According to Item 5 of article 46.1 of the Federal law "About Communication" Government of the Russian Federation decides:

1. Approve enclosed:

requirements to system of ensuring compliance with requirements by telecom operators when rendering communication services and services in traffic transmission in communication network public;

Rules of functioning and interaction of system of ensuring compliance with requirements by telecom operators when rendering communication services and services in traffic transmission in communication network public with information systems and other systems, including with systems of telecom operators.

2. This resolution becomes effective since January 1, 2023 and is effective within 6 years from the date of its entry into force.
