About creation and approval of the Concept of the Integrated information system "e-ANSA"

Based on Item d) article 22 of the Law No. 467/2003 on informatization and the state information resources (The official monitor of the Republic of Moldova, 2004, Art. No. 6-12, 44), with subsequent changes, DECIDES: the Government

1. Create the Integrated information system "e-ANSA".

2. Approve:

1) the Concept of the Integrated information system "e-ANSA", according to appendix No. 1;

2) changes which are made to some orders of the Government, according to appendix No. 2.

3. To provide to the national agency on safety of foodstuff as the owner and the holder of the Integrated information system "e-ANSA" according to the competences established by the law creation and implementation of the specified system, and also its administration, servicing and further development.

4. To enable the realization of provisions of this resolution for the account and within the financial resources allocated annually from the government budget, and also from other sources according to the legislation.

5. To impose control over the implementation of this resolution on the National agency on safety of foodstuff.

6. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

The concept of the Integrated information system "e-ANSA"

Chapter I Introduction

1. According to article 24 of the Law No. 306/2018 on safety of foodstuff the National agency on safety of foodstuff (further - the Agency) is the central public body subordinated to the Government which implements state policy in the spheres carried by the law to its competence.

The agency performs the functions through central office, territorial subdivisions and boundary inspection posts, and also in cooperation with public institutions in which it acts as the founder. The agency transfers some of the functions to laboratories and private veterinarians. Subjects through which or in cooperation with which functions of the Agency in the field of safety of animal products and food are performed, use the following information resources within the powers:

1) the Automated information system "State Register of Animals";

2) the Automated information system "Management of Veterinary and Sanitary Measures";

3) State register of medicines of veterinary appointment;

4) the Automated information system "Management Information System Laboratories";

5) the Automated information system "State Phytosanitary Register".

Now the Automated information system "State Register of Animals", the Automated information system "Management of Veterinary and Sanitary Measures", the Automated information system "State Phytosanitary Register" and the Automated information system "Management Information System Laboratories" are not interconnected completely for ensuring effective data exchange. Also interoperability with the state information resources and other external information systems for optimization of working processes and accomplishment of functions of the Agency is not reached. These technological gaps result in complexity of ensuring traceability of products of animal and not animal origin that is obligatory for effective management in the field of safety of foodstuff.

2. In the field of safety of products of animal and not animal origin the Agency performs important functions in the field of monitoring of batches of the imported food products (animal and not animal origin). In this area the information system for support of this function is not implemented yet.

The agency aims to provide full compliance to requirements of the European Union in the field of health of animals and safety of foodstuff, including for the purpose of ensuring access on the market of the European Union for the Moldavian animal products. One of key tools for achievement of this compliance, especially in the field of traceability of animals and foodstuff, is implementation of the integrated management information system data in the field of safety of foodstuff which combines and expands the current functionality of the automated information systems - "The state register of animals", "Management of veterinary and sanitary measures" and "Management information system with laboratories", and also to implement the modules which are absent now.

3. According to provisions of the regulatory base, for effective control and supervision in the field of safety of foodstuff, and also for compliance to regulations in the field of information technologies it is offered to implement the Integrated information system "e-ANSA" (further - IIS "e-ANSA") which represents main objective of this Concept. Conceptualization of the integrated system is performed according to national and international standards in the field and, along with it, implements the information subsystems relating to competences of the Agency, is preferential to segment of safety of animal products.

Optimization of data exchange between all IIS functional subcomponents "e-ANSA will promote elimination of such problems of data management as: repeated input, redundancy, inconsistency, low quality and lack of data.

Chapter II General provisions

4. Complete name of system - The integrated information system "e-ANSA".

5. IIS "e-ANSA" is the integrated information system intended for digitization of activities of the Agency for the purpose of computerization of processes of traceability of foodstuff of animal and not animal origin, accounting of operators of food chain and their objects, management of veterinary and sanitary measures, accounting of laboratory researches, registration and mailing of preventions, accounting of productivity of animal and vegetable cultures, management of the documents issued by the Agency and provision of electronic services to citizens and representatives of business environment.

IIS "e-ANSA" represents the decision from the category Government - the Government (G2G), the Government - Business (G2B) and the Government - the Citizen (G2C) directed to increase in efficiency of interaction of information resources in the field of safety of foodstuff, increase in transparency and ensuring access to data and online services for farmers and the companies working in the field of the food industry.

IIS "e-ANSA" is developed according to the single principles of creation of information systems. By means of compound information subsystems of IIS "e-ANSA" representing stand-alone information supplements all functions of the Agency in the computerized perimeter are performed.

In this sense of IIS "e-ANSA" represents the information decision interconnected with all corresponding external data sources which will provide automatically necessary data for support of working processes. Besides, IIS "e-ANSA" shall provide open access to data sets which will be used automatically by external applications for their processing and provision of value added.

6. IIS "e-ANSA" is component of economic information resources of the Republic of Moldova, and its place in common information space is provided in the figure 1. For implementation of functional characteristics of the Agency integration of IIS "e-ANSA" with other state information systems by means of platform of interoperability (MConnect) is performed.

Thanks to provision IIS "e-ANSA" in information resources of the state, its implementation will increase information openness and transparency of activities in the field of safety of foodstuff due to implementation of digital tools in the target directions.

7. For the purposes of this Concept the following concepts are used:

1) the operator of food chain or legal unit - the physical person or legal entity performing business activity in the sector of agricultural industry (activities for production of crop production and auxiliary activities for production of crop production, activities in the field of products of phytosanitary appointment and means increasing fertility of soils), in the field of livestock production (activities for cultivation and reproduction of animals and auxiliary activities for cultivation of animals), in the field of foodstuff (activities for production and conversion of the foodstuff of animal and not animal origin) which is in competence of the Agency;

2) agrofood object - unit in which operators of food chain perform the activities.

3) events in animal life - the birth, movement of animal within the country, import export of animal, disappearance and detection of animal, slaughter and the death of animal;

4) traceability of animal - opportunity to watch animal or group of animals at all stages of his life, the location and movements of animal, state of his health (including history of vaccination and testing for diseases) and possibility of access to history of other animals to which it contacted during the lifecycle.

8. IIS "e-ANSA" represents the integrated information system which performs digitization of business processes of the Agency for ensuring traceability on all food chain according to the principle "from farm to table" and effective management of the data relating to the sphere of safety of foodstuff.

Implementation of IIS "e-ANSA" is intended to bring benefit and direct impact for the Agency, operators of food chain, external laboratories on research of samples, for private veterinarians and citizens due to ensuring centralized access to these and electronic services necessary for accomplishment of the business processes characteristic of their activities. Implementation of IIS "e-ANSA" will promote optimization of working processes due to their digitization, elimination of discrepancies and repeated data entry. Thus, IIS "e-ANSA" will allow to increase transparency of data in spheres of competence of the Agency, standardizes business processes and the related documents, will reduce interaction time with potential users of data, will provide effective mechanisms of transparency of results of economic activity of the subjects involved in production process of food.

IIS "e-ANSA" will perform data exchange with other information systems through platform of interoperability (MConnect).

Also IIS "e-ANSA" is designed to create data sets (aggregative statistical data, performance indicators, etc.) which will be periodically published on the single state portal of open data (www.date.gov.md), and also will be subject to data exchange with other information systems through platform of interoperability (MConnect).

9. The purpose of IIS "e-ANSA" is providing the Agency with the advanced information decision (scaled, adjusted and compatible to further developments and integration), intended for implementation of the integrated information system in areas of its competence according to provisions of the legislation which provides functionality for implementation of supervision and control in spheres of competence of the Agency.

10. According to the existing regulatory base and taking into account objective needs of the subjects performing use of IIS "e-ANSA" the following purposes which shall be reached as a result of implementation of IIS "e-ANSA" are determined:

1) digitization and standardization of business processes, documents and the specific accompanying data for actions of subjects with the authorized access to IIS "e-ANSA";

2) elimination of redundancy in data management due to ensuring interoperability, both between subsystems of IIS "e-ANSA", and between IIS "e-ANSA" and external information systems;

3) decrease in operating expenses, improvement of quality of communication means due to development of the common decision which can be supported and expanded with new functions easily;

4) ensuring scalability by implementation of the set-up information solution ensuring smooth operation, future updates and integration with external information systems;

5) increase in transparency of activities and ensuring access to these and electronic services for all subjects involved in the corresponding business processes of IIS "e-ANSA";

6) ensuring traceability of products and raw materials of animal and not animal origin in the context of safety of foodstuff;

7) upgrade of risk management processes by implementation of effective mechanisms of supervision and control for prevention of diseases and tracking of the revealed diseases to their source;

8) implementation of mechanisms of the early prevention, management of emergency situations in case of disease outbreak and the notification of the international organizations about diseases of animals;

9) implementation of mechanisms of assessment of the state of health of populations of animals and efficiency evaluation of veterinary and sanitary measures;

10) creation of the knowledge base, such as performance of animals, best production methods and best strategy of cultivation;

11) assistance of certification of commerce and to access for producers of agricultural products to the markets with high standards of safety and quality of foodstuff;

12) reducing time of reaction and provision of necessary information for decision making process, connected with increase in productivity, ensuring health of animals and improvement of quality of foodstuff.

The computerization of processes in the field of safety of foodstuff will cut down the efforts and expenses connected with implementation of the existing legal base of the Republic of Moldova and will provide implementation of the modern approach conforming to national and international standards in this area.

11. For ensuring realization of effective objectives during the designing, creation and implementation of IIS "e-ANSA" it is necessary to consider the following principles:

1) the principle of legality which assumes creation and functioning of information system according to the national legal system and international standards recognized in the field;

2) the principle of separation of architecture into levels which consists in independent designing of subsystems of IIS "e-ANSA", according to standards of the interface between levels;
