2. Recognize to invalid:

paragraphs thirty second and thirty third the subitem "l" of Item of 1 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of June 30, 2020 No. 953 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2020, No. 27, the Art. 4238);

paragraphs of the sixth and seventh of the subitem "t" of Item of 2 changes which are made to acts of the Government of the Russian Federation concerning marking of the goods which are subject to obligatory marking by means of identification, approved by the order of the Government of the Russian Federation of December 31, 2020 No. 2464 "About introduction of amendments to some acts of the Government of the Russian Federation concerning marking of the goods which are subject to obligatory marking by means of identification" (The Russian Federation Code, 2021, No. 3, the Art. 594).

3. This resolution becomes effective since March 1, 2023, except for the provisions specified in item 4 of this resolution.

Changes which are made to acts of the Government of the Russian Federation

1. In the Rules of marking of tobacco and nikotinsoderzhashchy products means of identification approved by the order of the Government of the Russian Federation of February 28, 2019 No. 224 "About approval of Rules of marking of tobacco and nikotinsoderzhashchy products means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning tobacco and nikotinsoderzhashchy products" (The Russian Federation Code, 2019, No. 11, Art. 1117; No. 39, Art. 5445; 2020, No. 27, Art. 4238; 2021, No. 6, Art. 976; 2022, No. 9, Art. 1344):

a) the paragraph one of Item 7 to state in the following edition:

"7. The participants of turnover of tobacco products performing trade in tobacco products shall have:";

b) in Item 8:

the paragraph one to state in the following edition:

"8. The participants of turnover of tobacco products performing trade in tobacco products using the control and cash equipment shall conform to requirements, stipulated in Item 7 these rules, and also have:";

declare the subitem "d" invalid;

c) state Item 36 in the following edition:

"36. Means of identification of tobacco products is applied in the form of two-dimensional bar code on consumer and group packagings of tobacco products or on the label according to requirements of the national standard of the Russian Federation to state standard specification P ISO/MEK 16022-2008 "Automatic identification. Bar coding. The specification of symbolics Data Matrix", the Federal Agency for Technical Regulation and Metrology approved by the order of December 18, 2008 No. 509 of St and enacted since January 1, 2010 (further - the national standard of the Russian Federation state standard specification P ISO/MEK 16022-2008).

Quality requirements of marking of tobacco products means of identification are:

transformation of code of marking to means of identification of tobacco products shall be performed with use of method of correction of errors of ECC 200 ASCII of the coding conforming to requirements of the national standard of the Russian Federation of state standard specification P ISO/MEK 16022-2008;

quality of seal of means of identification of tobacco products shall conform to requirements of the national standard of the Russian Federation of state standard specification P ISO/MEK 15415-2012 "Information technologies. Technologies of automatic identification and data collection.

The specification of testing of symbols of bar code for seal quality evaluation. Two-dimensional symbols", the Federal Agency for Technical Regulation and Metrology approved by the order of September 18, 2012 No. 357 of St and enacted since July 1, 2013";

d) to state the paragraph of the sixth of Item 37 in the following edition:

"Means of identification of consumer packaging is created by the participant of turnover of tobacco products in the form of two-dimensional bar code in the Data Matrix format according to requirements of the national standard of the Russian Federation state standard specification P ISO/MEK 16022-2008.";

e) the paragraph the fifth Item 37 (to state 1) in the following edition:

"Means of identification of consumer packaging is created by the participant of turnover of tobacco products in the form of two-dimensional bar code in the GSl-DataMatrix format according to requirements of the national standard of the Russian Federation state standard specification P ISO/MEK 16022-2008, when transforming code of marking to means of identification ECC 200 symbolics with use of the sign F№C1 as sign of compliance of the identifiers of application (AI) GS1 this to standard format according to Item 5.2.4.6 of the specified national standard of the Russian Federation shall be applied.";
