I ORDER:
1. Bring in the order of the Minister of investments and development of the Republic of Kazakhstan of June 29, 2017 No. 402 "About approval of Rules of radio engineering ensuring flights and aviation telecommunication in civil aviation" (it is registered in the Register of state registration of regulatory legal acts at No. 15554) the following changes and amendments:
in Rules of radio engineering ensuring the flights and aviation telecommunication in civil aviation approved by the specified order:
be reworded as follows Item 6:
"6. In these rules the following terms and determinations are used:
1) the subscriber (the user of network) of operation of radio engineering ensuring flights and bonds – the organization, service or the official having the appropriated index and networks of telecommunication using in the activities;
2) absolute height – distance down from the average level of the sea (MSL) to the level, point or the object accepted for point;
3) emergency stage – the general term meaning uncertainty stage, stage of alarm or stage of disaster under different circumstances;
4) the emergency notification – the services provided for the notification of the relevant organizations on the aircrafts needing the help of search and rescue services, and rendering necessary assistance by such organizations;
5) aviation air telecommunication – telecommunication between the onboard and aviation fixed stations or between onboard stations;
6) aviation radio communication – the aviation air telecommunication and radio communication between the certain fixed Items intended mainly for safety of air navigation, and also regularity and efficiency of air traffics;
7) the aviation station (RR S1.81) – land station of air mobile service;
8) the aviation fixed station – the station of the air fixed service;
9) the aviation fixed telecommunication – telecommunication between the certain fixed Items intended mainly for safety of air navigation, and also regularity, efficiency and profitability of air traffics;
10) network of the aviation fixed telecommunication (further – AFTN) – the World system of the aviation fixed chains which is part of the air fixed service and providing exchange of messages and/or digital data between the aviation fixed stations with similar or compatible coherent characteristics;
11) aviation telecommunication – telecommunication intended for the aviation purposes;
12) the channel of aviation telecommunication – the set of technical devices and the circle of distribution of electric signals and radio signals providing information transfer from the sender to the receiver;
13) network of aviation telecommunication – global internetwork structure which allows land subnet of data transmission, data transmission subnet "air – the earth" and subnets of data transmission of the onboard equipment to exchange digital data for the benefit of safety of air navigation and regular, effective and economic functioning of air traffic services;
14) network of aviation telecommunication (ATN) - global internetwork structure which allows land subnet of data transmission, data transmission subnet "air – the earth" and subnets of data transmission of the onboard equipment to exchange digital data for the benefit of safety of air navigation and regular, effective and economic functioning of air traffic services;
15) one-negative system of automatic landing – the system of automatic landing is one negative if, in case of refusal there is no essential change of balancing of the airplane, trajectory of flight or angular provision, but landing will not be carried out by automatic;
16) two-negative system of automatic landing – the system of automatic landing is two-negative, in case of landing approach, equalization and landing can be executed by means of the remaining part of automatic system;
17) automatic radio direction finder (further – ARP) – the equipment which provides automatic measurement and display on indicators of control offices of Department of Internal Affairs of bearing (azimuth) of the aircrafts radiating radio signals on channels of air telecommunication of OVCh of the range for ensuring flights of aircrafts around airfield (helidrome);
18) running repair – the repair which is carried out for providing or maintenance of product and consisting in replacement and (or) recovery of separate parts;
19) aspects of human factor – the principles applicable to design processes, certification, trainings, maintenance and operational activities in aircraft and aimed at ensuring safe interaction between the person and other components of system by means of proper accounting of opportunities of the person;
20) authorized body in the field of civil aviation - the central executive body performing management in the field of use of airspace of the Republic of Kazakhstan and activities of civil and experimental aviation;
21) standard element of replacement – the replacement element consisting of set of the standard elements and details necessary for accomplishment determined functions and intended for operational replacement;
22) the determining parameter – the parameter (sign) of object (product, the channel of telecommunication) used in case of control for determination of degree of product availability of object;
23) transfer speed on the channel – the speed with which information are transferred on the channel of telecommunication;
24) operating time – duration or amount of work of product measured in hours of raid, number of landings, number of cycles, operations, that is resource expense;
25) two-way communication "air – the earth" – two-way communication between aircrafts and stations or Items on the Earth's surface;
26) reservation by substitution – dynamic reservation in case of which functions of basic element are transferred reserve only after refusal of basic element;
27) aeronautical information – information obtained as a result of collection, the analysis and data processing for the purposes of ensuring flights of aircrafts, servicing of air traffic and air traffic control;
28) the collection of aeronautical information (AIP) – the publication issued or authorized by the state which contains the long-term aeronautical information which is important for air navigation;
29) service of aeronautical information – the service created in specifically established action area which bears responsibility for provision of the aeronautical data and aeronautical information necessary for safety, regularity and efficiency of air navigation;
30) watch system of Department of Internal Affairs – the general term which separately is understood as the ADS-B systems, the radar or other comparable land system allowing to identify the aircraft;
31) chain of direct speech link of Department of Internal Affairs – chain of the air fixed service (AFS) which is intended for direct exchange of information between bodies of servicing air movements;
32) airfield – certain site terrestrial or surface of the water (including buildings, constructions and the equipment), intended fully or partially for arrival, departure and movement on this surface of aircrafts;
33) service of automatic information transfer around airfield (further - ATIS) – automatic provision round the clock or in certain time of day of the current established information for the arriving and taking off aircrafts;
34) the area of airfield (helidrome) – airspace over airfield (helidrome) and the area adjoining to it in the established borders the horizontal and vertical planes;
35) traffic density in airfield - the number of transactions in airfield during hourly average greatest loading, arithmetic-mean value of daily number of transactions during the greatest loading within year, can be subdivided on:
insignificant when the number of transactions during hourly average greatest loading makes no more than 15 on the runway or, as a rule, in general less than 20 transactions on airfield;
average when the number of transactions during hourly average greatest loading makes about 16-25 on the runway or, as a rule, in general from 20 to 35 transactions on airfield;
considerable when the number of transactions during hourly average greatest loading makes about 26 on the runway either more or, as a rule, in general more than 35 transactions on airfield.;
36) the working area of airfield – the part of airfield intended for take-off, landing and taxing of aircrafts, consisting of the maneuvering area and the platform (platforms);
37) the aircraft (further – AF) – the device supported in the atmosphere due to its interaction with air excepting interaction with the air reflected from land (water) surface;
38) servicing of air traffic – the general term meaning in appropriate cases flight and information servicing, the emergency notification, advisory servicing of air traffic, dispatching servicing of air traffic (district dispatching servicing, dispatching servicing of approach or airfield dispatching servicing);
39) the indicator of air situation – the electronic indicator on which location and movement of aircrafts, and also other necessary information are displayed;
40) rate – the direction in which there is longitudinal axis of the aircraft, expressed usually in degrees of the corner counted from the northern direction (true, magnetic, compass or conditional meridians);
41) disruption of communication – lack of communication during period of time, important for operation;
42) the level of integrity of observation (SIL) - determines probability that exceeding of radius of the deduction of integrity used in the NIC parameter will not be revealed. SIL represents probability that the error of measurement of location is more, than NIC, and this exceeding is not revealed. NIC and SIL are transferred from board of aircrafts;
43) other departments – the organizations which are not performing within the competence air traffic management and radio engineering ensuring flights and telecommunication in civil aviation;
44) transfer by "blind" – transfer from one station to another in conditions under which the two-way communication is not established for any reason, but at the same time it is supposed that the caused station is able to accept transfer;
45) product (means) – the unit of production intended for accomplishment of the RTOP certain function and communication;
46) operating control of operability of product, the channel of aviation telecommunication – the control providing accomplishment of technologically simple checks of operability of product, the channel of telecommunication in the course of its functioning;
47) the form of product – the document certifying the key parameters and technical characteristics of product RTOP and communication guaranteed by the manufacturer, reflecting technical condition of product and containing data on its operation (duration and working conditions, types of repairs, replacement of components and details and other data for the entire period of operation);
48) product degree of product availability – the technical condition characterized by compliance or discrepancy of product quality to the technical requirements established by technical documentation on this product. Differentiate degrees of product availability: operability and defect, working capacity and not working capacity;
49) refusal of product – the event consisting in violation of operability of product;
50) damage – the event consisting in violation of serviceable condition of product when preserving operating state;
