Note 1.

According to ML6.a line item are also subject to control:
a) tanks and other armed fighting and military vehicles equipped with devices for installation of weapon or the equipment for mining or start-up of the weapons of destruction which are subject to control according to ML4 line item;
b) armored vehicles;
c) amphibious vehicles and the machines capable to overcome deep fords;
d) the rescue machines and machines for towage or transportation of ammunition or complexes of means of war completed with the equipment for materials handling operations.

Note 2.

Modification of the land vehicle for the military "use" which is subject to control according to ML6.a line item, - the structural, electric and mechanical changes concerning one or more "components" "specially intended for military use". Treat such "components":
a) "specially intended" covers of pneumatic tires of type bulletproof or capable to provide movement in the lowered condition;
b) armored protection of the vital parts (for example, fuel tanks or cabins of the machine);
c) specially strengthened elements of design or mounting fix for installation of weapon;
d) camouflage lighting;
e) management systems pressure in the tires managed from within the moving machine.

ML7.f

The equipment for protection or disinfecting which is specially intended or modified for military use, components, and also chemical mixes as it is stated below: 1) the equipment intended or modified
for protection against the materials controlled according to ML7 line items. a, ML7.b or ML7.d and "components" which are "specially intended" for it;
2) the equipment intended or modified for disinfecting of the objects contaminated by the materials which are subject to control according to line item of ML7.a or ML7.b and the "components" which are specially intended for it;
3) the chemical mixes which are specially developed/constituted for disinfecting of the objects contaminated by the materials which are subject to control according to line item of ML7.a or ML7.b;

According to ML7.f line item. 1, control are also subject:

1) the parachutes which are not specified somewhere in the list of military goods the international transfers of which are subject to the state control, according to appendix in the Procedure of the state control of the international transfers of military goods approved by the resolution of the Cabinet of Ministers of Ukraine of November 20, 2003 No. 1807 (further – the list of military goods);
2) paraplanes;
3) the equipment which is specially intended for high-rise parachutists (for example, suits, special helmets, systems of ensuring breath, navigation equipment)

ML10.i

The equipment the managed disclosures or the systems of automatic piloting developed for dumping of loads on parachutes

ML11

The electronic equipment, spacecrafts and components which are not specified in other line items of the list of military goods as it is stated below:

ML11.a

the electronic equipment, "specially intended for military use", and the "components" which are "specially intended" for it

Note.

The line item of ML11.a includes:
a) the equipment of radio-electronic counteraction and to countercounteraction to radioprospecting (i.e. the equipment intended for creation of radio-electronic hindrances or transfer of false signals on radar stations or receivers of radio communication or that which in a different way creates hindrances to acceptance, work or effective use of hostile electronic receivers, including the counteraction equipment), including the equipment of creation of active hindrances and fight against active hindrances;
b) electronic devices with devices of bystry reconfiguration of frequency;
c) the electronic equipment or systems intended for observation and control of electromagnetic range for the purposes of military investigation or safety or for counteraction to such observation and control;
d) the equipment of underwater counteraction, including the equipment for creation of acoustic and magnetic hindrances and false targets, the equipment intended for transfer of radar hindrances and false targets on sonar receivers;
g) equipment for aiming and navigation;
h) the equipment for data transmission through digital tropospheric radio communication;
i) the digital demodulator which is specially intended for radio-electronic investigation;
j) "automated control systems and control".

ML13

The armored or protective equipment, designs and components as it is stated below:

ML13.a

the metal or nonmetallic armored plates having something from the following:
1) made according to military standards or specifications; or
2) are suitable for military "use";

ML13.b

designs from metal or nonmetallic materials or their combinations which are specially intended for ensuring ballistic protection of military systems, and components which are specially intended for them;

ML13.c

the helmets made according to military standards or specifications or similar (equivalent) national standards, and cases of helmets which are specially intended for them, subhelmets and shock-absorbers / depreciation substrates;

ML13.d

bullet-proof vests or protective clothes and "components" for them, as shown below:
1) the soft bullet-proof vest or protective clothes made according to military standards or specifications or their equivalents, and also "components" which are "specially intended" for them;
2) or is higher than plate for tough bullet-proof vests which provide ballistic protection of level III (better) according to the NIJ 0101 standard. 06, July 2008 or national equivalent of this standard

Note 1.

According to control ML13.b line item the materials which are specially intended for creation of armor, reactive to explosion action or for construction of military storages are also subject.

Note 4.

According to control ML13 line item "the helmets which are specially intended for military use" "specially intended" for the personnel which are engaged in neutralization of bombs are also subject.

ML14

"The specialized equipment for military preparation" or for imitation of military scenarios, the simulators which are "specially intended" for preparation in use of any firearms or weapon which are subject to control according to line items of ML1 or ML 2, and the "components" which are "specially intended" for them "and "accessories"

Technical note.

The term "specialized equipment for military preparation" *, provided in line item ML 14, includes military types of exercise machines of the attack, exercise machines of fighting flights, exercise machines of the radar purposes, simulators of the radar purposes, devices for artillery and shooting preparation, fighting exercise machines for counteraction to submarines. together with centrifuges for training of pilots/astronauts), radar exercise machines, simulators of the technology of piloting for devices, navigation exercise machines, exercise machines of rocket start-up, the equipment of targets, "aircraft" automatically managed, arms exercise machines, exercise machines of pilotless "aircraft", mobile the training equipment for working off of ground military operations.

Note 1.

According to control ML14 line item systems of creation of the image and system of modeling/imitation of surrounding environment/environment for simulators (simulators) are also subject if they are specially intended or modified for military use.

ML15

The equipment of forming of the image or the equipment of counteraction as it is stated below, "is specially intended for military use" and the "components" and "accessories" which are "specially intended" for it:

devices of record and the equipment for processing of the image;

ML15.b

cameras, photographic equipment, equipment for processing of film;

ML15.c

equipment for strengthening of brightness of the image;

ML15.d

equipment of forming of the infrared or thermal image;

Note.

According to line item of ML15.f also the equipment intended for deterioration in work or decrease in efficiency of military systems of forming of the image or minimizing of such impacts is controlled.

Note 1.

The term "specially appointed components" *, provided in line item ML 15, turns on also following equipment if it "is specially intended for military use": a)
infrared electron-optical converters (EOC);
b) the electron-optical converters (EOC) for strengthening of brightness of the image (but not the first generation);
c) microchannel plates;
d) the transferring electron beam tubes (EBT) for low levels of lighting;

Forgings, castings and other incomplete products (semi-products) which are specially intended for any goods which are subject to control according to ML1 line items - ML 4, ML 6, ML 9, ML 10, ML12 or ML19

According to line item of ML16 of control incomplete products (semi-products) are subject if they can be identified on composition of material, geometrical parameters and appointment.

According to line items of ML18.a and ML18.b the following equipment is also subject to control:

b) the centrifugal test apparatus or the equipment having any of the following characteristics:

2) capability to bear the payload of 113 kg or it is more; or

d) the shnekovy extruders which are specially intended or modified for pressing of military explosives by pressing;
e) the cutting machine for exact dimensional processing of extruded rocket fuel;
f) barrels diameter of 1,85 of m or more, reservoir more than 227 kg;

h) liquid mills for grind and crushing of ingredients of military explosives;
i) the equipment for achievement of sphericity and uniformity of particles of the metal powder specified in ML8.c.8 line item;
j) converters of convection flow for conversion of the materials specified in ML8.c.3 line item

Note 2.

According to line item ML 18, the equipment for "production" of small arms is also subject to control even if it is used for production of reproductions of ancient small arms.

"Software" as it is described below:

the "software" which is "specially intended" or modified for any of the following:
1) "development", "productions", operation or maintenance of the equipment specified in the list of military goods;
2) "development" or "productions" of the materials specified in the list of military goods; or
3) "development", "productions", operation or maintenance of the "software" specified in the list of military goods;

ML21.b

special "software", except ML21.a specified in line item as it is stated below:
1) "software", "specially intended for military use" and specially intended for modeling, imitation or implementation of assessment of military systems of arms;
2) "software", "specially intended for military use" and specially intended for modeling or imitation of scenarios of holding military operations;
3) "software" for establishment of influence of conventional, nuclear, chemical or biological weapons;
