About approval of the Concept of development of customs administration
In determination of the main directions of development of customs administration and development of basis for development of programs and development plans for customs administration in the Republic of Kazakhstan, I ORDER:
1. Approve the enclosed Concept of development of customs administration (further - the Concept).
2. To structural and territorial subdivisions of the Customs Control Committee of the Ministry of Finance of the Republic of Kazakhstan (further - Committee) to be guided by provisions of the Concept and to take necessary measures for its realization.
3. To management of upgrade and information technologies of Committee (further - UMIT) to perform coordination of activities of structural divisions of Committee on implementation of the Concept.
4. To impose control of execution of this order on the Vice-chairman of Committee Teng I. V.
5. This order becomes effective from the date of signing.

This Concept of development of customs administration (further - the Concept) determines the main objectives and the directions of development of customs administration, including in the field of implementation of electronic customs, enhancement of risk management system and post-customs control, increase in efficiency of law-enforcement activities.

Are planned and accepted to realization of action of system and operational nature, directed to simplification and ensuring transparency of activities of customs authorities, among which transfer of emphasis from the main stage of declaring on stage after release of goods, the new concept of control of customs value, transfer of administration of indirect taxes to tax authorities, categorization of customs posts, development of "E-window" for export-import transactions, development of the integrated customs tariff. Since June 17, 2012 use mechanism when crossing limit of the preliminary information provided by the participant of foreign economic activity concerning the goods moved through border of the Customs union with road transport is enacted.
