Determine that till January 1, 2024 carrying out new selections (tenders and requests for proposals) of legal entities, individual entrepreneurs and (or) physical persons for provision of subsidies by it from the federal budget according to the following orders of the Government of the Russian Federation is not performed:

the order of the Government of the Russian Federation of December 15, 2016 No. 1368 "About the state support of the Russian producers for the purpose of compensation of part of the costs connected with registration in the foreign markets of intellectual property items";

the order of the Government of the Russian Federation of December 28, 2020 No. 2316 "About the state support of the Russian organizations and individual entrepreneurs for the purpose of compensation of part of the costs connected with participation in the international exhibition and fair actions";

the order of the Government of the Russian Federation of June 11, 2021 No. 900 "About the state support of the organizations for the purpose of compensation of part of the costs connected with creation and ensuring functioning of system of after-sale service of products in foreign states".

3. Declare invalid Item of 5 changes which are made to Rules of provision from the federal budget of subsidy to Russian Export Center joint-stock company, Moscow, for the purpose of development of infrastructure of increase in the international competitiveness, approved by the order of the Government of the Russian Federation of July 15, 2020 No. 1044 "About modification of Rules of provision from the federal budget of subsidy to Russian Export Center joint-stock company, Moscow, for the purpose of development of infrastructure of increase in the international competitiveness" (The Russian Federation Code, 2020, No. 29, the Art. 4688).

Changes which are made to acts of the Government of the Russian Federation

1. In Rules of provision from the federal budget of subsidy in the form of property fee of the Russian Federation in the state corporation of development "ВЭБ.РФ" on compensation of part of the costs connected with support of production of high-technology products, approved by the order of the Government of the Russian Federation of December 13, 2012 No. 1302 "About approval of Rules of provision from the federal budget of subsidy in the form of property fee of the Russian Federation in the state corporation of development "ВЭБ.РФ" on compensation of part of the costs connected with support of production of high-technology products" (The Russian Federation Code, 2012, No. 51, Art. 7234; 2021, No. 52, Art. 9145):

a) to state paragraph two of Item 1 in the following edition:

"Provisions of subsidy the total amount of the financing provided by 2024 for production of high-technology products in the amount of 114, is result of 7 billion rubles cumulative result.";

b) state Item 2 in the following edition:

"2. The subsidy is provided for the purpose of compensation of part of costs of Corporation for the current financial year and December of previous year by the following types of the bargains concluded for the purpose of delivery of goods, performance of works, rendering the services in case of projects implementation connected with production of high-technology products within limits of the budget obligations brought in accordance with the established procedure to the Ministry of Industry and Trade of the Russian Federation as the receiver of funds of the federal budget for the purposes specified in Item 1 of these rules:

credit agreements (agreements), including agreements (agreements) on opening of credit line;

agreements of syndicated loan (loan);

loan agreements or agreements on provision of financing using letters of credit, including agreements on conditions of opening of letters of credit;

purchase and sale agreements of bonds;

bank deposit agreements (deposit);

the transaction of concession of rights to claim on the agreements specified in this Item which including can provide payment deferral for the yielded rights and (or) the size of the price of the agreement based on which the concession of the rights is performed there are less than the size of yielded rights to claim.

The subsidy cannot be directed to cost recovery, the investment projects connected with support which financing is performed according to the order of the Government of the Russian Federation of February 23, 2019 No. 191 "About the state support of the organizations realizing corporate programs of increase in competitiveness and modification of Rules of provision from the federal budget of subsidy in the form of property fee of the Russian Federation in the state corporation of development "ВЭБ.РФ" on compensation of part of the costs connected with support of production of high-technology products".";

c) add Item 7 with the subitem "k" of the following content:

"j) criteria of projects and main conditions of transactions, stipulated in Item 2 these rules.".
