About measures for further expansion and strengthening of bilateral cooperation between the Republic of Uzbekistan and the United Arab Emirates

In view of that the United Arab Emirates have ample investment opportunities, have wide experience of the advancing development, upgrade and effective implementation of advanced technologies, implementation of the large-scale investment projects which provided forming of diversified and steady economy during the official visit of the President of the Republic of Uzbekistan to the United Arab Emirates is determined measures for further enhancing cooperation for the key directions.

For the purpose of ensuring unconditional implementation of signed agreements and the reached agreements on further expansion of political, trade and economic, investment, financial and technical, innovative and cultural and humanitarian cooperation between the Republic of Uzbekistan and the United Arab Emirates (further - the UAE):

1. Approve:

The plan of practical actions ("Road map") for implementation of the bilateral documents signed during the official visit of the President of the Republic of Uzbekistan to the United Arab Emirates according to appendix No. 1;

The plan of practical actions ("Road map") for further expansion of political, trade and economic and cultural and humanitarian cooperation, and also interaction in the field of safety between the Republic of Uzbekistan and the United Arab Emirates for 2019-2020 according to appendix No. 2;

The plan of practical actions ("Road map") for implementation of the trade and economic and investment agreements signed during the official visit of the President of the Republic of Uzbekistan to the United Arab Emirates according to appendix No. 3;

The mechanism of ensuring monitoring and control of timely and unconditional implementation of signed bilateral agreements and the reached agreements during the official visit of the President of the Republic of Uzbekistan to the United Arab Emirates according to appendix No. 4.

2. To the Cabinet of Ministers of the Republic of Uzbekistan in two weeks to approve network schedules of implementation of the investment projects included in appendix No. 3 to this resolution.

3. Create the Working group on questions of ensuring unconditional execution of the agreements reached during the top-level visit to the United Arab Emirates according to appendix No. 5.

Determine the main objectives of the Working group (S. U. Umurzakov, Sh. A. Vafayev):

the organization of permanent and system monitoring and control of strict and high-quality execution of signed documents, including timely accomplishment of interstate procedures for entry into force of separate documents, and the reached top-level agreements in the UAE;

monthly hearing of reports of heads of the ministries, departments, public authorities on places and other organizations - executives in charge about the practical measures taken by them on unconditional implementation of the plans of practical actions ("road maps") approved by this resolution;

implementation of signed bilateral agreements and the reached agreements on further expansion of political, trade and economic, investment, financial and technical, innovative and cultural and humanitarian cooperation, and also the organization of regular and effective interaction for the specified questions with the Emirates party, first of all within the Uzbek and Emirates Intergovernmental commission;

regular sending to the UAE of management of the Working group together with the corresponding representatives of the ministries, departments and companies for negotiation, the operational solution and promotion of the current questions in all range of the directions of bilateral cooperation.

4. Determine the main objective of activities of the deputy minister of investments and foreign trade of the Republic of Uzbekistan Sh. A. Vafayev for 2019-2020 ensuring effective coordination of work of the ministries and departments, and also productive interaction with the Emirates party on timely and in full program implementation and projects of trade and economic, investment and financial cooperation with the UAE.

Specific results of activities of Sh. A. Vafayev will be considered following the results of accounting year.

5. And to other organizations - executives in charge to provide to the ministries, departments, public authorities on places:

timely and high-quality execution of network schedules and the plans of practical actions approved by this resolution with use of the Ijro.gov.uz system;

representation to 3rd of each calendar month following for reporting, information on the course of implementation of network schedules and plans of practical actions approved by this resolution in the Ministry of Foreign Affairs - according to appendices No. No. 1 and 2, in the Ministry of investments and foreign trade - according to appendix No. 3 to this resolution in the part concerning.

To the Ministry of Foreign Affairs, the Ministry of investments and foreign trade to the 7th of each calendar month following reporting to introduce summarized information on the course of implementation of network schedules and the plans of practical actions approved by this resolution in the Cabinet of Ministers and Audit Chamber of the Republic of Uzbekistan.

To represent to the Cabinet of Ministers and Audit Chamber of the Republic of Uzbekistan to the 10th of each calendar month following reporting to Executive office of Administration of the President of the Republic of Uzbekistan and the office of the Security Council in case of the President of the Republic of Uzbekistan the critical analysis of course of execution of this resolution and the approved plans of practical actions.
