About measures for creation of additional conveniences to uninterrupted ensuring industrial production with raw materials

For the purpose of ensuring execution of the priority tasks determined within open dialogue of the President of the Republic of Uzbekistan with entrepreneurs who took place on August 22 the current year, and also further simplification of the "conversion on customs area" mode and improvement of raw providing industrial enterprises:

1. Apply till January 1, 2025 zero rate of import customs duty on raw materials and semifinished products according to appendix No. 1.

2. Determine that within customs regime "conversion on customs area" for all participants of foreign economic activity is cancelled the requirement of providing customs payment.

3. Include in the List of the processing equipment exempted when importing on the territory of the Republic of Uzbekistan from customs duty payment and the value added tax which analogs are not made in the republic, processing equipment according to appendix No. 2.

4. Approve offers of the Ministry of investments and foreign trade, the Ministry of Economic Development and reducing poverty and the Ministry of Finance according to which since January 1, 2023:

in cases when in the agreement (contract) for purchase (realization) of the equipment (devices, mechanisms, component parts and spare parts) the cost of services in their installation and (or) start and adjustment, personnel training and other similar services is not specified separately, the taxable income of the nonresident is calculated proceeding from market value of the specified services;

the operating procedure of payments of the taxable income of the nonresident from rendering services in installation and (or) start and adjustment, personnel training and other similar services in the specified agreement type (contract) in the amount of, to equal 20 percent of project cost of the agreement is cancelled.
