About activities of special funds of the President of the Republic of Belarus

For the purpose of enhancement of activities of special funds of the President of the Republic of Belarus for social support of gifted pupils and students, on support of talented youth I decide:

1. Approve:

The regulations on special funds of the President of the Republic of Belarus for social support of gifted pupils and students, on support of talented youth (are applied);

The regulations on encouragement and rendering material support of special funds of the President of the Republic of Belarus for social support of gifted pupils and students, on support of talented youth (are applied);

The regulations on procedure for forming, maintaining and use of databanks of gifted and talented youth (are applied).

2. Determine that encouragement of special funds of the President of the Republic of Belarus for social support of gifted pupils and students, on support of talented youth, appointed before entry into force of this Decree, is paid according to the procedure and the sizes determined by the legislation existing at the time of purpose of this encouragement.

3. For the purposes of this Decree terms are used in the values determined in appendix 1.

4. Make changes to presidential decrees of the Republic of Belarus (appendix 2).

5. Recognize invalid presidential decrees of the Republic of Belarus (appendix 3).

6. This Decree becomes effective after its official publication.

Appendix 1

List of terms and their determinations

1. The famous creative specialists are creative specialists from among the persons having honorary titles, the state awards, being winners of the international and (or) other awards, festivals, tenders in that art form in which the art and creative competition is held.

2. Intellectual and (or) creative associations of pupils and students – the associations from among pupils and students created on the basis of general interest in research, inventive activities, technical creativity (circle, club, laboratory, scientific organization of pupils and other associations) which won public recognition by perspective developments and achievements.

3. Persons which prepared gifted pupils and students – pedagogical, the scientists and other persons who made special contribution to development of capabilities of gifted pupils and students to the fields of education, sciences, the equipment and advanced technologies, mastering separate professional competences, development of modern techniques of education and training of such pupils and students.

4. Persons which prepared talented youth – pedagogical workers, cultural workers, television and the broadcastings which made special contribution to development of capabilities of pupils and students from among talented youth.

5. The international actions – the international Olympic Games (tenders, tournaments, other competitions) in subjects (subject matters), the international contests of professional skill and other educational actions directed to the identification and development in the studying mental and creative abilities which are carried out for the purpose of identification of gifted pupils and students.

6. Gifted students – the persons mastering contents of educational programs of the higher education, participating in the international and republican actions including graduates of the organizations of education realizing the educational programs of the higher education participating in republican tender of scientific works of students in year of the end of training.

7. Gifted pupils – the persons mastering contents of educational programs of general secondary, professional, secondary vocational education, participating in the international and republican actions, including graduates of the organizations of education realizing the educational programs of general secondary, professional, secondary vocational education participating in these actions in year of the end of training.

8. The encouraged persons – the gifted pupils or students, representatives of talented youth, persons who prepared gifted pupils and students or talented youth who were promoted special fund of the President of the Republic of Belarus for social support of gifted pupils and students and (or) special fund of the President of the Republic of Belarus for support of talented youth.

9. Republican actions – the republican Olympic Games (tenders, tournaments, other competitions) in subjects (subject matters), the republican tenders of professional skill, republican tenders of scientific works of students and other educational actions directed to the identification and development in the studying mental and creative abilities which are carried out for the purpose of identification of gifted pupils and students.

10. Job seekers are the gifted pupils or students, representatives of talented youth, on-stage performance groups, persons who prepared gifted pupils and students or talented youth who apply for encouragement of special fund of the President of the Republic of Belarus for social support of gifted pupils and students and (or) special fund of the President of the Republic of Belarus for support of talented youth.

11. Talented youth – persons aged till 31 year inclusive the last day the holding art and creative competition which achieved good results in creative, cultural and educational activities, made the significant contribution to preserving traditions and development of the Belarusian culture and (or) increase in prestige of the country at the international level and belonging to the following categories:

the mastering educational programs of additional education of children and youth, general secondary, professional, secondary vocational, higher education, postgraduate study (graduate military course), doctoral studies;

young cultural workers, young creative and pedagogical specialists.

12. On-stage performance groups – the collectives of art creativity combining persons aged till 31 year inclusive the last day the holding art and creative competition (without age of the head of this collective) which achieved good results in creative, cultural and educational activities, made the significant contribution to preserving traditions and development of the Belarusian culture and (or) increase in prestige of the country at the international level.

13. Art and creative competition – the international or republican cultural action (tender, festival and other) held for the purpose of identification of talented youth.

14. Digital art – the creative activities based on use of digital (computer) technologies of which creation of new works of art in digital form is result (digital painting, the photo, music, interactive installations and another).

15. Screen art forms – types of modern audiovisual art which performing is created by means of the moving images based on set of digital (computer) technologies and artistic touches (film and teleart, including stage, performing and operator direction, scenario skill, multimedia, computer animation and another).
