1. Set experimental legal regime in the field of digital and technological innovations on operation of the high-automated vehicles concerning realization of initiative "Pilotless logistic corridors".
2. Approve the enclosed Program of experimental legal regime in the field of digital and technological innovations on operation of the high-automated vehicles concerning realization of initiative "Pilotless logistic corridors".
3. Realization of the powers provided by this resolution is performed within the established number of staff of federal executive bodies, and also budgetary appropriations provided to federal executive bodies in the federal budget on management and management in the field of the established functions.

1. The direction of development, approbation and implementation of digital and technological innovations according to part 2 of article 1 of the Federal law "About Experimental Legal Regimes in the field of Digital and Technological Innovations in the Russian Federation" (further - the Federal Law) is designing, production and operation of vehicles, including the high-automated vehicles and pilotless aircrafts, certification of their operators, provision of transport and logistics services and the organization of transport servicing.
2. The concepts used in this Program mean the following:
"the automated system of driving" - the software and hardware exercising vehicle control without physical impact from the driver-tester;
"the automated control mode" - the mode in case of which vehicle control is exercised by means of the automated system of driving within the circle of regular operation;
"the highway M-11 "Neva" - the highway public of federal importance M-11 Neva Moscow - St. Petersburg;
"the highway M-12 "East" - the highway public of federal importance M-12 "East" - the high-speed highway Moscow under construction - Kazan - Yekaterinburg - Tyumen;
"pilotless freight transportation" - the transportation of goods by road transport for a fee (or without collection that) performed with use of the high-automated vehicle control of which is exercised in the automated control mode;
"pilotless logistic corridor" - the highway M-11 "Neva", the highway M-12 "East" and the Central Ring Road (further - highways of pilotless logistic corridor) on which movement of the high-automated vehicles for accomplishment of pilotless freight transportation, including with use of infrastructure is organized;
"the owner of the high-automated vehicle" - person which is the subject of experimental legal regime in the field of digital and technological innovations on operation of the high-automated vehicles concerning realization of initiative "Pilotless logistic corridors" (further - experimental legal regime) and owning the high-automated vehicle on the property right or other legal cause;
"driver-tester" - the physical person exercising control of the high-automated vehicle of 1 category in the automated control mode and also the exercising control of the high-automated vehicle of 1 category which is in the high-automated vehicle of 1 category on site of the driver or front passenger seat in manual control mode on site the driver in cases of deactivation of the automated system of driving. The driver-tester is recognized the driver according to provisions of the Traffic regulations of the Russian Federation approved by the resolution of Council of Ministers - the Governments of the Russian Federation of October 23, 1993 to No. 1090 "About traffic regulations" (further - Traffic regulations);
"the high-automated vehicle" - the wheel vehicle equipped with the automated system of driving in case of its production or by modification of its design, the performing movement in the automated control mode and intended including for transportation of goods;
"the high-automated vehicle of 1 category" - the high-automated vehicle performing movement with the driver-tester who is on site the driver or front passenger seat;
"the high-automated vehicle 2 categories" - the high-automated vehicle performing movement in the automated control mode without driver (including the driver-tester) in case of remote routing and scheduling from the dispatcher of the high-automated vehicle;
"the declaration on safety of the high-automated vehicle" - the statement of the producer of the high-automated vehicle constituted in form according to appendix No. 1, that the copy of the high-automated vehicle or batch of the high-automated vehicles conforms to the requirements established by this Program of the application for the carrying out testing submitted to test laboratory which is integral part;
"the dynamic digital card of traffic" - the part of intelligent transportation system based on geoinformation model of the road and traffic and providing increase in situational awareness of vehicles in the automatic mode;
"dynamic management" - accomplishment in real time all functions necessary for movement of the vehicle and providing control of traffic conditions, condition of onboard systems, technical condition of the vehicle, response to the phenomena occurring in road and transport situation and also planning and the alarm system of maneuvers;
"the dispatcher of the high-automated vehicle" - the physical person who is not the driver-tester being out of the high-automated vehicle 2 categories performing routing and scheduling of the high-automated vehicle 2 categories, and also control of its movement according to Item 18 of this Program not exercising control of the high-automated vehicle 2 categories;
"dispatching control" - activities for routing and scheduling of the high-automated vehicles 2 categories, including activities for remote control and (or) monitoring of condition of the high-automated vehicles, activation and deactivation of the automated system of driving;
"the conclusion about compliance" - the conclusion about compliance of copy of the high-automated vehicle or batch of the high-automated vehicles to requirements, stipulated in Item the 12th this Program, issued to the subject of experimental legal regime by test laboratory according to the paragraph the fourth Item 14 or Item 14 (1) this Program;

"intelligent transportation system" - the management system integrating modern information and telematic technologies, including the digital double, and intended for computer-assisted retrieval and acceptance to implementation of the most effective scenarios of management of transport system of the region (the subject of the Russian Federation), the vehicle or group of vehicles for the purpose of ensuring maximization of indicators of use of road net, increase in safety and efficiency of transport process, comfort for drivers;
"infrastructure" - the set of the objects intended for ensuring movement of the high-automated vehicle and accomplishment of pilotless freight transportation on highways of pilotless logistic corridor, including including:
the objects of road and transport infrastructure on highways of pilotless logistic corridor supporting safe movement of the high-automated vehicle, including parkings and multipurpose zones, and also providing information maintenance of movement of the high-automated vehicle on highways of pilotless logistic corridor;
communication system objects;

the software and information systems providing functioning of infrastructure facilities;

"test laboratory" - the laboratory having accreditation in the field of evaluating compliance of complete vehicles to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (the TR CU 018/2011) (further - the technical regulation) included in the Unified register of conformity assessment bodies of the Eurasian Economic Union and which signed with the producer of the high-automated vehicle the contract for carrying out complex of works with the purpose of issue of the conclusion about compliance on paid basis;
"emergency situation" - set of the circumstances making impossible or unsafe movement of the high-automated vehicle on the planned traffic route on highways of pilotless logistic corridor;
"maneuver of minimum risk" - the carried-out sequence of actions directed to risk minimization of the road accidents and safety of traffic in case of critical failure in the work of the automated system of driving or other system of the high-automated vehicle or rejection by the driver-tester automated by system of driving (in case of its availability) managements after giving of the automated system of driving of the adequate notice and leading to safe stop of the high-automated vehicle according to Traffic regulations. The maneuver of minimum risk is performed according to requirements according to appendix No. 1(1);
"the operator of pilotless freight transportation" - the legal entity who is the subject of experimental legal regime and providing interaction of owners of the high-automated vehicles and the operator of infrastructure within providing the admission of the high-automated vehicles to operation and movements of the high-automated vehicles on highways of pilotless logistic corridor, including registration of the high-automated vehicles in the register of the operator of infrastructure and forming of traffic routes of the high-automated vehicles;
"the operator of infrastructure" - the legal entity who is the subject of experimental legal regime and performing activities for creation and operation of infrastructure, and also providing information maintenance of movement of the high-automated vehicle on highways of pilotless logistic corridor with use of infrastructure;
"the producer of the high-automated vehicle" - the legal entity who made the vehicle equipped with the automated system of driving and intended for transportation across highways of pilotless logistic corridor of loads and (or) the equipment with intention of its release in the address for realization or for own use and also the legal entity who performed installation of the automated system of driving on the vehicles which are in operation;
"the register of test laboratory" - the information register containing data on the high-automated vehicles concerning which the test laboratory issues the conclusion about compliance;
"the register of the operator of infrastructure" - the information register which maintaining is performed by the operator of infrastructure in electronic form, containing data on the high-automated vehicles allowed to movement on highways of pilotless logistic corridor on their owners and the operator of pilotless freight transportation exercising dispatching control of the appropriate high-automated vehicles;
"manual control mode" - the mode in case of which dynamic control of the high-automated vehicle is exercised by the driver-tester;
"situational awareness of the high-automated vehicle" - set of information obtained in the course of perception by the high-automated vehicle of elements of the environment in time and space and also forecasting of change of state of environment in the near future on the basis of the analysis of the obtained information;
"the circle of regular operation" - surrounding and geographical conditions, time of day, and also road and transport, infrastructure, weather and other conditions in which for work the automated system of driving determined by the producer of the high-automated vehicle and specified in the declaration on safety of the high-automated vehicle is intended;
"maintenance of the high-automated vehicle" - set of the high-automated vehicle of the works which are carried out in the procedure established by the producer for maintenance of operability of the high-automated vehicle in case of its operation for the purpose of decrease in risk of emergence of refusals and defects regulated by the producer;
"requirements to infrastructure" - technical and operational requirements according to Item 21 of this Program;
"Central Ring Road" - the highway public of federal importance A-113 the Central Ring Road;
