About measures for reducing share of informal employment and forming of balance of manpower on the basis of modern approaches

For the purpose of enhancement of procedure for forming of balance of manpower, employment and broad involvement in entrepreneurship of jobless citizens, especially the women and graduates for the first time entering on the labor market and also implementation of new efficient mechanisms of reduction of informal employment:

1. Establish procedure according to which for reduction of unemployment and reducing share of informal employment in махаллях:

a) since November 1, 2022 10 types of activity specified in appendix No. 1, are included in the list of types of activity (works, services) in which self-employed persons can be engaged;

b) since January 1, 2025 the minimum amount of the social tax for the physical persons consisting in employment relationships with individual entrepreneurs decreases from 50 percent of the size of basic settlement size a month to one size of basic settlement size a year;

c) since January 1, 2023 the citizens who are engaged on the personal home parcels of land in the types of activity specified in appendix No. 2, and once a year paying the social tax in the amount of at least single size of basic settlement size, join in category officially of occupied population and this period is set off in their working life. At the same time:

the citizens who are engaged in the types of activity specified in appendix No. 2, are allowed to perform payment of the social tax in voluntary procedure irrespective of the area of the home parcel of land belonging to them or quantity of the pets who are grown up by them and birds;

accounting of the citizens who are engaged in the types of activity specified in appendix No. 2, is performed by assistants to hokim of areas (cities) concerning development of entrepreneurship, employment of the population and reducing poverty in the makhall (further - assistants to hokim);
