About additional measures for protection and streamlining of rational use of underground water resources

For the purpose of further enhancement of system of use and well-drilling of underground waters in the republic, strengthenings of the state and public control on protection of underground water resources, broad promotion of culture of rational water use among the population, prevention of their quantitative decrease and pollution, and also providing finally the populations high-quality drinking water in the long term:

1. Approve the List of the territories with the decreasing level of underground waters on which the moratorium on well-drilling and use of underground waters, according to appendix No. 1 is imposed.

Determine that since January 1, 2023:

a) in the territories in which water level of rather long-term average level of underground waters decreased more than by 5 meters issue of the hydrogeological conclusion for the purpose of irrigation of lands and production, well-drilling of underground waters and use of the available wells for irrigation of lands without water saving technologies, except for well-drillings up to 25 meters in depth within the approved state programs is forbidden and from physical persons, and also individual intake of underground waters in amount to 5 cubic meters per day for personal needs;

b) the hydrogeological conclusion on drilling of underground wells of underground waters and special permission to water use in the territories in which water level of rather long-term average level of underground waters decreased to 5 meters are issued by the State committee on geology and mineral resources (further - Goskomgeologiya):

for the purpose of irrigation of agricultural holdings - in case of approval of the Ministry of water economy on the terms of implementation of water saving technologies;

for production needs - in case of approval of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent on the terms of regional development programs and economical use of water;
