Chapter I General provisions

Article 1. Law purpose

The purpose of this law is creation of the general legal basis necessary for the organization and carrying out population censuses and dwellings (further - censuses), for production and distribution of statistics of census.

Article 2. Regulation subject

(This law regulates 1):

a) powers of the subjects providing the organization and carrying out census, legal relationship arising between the subjects assisting in the organization and carrying out census and also determines the subject sampling unit censuses;

b) procedure for the organization, carrying out and financing of census.

(2) the Organization and carrying out censuses are performed by National bureau of statistics (further - NBS) according to recommendations of the United Nations Economic Commission for Europe in the field of population census and housing stock with assistance of the National commission on population census and dwellings subordinated to it the territorial commissions, bodies of public management, public organizations and other subjects specified in Article 20.

Article 3. Scope of application

(1) This law extends:

1) on sampling units, among which:

a) persons which are usually in the Republic of Moldova as of date of census;

b) persons who are constantly living in the Republic of Moldova, but no more than 12 months which in connection with work, study or with other purpose are located abroad;
