"According to the subitem 5) of article 12 of the Law of the Republic of Kazakhstan "About the state statistics" and with the subitem 20) of Item 15 of the Regulations on Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan approved by the Order of the Chairman of the Agency on strategic planning and reforms of the Republic of Kazakhstan of October 23, 2020 No. 9-nk I ORDER:";

To be reworded as follows method of forming of fuel and energy balance and calculation of the separate statistics characterizing the power industry approved by the specified order according to appendix to this order.

2. To provide to department of statistics of services and power together with Legal Department of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan.

3. To department of statistics of services and power of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan to bring this order to structural and territorial subdivisions of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan for management and use in work.

4. To impose control of execution of this order on the supervising deputy manager of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Method of forming of fuel and energy balance and calculation of the separate statistics characterizing power industry

Chapter 1. General provisions

1. The method of forming of fuel and energy balance and calculation of the separate statistics characterizing power industry (further – the Technique) according to international standards and recommendations belongs to the statistical methodology created and approved according to the Law of the Republic of Kazakhstan "About the state statistics".

2. This Technique is applied by Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan and its territorial subdivisions when forming fuel and energy balance and calculating the separate statistics characterizing power industry.

3. The technique establishes procedure for forming of fuel and energy balance and calculation on its basis of the separate statistics characterizing level of consumption of fuel and energy resources, according to the International recommendations about energy statistics (IRES), developed by UN Statistical division, and also taking into account the Management on energy statistics, the prepared International Energy Agency (IEA) jointly with Statistical bureau of the European community.

4. The fuel and energy balance (further – TEB) represents system of the statistics created in the form of the balance sheet table and characterizing the total amount and structure of forming of fuel and energy resources, processes of their transformation (transformation), and also end use.

5. In the Technique the following determinations are used:

1) primary energy – power sources (energy carriers) which demand only production or catching taking into account or without their department from the accompanying breed, cleaning or sorting before the energy containing in these sources can be transformed;

2) power consumption of gross domestic product (further – GDP) is the generalizing indicator characterizing level of consumption of the fuel and energy resources having per unit of GDP;
