1. Approve the enclosed Instruction about the procedure for acceptance, accounting, storage, transfer and destruction withdrawn, confiscated, which is voluntarily handed over and the transferred weapons and ammunition.

2. Declare invalid the resolution of the Ministry of Internal Affairs of the Republic of Belarus of March 28, 2003 No. 78 "About approval of the Instruction about accounting treatment, storages, transfers, realization and destructions withdrawn, the confiscated, transferred, voluntarily handed over weapons and ammunition" (The national register of legal acts of the Republic of Belarus, 2003, No. 45, 8/9382).

Chapter 1. General provisions

1. The instruction about the procedure for acceptance, accounting, storage, transfer and destruction withdrawn, confiscated, which is voluntarily handed over and the transferred weapons and ammunition (further - the Instruction) determines procedure for acceptance, accounting, storage, transfer to other organizations, including for realization, and also the organization of destruction of firearms and ammunition to it, pneumatic weapon and bullets for pneumatic weapon, gas and alarm weapon and cartridges to it, cold and throwing weapon, explosives, destructive devices and blasting agents from among withdrawn, confiscated, voluntarily handed over and reported to law-enforcement bodies (further, unless otherwise specified, weapon and ammunition).

2. For the purposes of this Instruction the following terms and their determinations are applied:

confiscation of weapon and ammunition - the forced non-paid address to the income of the state of weapon and the ammunition which is property of the offender according to the decision of competent authority (official);

the transferred weapons and ammunition - the weapon and ammunition which are voluntarily handed over by the owner in the income of the state;

destruction of weapon and ammunition - reduction of weapon and ammunition in the condition excluding recovery of their fighting properties.

3. For work on acceptance, accounting, storage, transfer and destruction of weapon and ammunition in the Ministry of Internal Affairs of the Republic of Belarus (further - the Ministry of Internal Affairs), Finance department and the back of the Ministry of Internal Affairs of the Republic of Belarus (further - DFIT Ministry of Internal Affairs), Main Department of Internal Affairs of the Minsk city executive committee (further - the Municipal Department of Internal Affairs), the Departments of Internal Affairs of regional executive committees (further - the Department of Internal Affairs) by orders of heads creates respectively the commission of the Ministry of Internal Affairs, the commission of DFIT Ministry of Internal Affairs, the commission of the Municipal Department of Internal Affairs, the commission of the Department of Internal Affairs.
