About implementation of qualitatively new system of training of qualified personnel in the field of investigation of crimes

Complete realization in investigative activities of the noble idea "For honor and advantage of the person", the organization of timely disclosure of crimes in our country are one of important tasks of enhancement of activities of investigating bodies on the basis of the principle of ensuring rule of law and inevitability of punishment for deeds.

With respect thereto, cardinal increase in system effectiveness of the preparation and retraining of highly qualified specialists in the field of the investigation meeting the requirements of time and performed in the field of reforms is required.

For the purpose of raising on qualitatively new level of practice of preparation and retraining of qualified personnel in the field of investigation of crimes in the conditions of New Uzbekistan, widespread introduction in this sphere of the advanced international standards and modern information technologies, and also requirements satisfaction of law enforcement agencies in highly qualified personnel:

1. Approve the following offers of the Prosecutor General's Office, Ministry of Internal Affairs, Service of state security, National guard, the State Customs Committee and Ministry of Justice:

about formation of Law-enforcement academy of the Republic of Uzbekistan (further - Academy) based on Academy of the Prosecutor General's Office and the organization of system of continuous training in it directed to training in the field of investigation of crimes with providing close connection with practice based on single approach;

about liquidation of Specialized branch of the Tashkent state legal university (further - Specialized branch) and transfer of its established posts to Academy, educational and material and technical resources.

2. Determine the main activities of Academy:

profound target basic training of specialists in the field of investigation of crimes with implementation of effective system of development in the studying high moral, psychological, analytical and professional qualities which are combined with culture of implicit observance of human rights and freedoms;

preparation, retraining and advanced training of personnel in the field of the investigation and other spheres of law-enforcement activities on the basis of the programs directed to forming and development in them of special professional competences, finishing essence and content of reforms in the judicial and legal sphere;

adjustment of system of advanced training and retraining of employees of state bodies and other organizations on the basis of special training programs in the field of anti-corruption and legalization of the criminal income;

implementation in educational process of the interactive training methods aimed at the development of skills of independent conducting production in criminal cases on the basis of effective determination of technique and tactics of investigation of crimes;

the organization of educational process on the basis of modern forms of the teaching, pedagogical and information technologies aimed at providing close connection of theoretical preparation with law-enforcement practice including by means of distance training;

the organization of single system of the preparation, retraining and advanced training of prosecution agencies workers directed to forming and strengthening of their knowledge and skills including for systems analysis and critical thinking, high sense of justice and responsibility for law enforcement;

training of highly skilled research and educational personnel, carrying out on system basis of complex scientific research on the most topical issues of law-enforcement activities, including with attraction of national and international grants;
