The government of the Russian Federation decides:

1. Approve the enclosed requirements to the automated information system of registration of airborne transportations, to the databases which are its part, to the information and telecommunication network ensuring functioning of the specified automated information system, to her operator, and also measures for the information security containing in it and procedure for its functioning.

2. Item 30 in paragraph one (4) Rules of forming and maintaining the unified register of the Russian programs for electronic computers and databases and the unified register of programs for electronic computers and databases from state members of the Eurasian Economic Union, except for the Russian Federation, approved by the order of the Government of the Russian Federation of November 16, 2015 No. 1236 "About establishment of prohibition on the admission of the software coming from foreign states for the purposes of implementation of purchases for ensuring the state and municipal needs" (The Russian Federation Code, 2015, No. 47, Art. 6600; 2017, No. 52, Art. 8168; 2021, No. 30, of the Art. 5801), "additional" to exclude the word, words "the order of the Government of the Russian Federation of March 23, 2017 "About approval of additional requirements to programs for electronic computers and databases, the data about which are included No. 325 in the register of the Russian software, and modification of Rules of forming and maintaining the unified register of the Russian programs for electronic computers and databases" shall be replaced with words "the Government of the Russian Federation".

3. Recognize invalid:

the order of the Government of the Russian Federation of July 24, 2019 No. 955 "About approval of requirements to the automated information system of registration of airborne transportations, to the databases which are its part, to the information and telecommunication network ensuring functioning of the specified automated information system, to her operator, and also measures for the information security containing in it and procedure for its functioning" (The Russian Federation Code, 2019, No. 31, the Art. 4628);

the order of the Government of the Russian Federation of April 30, 2021 No. 685 "About modification of the order of the Government of the Russian Federation of July 24, 2019 No. 955" (The Russian Federation Code, 2021, No. 20, the Art. 3361).

4. This resolution becomes effective since October 30, 2022, except for Item 2, of this resolution which is becoming effective from the date of official publication.

Requirements to the automated information system of registration of airborne transportations, to the databases which are its part, to the information and telecommunication network ensuring functioning of the specified automated information system, to her operator, and also measures for the information security containing in it and procedure for its functioning

1. This document regarding determination of requirements to the automated information system of registration of airborne transportations (further - the automated system) and to systems (components) which are part of the automated system and also to operators of the automated system and systems (components) which are part of the automated system is developed taking into account the provisions established by Appendix 9 to the Convention on international civil aviation of December 7, 1944 and the Federal Law "About Personal Data".

This document determines requirements to the automated system, including the systems (components) which are part of the automated system as to programs for electronic computers and databases, the data about which are included in the unified register of the Russian programs for electronic computers and databases, regarding structure and functional characteristics of the software providing implementation by users of registrations of the airborne transportations which are carried out by the Russian air carriers (further respectively - users, carriers).

2. The automated system as complex of the independent systems (components) interacting among themselves shall provide:

a) sovereignty of the Russian Federation over information flows in case of accomplishment of domestic airborne transportations on the basis of operation in the territory of the Russian Federation domestic components of the automated system the organizations - residents of the Russian Federation;

b) personal data protection of passengers from unauthorized use for the purpose of, airborne transportations and the purposes of rendering additional services to passengers, other than the purposes of registration;

c) implementation of measures of counteraction to acts of illegal intervention in accordance with the legislation of the Russian Federation in the field of ensuring transport safety;

d) storage and display of information on the schedule of flights, availability of places, rates and charges on flights of carriers;

e) booking and sale (registration) of airborne transportations and additional services for passengers with the subsequent storage of records about passengers, electronic tickets, orders of different charges;

e) registration of passengers and baggage in case of accomplishment of domestic airborne transportations.

3. Shall be part of the automated system including:

a) help information systems;

b) inventory reservations systems;

c) systems of registration of passengers and baggage;

d) the automated distributive (distributive) systems;

e) systems of settlement.

4. Help information systems shall provide accumulating and data storage about rates, charges and the schedule of movement of aircrafts, the other information necessary for ensuring work of the automated system, and provision of the specified data to operators of reservations systems of airborne transportations and federal executive bodies.

5. Inventory reservations systems shall provide:

a) input and adjustment of information on the schedule of movement of aircrafts, rates and charges, about conditions of application of rates and charges, about configuration of aircrafts and the other information concerning conditions of airborne transportation;

b) placement, storage, information processing about availability of places on flights of carriers on booking classes, configuration of the aircraft;

c) provision of information on availability of places on flights of carriers on the requests arriving from the automated distributive (distributive) systems and other systems for the purpose of booking, sale (registration) of airborne transportations and additional services for passengers;

d) storage of information on booking in the form of records about passengers in the database of records about passengers, and also archive of booking with possibility of receipt of information in the form of standard files for use in other systems;

e) processes of input, processing, change of information of inventory reservations system, including information on the schedule of movement of aircrafts, quotas of places, available to sale, configuration of the aircraft, and also processes of management of this information;

e) processes of creation, change, removal of records about passengers;

g) registration and storage of entries of electronic tickets and orders of different charges in the database of electronic tickets which is component of inventory reservations system;

h) processes of creation, change, removal of entries of electronic tickets and orders of different charges in the database of electronic tickets.

6. The systems of registration of passengers and baggage using databases of records about passengers of inventory reservations systems shall provide servicing of passengers on flights of carriers, including:

a) procedure of registration of passengers and baggage;

b) the procedure of end-to-end (transfer) registration of passengers for flights of the carriers which are carrying out joint transportation of passengers according to the agreements signed between them;

c) control procedure of landing of passengers;

d) procedure of centering of the aircraft;

e) preparation of documentation for crew of the aircraft.

7. The automated distributive (distributive) systems shall provide:

a) provision of information on the schedule, rates and charges, rules of their application and the other information connected with registration of airborne transportations;

b) interaction with inventory reservations systems for receipt of information on availability of places on flights of carriers and the subsequent booking of airborne transportations and execution of carriage documents;

c) storage of information on booking in the form of records about passengers, and also archive of booking;

d) processes of forming of reference information about geographical objects, carriers, the schedule of movement of aircrafts, options of flights, rates, charges and other reference information for the purposes of provision of such information to passengers;

e) processes of creation, change, removal of information on booking of airborne transportations in the form of records about passengers;

e) processes of creation, change, removal of entries of electronic tickets and orders of different charges in the database of electronic tickets in the automated distributive (distributive) systems and inventory reservations systems.

8. Systems of settlement shall provide:

a) release of carriage documents and assignment of unique identification numbers by it;

b) provision to carriers and other participants of transportation process of access to data on the sold (drawn-up) airborne transportations for the purpose of execution of the reporting and implementation of settlement;

c) carrying out settlement between carriers and other participants of transportation process for the sold (drawn-up) airborne transportations, data storage about passengers and details of carriage documents.

9. For the automated system and systems (components) which are part of the automated system the following main requirements are established:

a) data on the automated systems and systems (components) which are part of the automated system used for the organization of domestic airborne transportations shall be included in the unified register of the Russian programs for electronic computers and databases;

b) exclusive rights on the automated system and systems (components) which are part of the automated system, in the territory of the Russian Federation and other states on all effective period of exclusive right shall belong to one or several of the following owners:

Russian Federation;

the Russian organization, in the supreme body of management and which list of founders the foreign citizens, citizens of the Russian Federation having nationality of foreign state, the stateless person, foreign legal entities do not take part and also in the authorized (share) capital of which is absent direct or indirect participation of specified persons (further - the Russian organization);

c) the automated system (including all systems and third-party components which are part of the automated system) and the information and telecommunication infrastructure ensuring functioning of the automated system shall not have forced updating and management from abroad;

d) the owner of the automated system and systems (components) which are part of the automated system shall have:

own infrastructure of providing complete lifecycle of the automated system which is in the territory of the Russian Federation and under its jurisdiction;

the regular personnel having sufficient qualification and skills for providing complete lifecycle of the automated system;

e) servicing, including warranty, technical support and upgrade of the automated system and systems (components) which are part of the automated system shall be performed by the Russian organization;

e) full-function use of the automated system and systems (components) which are part of the automated system for the purpose of registration and accomplishment of domestic airborne transportations of passengers shall be provided without connection of the third-party or additional program (hardware) components which are outside the territory of the Russian Federation;

g) databases and the processing computer systems (servers), databases of the systems providing registration of passengers and baggage, registration of domestic airborne transportations of passengers, including processes of creation, storages, changes, removals of records about passengers, electronic tickets, orders of different charges, help information systems, inventory reservations systems, the automated distributive (distributive) systems and systems of settlement shall be located in the territory of the Russian Federation;

h) the automated system and systems (components) which are part of the automated system shall conform to the requirements provided by articles 10 and 11 of the Federal law "About Safety of Critical Information Infrastructure of the Russian Federation".

10. Operators of the automated system and systems (components) which are part of the automated system are the Russian organizations.

11. The organization by operators and users of the automated system and systems (components) which are part of the automated system, processings of personal data of passengers and control of cross-border movement of these data shall be exercised in accordance with the legislation of the Russian Federation in the field of personal data.

12. Operators of the automated system and systems (components) which are part of the automated system shall provide:

a) implementation of the procedure of registration and authorization of users with use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically";

b) obtaining from single system of normative reference information of the Eurasian Economic Union, and also from databases of federal executive bodies, diplomatic representations or consular establishments of foreign states, the international organizations or their representations in the Russian Federation information on requirements and conditions which accomplishment is necessary for crossing by the passenger of frontiers, transfer of the specified information in system of registration of passengers and baggage;

c) compliance of the automated system and systems (components) which are part of the automated system, to the recommendations of International association of air transport concerning protocols of transfer and formats of data;

d) transfer to the automated centralized bases of personal data of passengers and personnel (crew) of vehicles;

e) exception of transfer of personal data of passengers out of limits of the Russian Federation in case of registration of domestic airborne transportations by carriers without involvement of agents;

e) maintenance of symbols of the Cyrillic and Latin alphabets in case of execution of carriage documents.

13. Ensuring the information security containing in the automated system and systems (components) which are part of the automated system is reached by implementation of measures for determination of safety hazards of information and neutralization of these threats using the means of information protection which underwent in accordance with the established procedure assessment procedure of compliance. The specified measures are implemented by operators of the automated system and systems (components) which are part of the automated system according to the requirements provided by the specification on implementation of measures regarding information security and model of safety hazards of information which shall be approved with Federal Security Service of the Russian Federation and the Federal Service for Technical and Export Control.

14. Functioning of the automated system and systems (components) which are part of the automated system is performed according to requirements of the legislation of the Russian Federation about information, information technologies and about information security.
