territorial education is the municipality territory with the status of the city district.

The territory and borders of the closed administrative-territorial education are determined proceeding from specific mode of safe functioning of the organizations and (or) objects, and also taking into account requirements of development of settlements.

In case of establishment and (or) change of borders of the closed administrative-territorial education and in case of its transformation requirements of the legislation of the Russian Federation about accounting of opinion of the population are not applied.

Borders of the closed administrative-territorial education for action of specific mode of safe functioning can not match with borders of subjects of the Russian Federation.

The settlements located in the closed administrative-territorial education are part of the city district.
