About medical examination of the managerial personnel

Based on item 4 of article 11 of the Law of the Republic of Belarus of June 1, 2022 "About public service" I decide No. 175-Z:
1. Approve Regulations on Interdepartmental medical commission it (is applied).
2. Determine the list of positions of leading employees of the state bodies included in the personnel register of the Head of state of the Republic of Belarus, which are subject to medical examination in case of their position assignment (further – the list) (appendix 1).
3. Determine that:
medical examination of candidates for the positions included in the list and the leading employees holding these positions, and also the direction them for medico-social examination is carried out performed) by Interdepartmental medical commission based on public institution "Republican clinical medical center" of Administration of the President of the Republic of Belarus (further – GU "RKMTs");
candidates for the positions included in the list undergo medical examination in the direction of state bodies (organizations) creating the information about candidates for the positions included in the personnel register of the Head of state of the Republic of Belarus if other decision is not made by the President of the Republic of Belarus;
in case of appointment of the leading employees holding the positions included in the list to other positions entering the list, medical examination is not carried out;
the paragraph the fifth Item 3 – for office use.
4. To impose control over the implementation of this Decree on Administration of the President of the Republic of Belarus.
5. Recognize invalid presidential decrees of the Republic of Belarus (appendix 2).
6. This Decree becomes effective since January 1, 2023.

1. This Provision determines operating procedure of Interdepartmental medical commission (further – the Interdepartmental commission) which is the permanent collegiate organ performing medical examination of candidates for the positions included in the list and the leading employees holding these positions.
2. The interdepartmental commission in the activities is guided by the Constitution of the Republic of Belarus, the laws of the Republic of Belarus of June 18, 1993 No. 2435-XII "About health care", "About public service", this Provision and other acts of the legislation.
3. The interdepartmental commission is headed by one of deputy ministers of health care, its structure joins the chief physician of GU "RKMTs", his deputy, and also specialists doctors on profiles of diseases.
The staff of the Interdepartmental commission is determined by the Ministry of Health.
4. The interdepartmental commission performs the following functions:
performs diagnostics, medical examination and medical examination of candidates for the positions included in the list and the leading employees holding these positions;
by results of medical examination draws up the medical certificate in the form determined by the Ministry of Health;
directs candidates for the positions included in the list and the leading employees holding these positions in the procedure established by the legislation to medico-social examination in the medico-rehabilitation commission of experts created in GU "RKMTs";

requests necessary medical documents in the organizations of health care;

5. Meetings of the Interdepartmental commission are held as required.
The meeting of the Interdepartmental commission is considered competent if at it there is at least a half of her members. Members of the Interdepartmental commission have no right to delegate the powers to other persons.
6. The conclusion about medical examination is submitted:
in the state body (organization) which directed the candidate for the position included in the list to medical examination;
the paragraph third Item 6 – for office use.
7. Organizational and material logistics of activities of the Interdepartmental commission exercises Administration of the President of the Republic of Belarus.
