of September 19, 2022 No. 334

About official heraldic symbols of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus

For the purpose of preserving and development of historical traditions of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus (further – the State inspection) I decide:

1. Found:

Banner of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus;

flag of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus;

breastplates of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For the ¸zayemadzeyaena", "For adznaka" and "For dobrasumlenny pratsa".

2. To perform financing of expenses on production and delivery of the established official heraldic symbols of the State inspection and the corresponding certificates within the means provided in the republican budget on content of the State inspection.

3. Make changes to presidential decrees of the Republic of Belarus (appendix).

4. Determine that the chief of the State inspection claims:

description and rules of wearing uniform of officials and drivers of the State inspection;

regulations of supply with uniform and signs of distinction of officials and drivers of the State inspection in coordination with the Ministry of Finance.

5. Hand to the State inspection the Banner of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus.

6. The state inspection in three-months time to take measures for implementation of this Decree.

7. This Decree becomes effective in the following procedure:

the paragraph the sixteenth Item 2, Item 3 appendices – since January 1, 2023;

other provisions of the Decree – in month after its official publication.

 

Appendix

to the Presidential decree of the Republic of Belarus of September 19, 2022 No. 334

The list of the changes made to presidential decrees of the Republic of Belarus

1. In the Presidential decree of the Republic of Belarus of August 30, 2002 No. 473 "About measures for enhancement of regulation of turnover of military, office, civil weapon and ammunition to it in the territory of the Republic of Belarus":

in Regulations on turnover of military, office, civil weapon and ammunition to it in the state military forming and paramilitary organizations, customs authorities, bodies of prosecutor's office and the State inspection of protection of animal and flora in case of the President of the Republic of Belarus approved by the Decree:

in Item 11 of the word "and bodies of prosecutor's office" shall be replaced with words ", bodies of prosecutor's office and the State inspection";

in Item 12:

in part one of the word "and bodies of prosecutor's office" shall be replaced with words ", bodies of prosecutor's office and the State inspectorate";

in part two of the word "and bodies of prosecutor's office" shall be replaced with words ", bodies of prosecutor's office and the State inspection";

in part two of subitem 30.2 of Item 30, 37, Item 39, parts one of Item 79 of the Regulations on turnover of the office and civil weapon and ammunition to it in the territory of the Republic of Belarus approved by the Decree the words "and bodies of prosecutor's office" shall be replaced with words Item parts one ", bodies of prosecutor's office and the State inspection".

2. In the Presidential decree of the Republic of Belarus of March 9, 2009 No. 124 "About some questions of activities of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus":

in Item 2:

after paragraph two to add Item with paragraphs of the following content:

"Banner of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus;

flag of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus;

breastplates of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For the ¸zayemadzeyaena", "For adznaka" and "For dobrasumlenny pratsa";";

in paragraphs four and the fifth to replace words of "officials" with the word of "workers";

add the Decree with Regulations on the Banner of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus, its description and the image, Regulations on flag of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus, its description and the image, Regulations on the breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For the ¸zayemadzeyaena", its description and the image, Regulations on the breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For adznaka", its description and the image, Regulations on the breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For dobrasumlenny pratsa", (are applied) by its description and the image;

to be reworded as follows the description of signs of distinction of officials of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus approved by the Decree it (is applied);

in the list of objects of uniform of officials of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus approved by the Decree:

in the name of the list and in the interlinear note "***" to Items 7, of the 13 and 14 list of the word of "officials" to replace with the word of "workers";

add the list with the note of the following content:

"Note. Drivers of the State inspection have the right of wearing uniform with cockarde, narukavny sign and breast stripe.".

3. In the Presidential decree of the Republic of Belarus of June 29, 2010 No. 341 "About compulsory national insurance of employees of the State inspectorate of protection of animal and flora in case of the President of the Republic of Belarus":

state Item 3 in the following edition:

"3. Approve Regulations on procedure and conditions of carrying out compulsory national insurance of employees of the State inspectorate of protection of animal and flora in case of the President of the Republic of Belarus it (is applied).";

part third of appendix to the Regulations on procedure and conditions of carrying out compulsory national insurance of employees of the State inspectorate of protection of animal and flora in case of the President of the Republic of Belarus approved by the Decree to state in the following edition:

"The chief state inspectors, the state inspectors, other employees of the State inspectorate who are the government civil servants".

4. In Regulations on the State inspection of protection of animal and flora in case of the President of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of July 15, 2019 No. 269:

in Item 11 of the word "government employees" shall be replaced with words "the government civil servants";

state Item 16 in the following edition:

"16. Payment terms of work of officials of the State inspection, including official pay rates and correlation of classes of the government civil servants and the state civil positions, are established by the legislation.";

in Item 17:

replace the words "Officials" with the word "Workers *";

add Item with the interlinear note of the following content:

"______________________________

* For the purposes of this Item workers are understood as officials and drivers of the State inspection.".

Regulations on the Banner of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus

1. Banner of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus (further – the Banner, the State inspection) – the honourable symbol of honor, valor and glory serving as reminder to each employee of the State inspectorate about fidelity to the Republic of Belarus and its people, need to sacredly observe the Constitution of the Republic of Belarus, to perfectly fulfill the duties.

2. The banner is handed to the State inspection on behalf of the President of the Republic of Belarus.

The banner remains behind the State inspection for all the time irrespective of change of its name. Change of the name is entered in the Letter of the President of the Republic of Belarus issued in case of delivery of the Banner.

3. In case of abolition of the State inspection the Banner and the Letter of the President of the Republic of Belarus issued in case of delivery of the Banner are transferred to storage to public institution "National museum of history and culture of Belarus".

4. The procedure for carrying out, storage and content of the Banner is determined by the chief of the State inspection.

The description of the Banner of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus

The banner of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus (further – the Banner, the State inspection) consists of double panel, staff, subcurrent, navershiya and cord with brushes.

Banner panel rectangular, 175 cm long and 150 cm wide. It is made of silk znamenny fabric of red color. At the edges of each party of panel there is border of green color 20 cm wide. In drevkovy part of panel the vertical strip of white color with the embroidered national ornament of red color is located. From three parties the Banner is sheathed by golden fringe.

On the Banner panel face in the center the State Emblem of the Republic of Belarus with a diameter of 60 cm is represented. On border of the upper edge the text "DZYARZHA÷NAYA _NSPEKTSYYA АХОВЫ ZHYVYOLNAGA І РАСЛІННАГА SVETA", on border of bottom edge – "PRY to PREZ_DENTSA RESPUBL_K_ BELARUS" is placed.

On the back Banner panels in the center the heraldic sign – emblem of the State inspection, entered in conditional circle with a diameter of 60 cm is represented. On border of the upper edge the text "AKHO÷VATS PRYRODA –", on border of bottom edge – "AKHO÷VATS RADZ_M is placed!".

All texts are carried out by golden band or embroidery in Belarusian.

The Banner staff wooden, round section, with a diameter of 4 cm and 250 cm long, is painted in dark brown color, varnished, on the lower end has subcurrent, on upper – golden navershy in the form of flat pro-carved spear in which the five-pointed star is placed.

The cord is twisted, trekhpryadny, it is made of yellow or golden silk. Cord length – 150 cm. The ends of cord come to the end with znamenny brushes of golden color. The cord with brushes fastens to the lower part staff navershiya.

Regulations on flag of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus

1. The flag of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus (further – flag, the State inspection) is its official heraldic symbol.

2. The flag can be set (to be hung out) on buildings of the State inspection, in office offices of the chief of the State inspection and his deputies, and also in other places determined by the chief of the State inspection.

In case of simultaneous placement of National flag of the Republic of Belarus, flag of the State inspection and other flags their arrangement is determined according to the Law of the Republic of Belarus of July 5, 2004 No. 301-Z "About the state symbols of the Republic of Belarus".

3. The image of flag can be placed on the printed, information, souvenir, film, video, photo and other materials made by orders and (or) for needs of the State inspection and also to be used in other cases which are not contradicting the legislation.

4. The flag can be used during public holidays and holidays, festive events held by state bodies and other organizations, the civil and patriotic and cultural and leisure actions dated for memorials and also when holding sporting events including outside office buildings of the State inspection.

The description of flag of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus

The flag of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus (further – flag, the State inspection) represents rectangular panel of green color 150 cm long and 75 cm wide with ratio of the parties 1:2. In the center of the face of flag the heraldic sign – emblem of the State inspection is placed (further – emblem). The emblem represents the oval extended down in which center the board of silvery color located over crossed anchor and the sword of the same color directed by edges down is placed. The board is triangular, extended from top to bottom, with the cut-out upper corners. In the center of board there is color image of the State Emblem of the Republic of Belarus. In the lower part the oval is framed with the oak wreath of golden color intertwined in the center with tape of red and green color. In the upper part the oval is bordered with tape of red and green color which central convex bend covers the upper corner of board, on concave bends of tape the upper part of anchor and handle of sword are placed. On perimeter of oval two texts of golden color in one line "DZYARZHA÷NAYA _NSPEKTSYYA AHOVY ZhYVYoLNAGA _ RASL_NNAGA SVETA", "RESPUBL_KA BELARUS" are executed.

On the back panels in the center the circle of blue color framed with oak wreath of golden color, in which center the image of eagle golden eagle of the same color over which the emblem of the State inspection of golden color is placed is located. Under the image parallel to bottom edge of flag the text "AKHO÷VATS PRYRODA – АХОЎВАЦЬ to RADZ_M is in the middle placed!".

The flag is bilateral, sshivny.

Production of flag of the bigger or smaller size with observance of ratio of its width is allowed to length of 1:2 and corresponding proportions.

Regulations on the breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For the ¸zayemadzeyaena"

1. The breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For the ¸zayemadzeyaena" (further – the breastplate, the State inspection) awards officials of state bodies and organizations of the Republic of Belarus, and also other persons (except for employees of the State inspectorate) for effective assistance of the State inspection in the solution of the tasks and functions assigned to it.

2. The procedure for representation to rewarding with the breastplate and certificate form to it are determined by the chief of the State inspection.

3. Rewarding with the breastplate is performed based on the order of the chief of the State inspection.

4. The breastplate and the certificate to it are handed in a festive atmosphere by the chief of the State inspectorate or for its order to one of his deputies to personally awarded.

5. The breastplate rushes on the right side of breast after awards and medals, and in case of their absence – on their place.

6. Repeated rewarding with the breastplate is not made. In case of loss of the breastplate and (or) certificate to it duplicates are not issued.

The description of the breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For the ¸zayemadzeyaena"

The breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For the ¸zayemadzeyaena" (further – the breastplate) represents the oval of white color in the lower part framed with wreath from oak branches of silvery color. On circle of oval the tape of green color covered with jewelry enamel with silvery fringing and text of silvery color "DZYARZHA÷NAYA _NSPEKTSYYA AHOVY ZhYVYoLNAGA _ RASL_NNAGA SVETA" is placed. In the center of oval the board of golden color located over crossed anchor and the sword of golden color directed by edges down is placed triangular, extended from top to bottom, with the cut-out upper corners. In the center of board there is image of the State Emblem of the Republic of Belarus of silvery color.

In the lower part of the breastplate the tape covered with jewelry enamel of blue color with golden text "FOR ÷ZAYEMADZEYANNE" is placed.

The back of the breastplate has smooth surface on which its sequence number is engraved.

The breastplate compound, is made of non-ferrous metal with covering jewelry enamels.

The breastplate fastens to clothes by means of pin with nut.

The breastplate size – 45 mm x 36 mm.

the special merits, courage and courage shown in case of accomplishment of the tasks and functions assigned to the State inspection;

high rates in office activities, model accomplishment of the assigned tasks and functions.

2. The procedure for representation to rewarding with the breastplate and certificate form to it are determined by the chief of the State inspection.

3. Rewarding with the breastplate is performed based on the order of the chief of the State inspection.

4. The breastplate and the certificate to it are handed in a festive atmosphere by the chief of the State inspectorate or for its order to one of his deputies to personally awarded.

5. Record about rewarding with the breastplate is entered in the service record of the employee of the State inspectorate.

6. The breastplate rushes on the right side of breast after awards and medals, and in case of their absence – on their place.

7. Repeated rewarding with the breastplate is not made. In case of loss of the breastplate and (or) certificate to it duplicates are not issued.

The breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For adznaka" (further – the breastplate) represents the oval of white color in the lower part framed with wreath from oak branches of silvery color. On circle of oval the tape of green color covered with jewelry enamel with silvery fringing and text of silvery color "DZYARZHA÷NAYA _NSPEKTSYYA AHOVY ZhYVYoLNAGA _ RASL_NNAGA SVETA" is placed. In the center of oval the board of golden color located over crossed anchor and the sword of golden color directed by edges down is placed triangular, extended from top to bottom, with the cut-out upper corners. In the center of board there is image of the State Emblem of the Republic of Belarus of silvery color.

In the lower part of the breastplate the tape covered with jewelry enamel of red-green color with golden text of "ZA ADZNAKU" is placed.

The back of the breastplate has smooth surface on which its sequence number is engraved.

The breastplate compound, is made of non-ferrous metal with covering jewelry enamels.

The breastplate fastens to clothes by means of pin with nut.

The breastplate size – 45 mm x 36 mm.

Regulations on the breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For dobrasumlenny pratsa"

1. The breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For dobrasumlenny pratsa" (further – the breastplate, the State inspection) awards employees of the State inspectorate for long-term honest work in the State inspection and the significant contribution to its development.

2. The breastplate has three degrees.

The highest degree is the I degree.

Breastplates of III, II, I degrees award the workers who perfectly worked in the State inspection 10, of 15, 20 years respectively.

3. The procedure for representation to rewarding with the breastplate and certificate form to it are determined by the chief of the State inspection.

4. Rewarding with the breastplate is performed based on the order of the chief of the State inspection.

5. The breastplate and the certificate to it are handed in a festive atmosphere by the chief of the State inspectorate or for its order to one of his deputies to personally awarded.

6. Record about rewarding with the breastplate is entered in the service record of the employee of the State inspectorate.

7. The breastplate rushes on the right side of breast after awards and medals, and in case of their absence – on their place.

The description of the breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For dobrasumlenny pratsa"

The breastplate of difference of the State inspection of protection of animal and flora in case of the President of the Republic of Belarus "For dobrasumlenny pratsa" (further – the breastplate, the State inspection) represents medallion in the form of circle with a diameter of 30 mm. Breastplates of I, II, III degrees are performed in three color options: golden, silvery and bronze color respectively.

On the breastplate face in the center on round oak wreath the eagle golden eagle over whom the heraldic sign – emblem of the State inspection is placed, from which beams disperse down is represented. In the lower part of wreath there is guard with designation of degree of the breastplate in the Roman figures: I, II, III. Under wreath the text of "PRATSU ZA DOBRASUMLENNUYu" is executed.

On the back the breastplate the text "DZYARZHA÷NAYA _NSPEKTSYYA АХОВЫ ZHYVYOLNAGA І РАСЛІННАГА SVETA PRY PREZ_DENTSE RESPUBL_K_ BELARUS" is placed.

The breastplate by means of ear fastens to rectangular block golden (silvery, bronze) colors. On block the tape divided into two equal wide strips of green and blue color with double border is placed: at the left – strips of yellow and blue color, on the right – strips of green and yellow color with strips of yellow color in the center. Width of narrow strips constitutes 1,5 of mm, wide – 12 mm. The breastplate of the I degree has in the center one yellow longitudinal strip, the II degrees – two, III degrees – three.

Block sizes: height – 50 mm, width – 30 mm.

On the back blocks there is pin for fixture of the breastplate to clothes.

The side surface of cockarde has 32 two-sided beams of golden (green) color. The central part flat also consists of concentric ellipse strip and ellipse.
