According to the subitem 1 of item 4 of the resolution of the Cabinet of Ministers of Ukraine of January 4, 2002 No. 3 "About the Procedure for promulgation on the Internet of information on activities of executive bodies", to subitems 21, 21-2 Items 4, to Items 8, 10 Regulations on the Ministry of digital transformation of Ukraine, the Cabinet of Ministers of Ukraine approved by the resolution of September 18, 2019 856, ORDER to No.:

1. Approve enclosed:

1) Requirements to design of official websites (web portals) of executive bodies and official web resources which are connected with activities of executive bodies, and the Single web portal of the Cabinet of Ministers of Ukraine;

2) the Procedure for approval of projects of design of official websites (web portals) for executive bodies and official web resources which are connected with activities of executive bodies, and the Single web portal of the Cabinet of Ministers of Ukraine.

2. (Banik M. S.) in accordance with the established procedure to provide to management of development of electronic services:

1) submission of this order on state registration in the Ministry of Justice of Ukraine;

2) promulgation of this order.

3. This order becomes effective from the date of its official publication.

Requirements to design of official websites (web portals) of executive bodies and official web resources which are connected with activities of executive bodies, and the Single web portal of the Cabinet of Ministers of Ukraine

I. General provisions

1. These Requirements determine the main requirements to design of official websites (web portals) of executive bodies and official web resources which are connected with activities of executive bodies, and the Single web portal of the Cabinet of Ministers of Ukraine.

2. For the purposes of these Requirements terms are used in such values:

the design code is complex of rules on visual streamlining and forming of appearance of the official website (web page);

color in the HEX (hexadecimal) format - on HTML markup language hexadecimal designation of color;

radial gradient of color - transition from one color to another which leaves one point (the center of gradient) and is regularly distributed outside, forming circle form.

Other terms are used in the values given in the Law of Ukraine "About copyright and the related rights", the resolution of the Cabinet of Ministers of Ukraine of January 4, 2002 No. 3 "About the Procedure for promulgation on the Internet of information on activities of executive bodies" and GSTU ISO/IEC 40500:2015 "Information technologies. Management on availability of web content of W3C (WCAG) 2.0".

3. The official website (web portal) of executive bodies, official web resources connected with activities of executive bodies and the Single web portal of the Cabinet of Ministers of Ukraine (further - the official website), shall be placed in the GOV domain. UA and in case of need in the domain. UKE.

The domain on which the official website is placed shall be signed using technology of protection of the domain names DNSSEC.

Exchange of information with the official website and domain name on which the official website is placed shall be protected by means of the qualified certificate of check of authenticity of the website.

4. Contents of the official website shall be structured, logical, clear and easy for reading.

5. The official website shall be available to users with violations of sight, hearing, the musculoskeletal device, the speech and intellectual development, and also with different combinations of violations according to GSTU ISO/IEC 40500:2015 "Information technologies. The management on availability of web content of W3C (WCAG) 2.0" is not lower than the AA level.

II. Design code of the official website

1. The official website shall conform to such requirements:

1) upper part of the official website:

is located horizontally at the top of each page of the official website and shall contain:

graphical element of the interface with text "Action" which contains the reference to the Single state web portal of electronic services. It is possible to download logo at the link: https://thedigital.gov.ua/logo;

the small State Emblem of Ukraine on the left side of the upper part of the website;

the name of executive body or the name of the official website to the right of the small State Emblem of Ukraine on the center of the upper part of the website;

in case of horizontal arrangement shall contain horizontal contents of the official website (interface element) containing no more than eight Items (hyperlinks to Sections of the official website);

the upper part of the official web resources connected with activities of executive bodies can have structure, other than this, and procedure for placement of elements;

2) all pages of the official website shall contain component of navigation chain which horizontally is placed under the upper part of the website and specifies placement of the active web page in structure of the official website and contains hyperlinks to web pages from top levels of hierarchy of structure of the official website;

3) to use system of tags for distribution of materials on categories on the official website on subject taking into account the sphere of powers of relevant organs of the executive authority;

4) to use the e-Ukraine font for web pages of the official website. It is possible to download font and to look at examples according to the reference: https://thedigital.gov.ua/fonts;

5) to use color palette for interface elements according to provisions of the Section IV of these Requirements;

6) the text shall have coefficient of contrast of at least 4,5:1 concerning background.

2. Can be exceptions:

the big text, for example headings, can have coefficient of contrast 3:1;

the minor text, the text of inactive components of the user interface or the decorative text do not require observance of coefficient of contrast;

requirements to the minimum indicators of contrast are not applied to logo.

III. Elements of the interface of official websites

1. The typography of the official website shall conform to the following requirements:

1) to use headings of levels from h1 to h7 during forming of structure of web pages of the official website, at the same time each web page shall contain only one heading of the h1 level;

2) for headings to use the following values of the size of size and line spacing: 38/40, 28/32, 24/28, 20/24, 18/28, 16/24. Tracing - regular;

3) font of the main text - 16 pixels, line spacing - 24 pixels. Tracing - light;

4) font of the additional (explanatory) text - 13 pixels, line spacing - 18 pixels. Tracing - regular;

5) font of references - 12 pixels, line spacing - 16 pixels. Tracing - regular;

6) equalization of the main text - on the left edge;

7) simultaneous use in the text of underlining, italics and capital letters is not allowed;

8) the recommended maximum width of the web page constitutes 1680 pixels. If resolution of the device is more, then fields are added to the web page.

2. Text font size, except for credits, shall change in limits to 200% without use of auxiliary technologies and loss of information filling or functionality of the official website.

3. Elements of the interface are placed on the page of the official website through series of lines and columns with use of modular grid. It is recommended to use 12-kolonkovy adaptive grid.

4. The grid is constructed of basic 8-pixel modules. Thus, the sizes of elements and spaces need to be done multiple 8: 16, 24, 32, 40, 48.

IV. Colors

1. Colors of the official website shall be contrast and be used in combination with form and the text. Color shall not be the single visual transmission medium of information specifying action or distinguishing element among others.

Colors shall be primary colors:

color of the text: #000000, #808080, #808080 (transparency of 50%), #FFFFFF

primary colors of elements: #E7EEF3, #000000, # FFFFFF

auxiliary colors: #E6EBE6, # FFF7E3, #CCCCCC, #FFF4D7, F1F1F1

colors for system conditions: #FF3A44, #E6EBE6, FFD600.

Use of similar and bright colors is not allowed.

2. When using light shades of flowers opacity shall make 75 and/or 50 percent.

3. Web pages of the official website shall be adapted for viewing without binding to color.

Procedure for approval of projects of design of the official sites (web portals) for the executive bodies and official web resources connected with activities of executive bodies, and the Single web portal of the Cabinet of Ministers of Ukraine

1. This Procedure determines organizational bases of approval of projects of design of the official sites (web portals) of executive bodies, the official web resources connected with activities of executive bodies, and the Single web portal of the Cabinet of Ministers of Ukraine (further - the project of design).

2. In case of creation or upgrade of design of the official sites (web portals) of executive bodies, the official web resources connected with activities of executive bodies or the Single web portal of the Cabinet of Ministers of Ukraine, the ministry, other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations send to Mintsifry the letter together with prototypes of the project of design or with indication of the reference to the test version of the website, and also materials to it (in case of availability) behind the signature not below the deputy manager of body according to distribution of functional obligations.

3. The project of design prepares taking into account provisions of the resolution of the Cabinet of Ministers of Ukraine of January 04, 2002 No. 3 "About the Procedure for promulgation on the Internet of information on activities of executive bodies" (further - the Resolution) and Requirements to design of official websites (web portals) of the executive bodies and official web resources connected with activities of executive bodies, and the Single web portal of the Cabinet of Ministers of Ukraine approved by the order of the Ministry of digital transformation of Ukraine (further - Requirements).

4. The project of design and materials to it (in the presence) specified in Item 2 presents of the Procedure prepare electronically on which the digital signature which is based on the qualified digital signature certificate is imposed.

5. Mintsifra considers the project of design for the purpose of establishment of compliance of its provisions to requirements of the Resolution and to Requirements in a month.

6. By results of consideration of the project of design of Mintsifra:

1) will be approved by the project of design if the project of design conforms to the Resolution and Requirements;

2) is returned by the project of design in case of discrepancy to the Resolution and Requirements.

About results of consideration of the project of design of the ministry, other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations are notified by Mintsifra's letter.

7. In case of return of the project of design in the letter reasons for discrepancy of such project to the Resolution and Requirements are specified.

The ministries, other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations after elimination of discrepancies repeatedly submit the project of design on approval to Mintsifry.

The term of repeated approval of the project of the design directed after elimination of discrepancies shall not exceed ten working days.
