About modification and amendments in some orders of the Minister of investments and development of the Republic of Kazakhstan

I ORDER:

1. Approve the enclosed list of some orders of the Minister of investments and development of the Republic of Kazakhstan to which changes and amendment are made (further – the List).

2. To provide to committee of industrial development of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the established legislative procedure:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication, except for the paragraph of the eighth Item 11 of the List which becomes effective after sixty calendar days after day of its first official publication.

The list of some orders of the Minister of investments and development of the Republic of Kazakhstan to which changes and amendment are made

1. In the order of the Minister of investments and development of the Republic of Kazakhstan of December 12, 2014 No. 264 "About approval of the mechanism of assessment of activities of local executive bodies concerning energy saving and increase in energy efficiency" (it is registered in the Register of state registration of regulatory legal acts for No. 10160):

in the mechanism of assessment of activities of local executive bodies concerning energy saving and increase in energy efficiency, the approved specified order:

state Item 2 in the following edition:

"2. In this mechanism the following basic concepts are used:

1) energy audit (further – energy audit) – collection, processing and data analysis about use of energy resources for the purpose of assessment of opportunity and energy saving potential and preparation of the conclusion on energy saving and increase in energy efficiency;

2) energy efficiency (further – energy efficiency) – the quantitative relation of amount of the provided services, works, the turned-out products (goods) or the made energy resources to the initial energy resources spent for it;

3) energy saving – realization of the organizational, technical, technological, economic and other measures directed to reduction of amount of the used energy resources;

4) authorized body in the field of energy saving and increase in energy efficiency (further – authorized body) – the central executive body performing management in the field of energy saving and increase in energy efficiency.";

and 5 to state items 4 in the following edition:

"4. Local executive bodies of areas, cities of republican value and the capital (further - MIO) represent annually no later than January 30 of the year following for reporting, to authorized body on electronic media the activities report concerning energy saving and increase in energy efficiency in form according to appendix 1 to this mechanism.

5. The authorized body for assessment of activities of MIO carries out the analysis of the submitted reports on the following criteria:

1) realization within the competence of state policy in energy saving and increase in energy efficiency and actions of the road map for energy saving and increase in energy efficiency;

2) implementation within the competence of monitoring of observance of standard rates of energy consumption by public institutions;

3) organization of carrying out energy audit of public institutions;

4) organization of carrying out thermoupgrade of public institutions;

5) purchase and installation of metering devices of energy resources for public institutions;

6) purchase and installation of automatic systems of regulation of heatconsumption for public institutions;

7) ensuring upgrade of park and street lighting taking into account use of energy saving lamps;

8) the organization of utilization of the mercury-containing energy saving lamps which were in the use at the population.";

state Item 7 in the following edition:

"7. Indicators of criteria for evaluation of activities of MIO are:

1) percentage accomplishment of actions of the road map for energy saving and increase in energy efficiency (0-20% - 1 point, 21-40% - 2 points, 41-60% - 3 points, 61-80% - 4 points, 81-100% - 5 points);

2) percentage scope of monitoring of observance of standard rates of energy consumption by public institutions from total quantity of public institutions (0-20% - 1 point, 21-40% - 2 points, 41-60% - 3 points, 61-80% - 4 points, 81-100% - 5 points);

3) annual quantity of the carried-out energy audits of public institutions in percentage expression from total quantity of public institutions (0-10% - 1 point, 11-20% - 2 points, 21-35% - 3 points, 36-50% - 4 points, 51-100% - 5 points);

4) the annual number of thermoupgrade of public institutions in percentage expression from total quantity of public institutions (0-10% - 1 point, 11-20% - 2 points, 21-35% - 3 points, 36-50% - 4 points, 51-100% - 5 points);

5) the number of the established metering devices of energy resources for public institutions in percentage expression from total quantity of public institutions (0-20% - 1 point, 21-40% - 2 points, 41-60% - 3 points, 61-80% - 4 points, 81-100% - 5 points);

6) quantity of the installed automatic systems of regulation of heatconsumption for public institutions in percentage expression from total quantity of public institutions (0-20% - 1 point, 21-40% - 2 points, 41-60% - 3 points, 61-80% - 4 points, 81-100% - 5 points);

7) share of the modernized park and street lighting taking into account use of energy saving lamps from total quantity of park and street lighting (0-20% - 1 point, 21-40% - 2 points, 41-60% - 3 points, 61-80% - 4 points, 81-100% - 5 points);

8) share of the utilized mercury-containing energy saving lamps which were in the use at the population from the planned amount for the accounting period (0-50% - 1 point, 51-65% - 2 points, 66-85% - 3 points, 86-95% - 4 points, 96-100% - 5 points).";

2. In the order of the Minister of investments and development of the Republic of Kazakhstan of March 31, 2015 No. 388 "About approval of Rules of activities of training centers" (it is registered in the Register of state registration of regulatory legal acts for No. 11365):

in Rules of activities of the training centers approved by the specified order:

state Items 2 and 3 in the following edition:

"2 Retraining and (or) advanced training of personnel in the directions energy audit, examination of energy saving and increase in energy efficiency and management in the field of energy saving and increase in energy efficiency are performed by training centers.

3. In these rules the following concepts are used:

1) advanced training – the form of professional training allowing to support, expand, deepen and enhance earlier acquired professional knowledge, skills;

2) the certificate on passing of rates of retraining and (or) advanced training of personnel - the official document issued by training center, certifying passing of rates of retraining and (or) advanced training of the personnel performing activities in the field of energy saving and increase in energy efficiency;

3) retraining – the form of professional training allowing to master other profession or specialty;

4) training center – the subject of entrepreneurship performing activities in the field of retraining and (or) advanced trainings of personnel in the field of energy saving and increase in energy efficiency;

5) energy audit (further – energy audit) – collection, processing and data analysis about use of energy resources for the purpose of assessment of opportunity and energy saving potential and preparation of the conclusion;";

6) energy efficiency (further – energy efficiency) - complex of the administrative actions aimed at providing rational consumption of energy resources and increase in energy efficiency of object;

7) management in the field of energy saving and increase in energy efficiency (further – power management) - complex of the administrative actions aimed at providing rational consumption of energy resources and increase in energy efficiency of object.";

3. In the order of the Minister of investments and development of the Republic of Kazakhstan of March 31, 2015 No. 389 "About establishment of requirements for transport energy efficiency" (it is registered in the Register of state registration of regulatory legal acts for No. 10962):

in the requirements for energy efficiency of transport approved by the specified order:

state Item 2 in the following edition:

"2. In these requirements the following basic concepts are used:

1) transport energy efficiency indicator – the characteristic of efficiency concerning energy transformation determined by the attitude of the useful used energy towards the consumed total amount of energy the engine;

2) calorific capability of fuel (specific heat of combustion) – the size showing amount of the marked-out warmth in case of complete combustion of fuel weighing 1 kilogram;

3) specific fuel consumption – transport fuel unit expense per unit of capacity in hour;

4) energy efficiency (further – energy efficiency) – the quantitative relation of amount of the provided services, works, the turned-out products (goods) or the made energy resources to the initial energy resources spent for it.".
