About further strengthening of public health care in the Republic of Karakalpakstan in 2022 - 2024

For the purpose of ensuring execution of the tasks determined within the open dialogue of the President of the Republic of Uzbekistan with representatives of health sector which is carried out on March 18, 2022 on the subject "Reforms in Medicine — for Human Dignity" and also enhancement of the organization of delivery of health care, prevention and early detection of diseases among the population, approach to the population and improvement of quality of medical services, strengthenings of material and technical resources and further increase in personnel capacity of medical institutions in the Republic of Karakalpakstan:

1. Approve the offers of the Ministry of Health, the Ministry of Finance and Council of Ministers of the Republic of Karakalpakstan providing:

creation in the Republic of Karakalpakstan of the Children's center of medical rehabilitation on 120 places for children with chronic diseases and disability based on the Children's sanatorium of phthisiology located in the city of Nukus due to optimization of 250 beds of this sanatorium, and also Children's sanatorium of phthisiology on 80 places based on Republican multi-profile children's sanatorium in Hodzheyliysky district;

abolition of the Nukus branch of the Republican specialized scientific and practical medical center of surgery of name of the academician V. Vakhidov, creation based on the released territories, buildings and constructions, with preserving the operating bed fund and established posts of the abolished branch, surgical department on 20 places as a part of medical consolidation of the city of Nukus;

creation of the Nukus branch of the Republican specialized scientific and practical medical center of surgery of name of the academician V. Vakhidov based on surgical department of the Multi-profile medical center of the Republic of Karakalpakstan;

creation of department on rendering palliative care by the hopeless seriously ill patient (hospice) on 20 places as a part of medical consolidation of the city of Nukus within the available beds.

2. Approve:

The program of additional measures for improvement of quality and efficiency of the medical and sanitary help in the Republic of Karakalpakstan provided to the population in 2022 - 2024 according to appendix No. 1;

The program of additional equipment of the public medical institutions of the Republic of Karakalpakstan according to appendix No. 2.

3. To the Ministry of Health (B. Musayev) together with the Ministry of Finance (T. Ishmetov) and Council of Ministers of the Republic of Karakalpakstan (K. Sariyev):

a) till the end of 2022 to take measures on:

to creation in addition 34 makhallinsky medical aid stations in махаллях, remote from organizations of primary health care, and also to their equipment by the necessary equipment at the expense of means of the local budget;

to providing service of emergency medical service with 63 units of special vehicles of emergency medical service on the basis of the plan of step-by-step updating of the operating park of vehicles of system of emergency medical service;

take measures for creation based on branches of the central multi-profile polyclinics and family polyclinics and the organization of activities of 16 Items of the family doctor at the expense of means of the local budget;

implement programs of screening of helminthosis among children of 2 - 10 years and anemia among girls of 12 - 15 years for the purpose of early detection of the diseases which are often found at children.

4. Enter into organizational structure of central office of the Ministry of Health of the Republic of Uzbekistan within the total extreme number of workers and funds allocated from the Government budget the deputy minister's position on health service in the region Priaralya and assign to it the following tasks:

development of offers on recovery of the gene pool and public health care living in the region Priaralya, rendering assistance in forming of the measures, the international and national projects and programs necessary for their realization, and also ensuring timely and high-quality implementation of the specified offers;

taking measures to prevention and decrease in the diseases widespread in the region Priaralya, including cardiovascular, dental, sharp intestinal, pulmonary, hematologic and oncological diseases;

enhancement of regional health care system, increase in level of health of the population, especially children and women, improvement of sanitary and epidemiologic situation, forming of healthy lifestyle, rendering assistance in implementation of culture of family health in everyday life;

rendering assistance in the effective organization of work on providing with preventive special medicines children, women of fertile age, expectant mothers and nursing mothers on a grant basis;

ensuring rendering the qualified specialized medical care based on high technologies, to the region population, including children with inborn heart disease;

improvement of quality of medical care in the remote areas, taking measures to the solution of the available problems in the field of health care in махаллях with severe conditions.

At the same time to provide planning of the budgetary funds allocated for financing of healthcare institutions at the level of the republican budget of the Republic of Karakalpakstan.

7. Determine that the cost of the services of hemodialysis rendered to the population within the agreement on public-private partnership (further - PPP) signed between the Ministry of Health and the company "Nephrocare Health Services Pvt. Ltd - Nephroplus" (India) for the purpose of rendering services of hemodialysis in the Republic of Karakalpakstan, the Khorezm region and the city of Tashkent, is annually indexed according to the agreement on PPP on the mechanism based on exchange rate fluctuations of national currency to foreign currency.
