"public purchases of goods, works and services are performed for:

- holding actions for mobilization and civil protection;

- constructions, reconstruction, capital repairs and arrangement of the places of residence of the internally displaced and evacuated persons;

- constructions, reconstruction, capital repairs and arrangement of protective constructions of civil protection, including dual purpose, the elementary constructions, shelters;

- preparation for carrying out heating season.".
