1. Bring in the order of the Minister of Internal Affairs of the Republic of Kazakhstan of March 13, 2020 No. 211 "About approval of Rules of selection on initial professional training and conditions of its passing for persons arriving in law-enforcement bodies, and also the bases of their assignment from initial professional training" (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 20123) the following change:

Rules of selection on initial professional training and conditions of its passing for persons arriving in law-enforcement bodies, and also the bases of their assignment from initial professional training approved by the specified order to state in edition according to appendix to this order.

2. To provide to department of personnel policy of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of selection on initial professional training and conditions of its passing for persons arriving in law-enforcement bodies, and also the bases of their assignment from initial professional training

Chapter 1. General provisions

1. These rules of selection on initial professional training and conditions of its passing for persons arriving in law-enforcement bodies, and also the bases of their assignment from initial professional training (further – Rules) it is developed according to the Law of the Republic of Kazakhstan "About law-enforcement service" (further – the Law) and determine the organization, procedure for carrying out selection on initial professional training, conditions of its passing for persons arriving in law-enforcement bodies, and also the bases of their assignment from initial professional training.

2. Arrival of candidates for service for law-enforcement bodies (further – Department of Internal Affairs) to positions of the ordinary, younger and average commanding structure is performed after passing of initial professional training by them in the organizations of formation of the Ministry of Internal Affairs of the Republic of Kazakhstan (further – the Ministry of Internal Affairs).

3. The candidate makes expenses on participation in selection on initial professional training (journey to the venue of selection and back, passing of medical commission, employment of premises, accommodation) at the expense of own means.

Chapter 2. The organization of selection on initial professional training

Annually the division of personnel policy of central office of the Ministry of Internal Affairs till December 1 develops and approves as the Minister of Internal Affairs the schedule of initial professional training the next calendar year based on the submitted applications by divisions of personnel service of departments of the Ministry of Internal Affairs, the territorial authorities which are under authority of the Ministry of Internal Affairs and its departments, the public institutions which are under authority of the Ministry of Internal Affairs and its departments.

5. The organization of candidate screen on initial professional training in the organization of formation of the Ministry of Internal Affairs is performed by the departments of the Ministry of Internal Affairs, territorial authorities which are under authority of the Ministry of Internal Affairs, the public institutions which are under authority of the Ministry of Internal Affairs and its departments, the having vacant positions.

6. The organization of work on candidate screen is assigned to personnel service of departments of the Ministry of Internal Affairs, the territorial authorities which are under authority of the Ministry of Internal Affairs, the public institutions which are under authority of the Ministry of Internal Affairs and its departments and includes number of actions:

1) information and organizational;

2) studying of information about the candidate;

3) the direction of candidates for medical examination for the military-medical commissions of Department of Internal Affairs (further – VVK) for determination of the validity to service and polygraphological research;

4) forming of personal records of candidates;

5) the direction of candidates for the organizations of formation of the Ministry of Internal Affairs and their personal records, for passing of selection on initial professional training.

7. Informing the population includes the publication in mass media of data on vacant positions and the qualification requirements imposed to them, about procedure for revenues to service in Department of Internal Affairs and about conditions of service, start and end date of documents acceptance.

8. Citizens of the Republic of Kazakhstan, persons interested to take part in selection give to personnel services of departments of the Ministry of Internal Affairs, the territorial authorities which are under authority of the Ministry of Internal Affairs, the public institutions which are under authority of the Ministry of Internal Affairs and its departments the following documents:

1) the statement with indication of individual identification number, in any form;

2) consent of the candidate for collection, processing of its personal data;

3) the questionnaire in form according to appendix 1 to these rules;

4) the filled personal leaf on registration of personnel in form according to appendix 2 to these rules;

5) the completed detailed autobiography written with own hand or in printed form in form according to appendix 3 to these rules;

6) the copies of education documents certified notarially;

7) the copies of the documents confirming labor activity (in the presence), certified notarially;

8) the copy of the military ID or the certificate of registration to the draft site (in the presence), certified notarially;

9) the characteristic from the last place of employment (study) or military unit where the candidate served;

10) copy of the identity document of the citizen of the Republic of Kazakhstan;

11) the certificate of availability or lack of data on accounting of the Prosecutor General's Office of the Republic of Kazakhstan on committing by person of criminal offense in form according to the Rules of maintaining and use of special accounting of the persons who made criminal offenses, brought to trial, persons brought to trial for making of criminal offense and dactyloscopic accounting of the detainees who are held in custody and condemned persons, approved by the order of the Prosecutor General's Office of the Republic of Kazakhstan of February 27, 2018 No. 29 (it is registered in the Register of state registration of regulatory legal acts for No. 16667);

12) the additional information concerning their education, work experience and professional level (copies of documents on advanced training, assignment of academic (academic) degrees and knowledge, the documents confirming sporting achievements, characteristics, recommendations, scientific publications and other) (in the presence);

13) certificates of delivery of the declaration on the income and property on and the spouse (a) in duplicate.

Representation of incomplete document package is the basis for refusal in their consideration.

9. After delivery of the documents specified in Item 8 of these rules, the directions for passing are issued to the candidate:

1) medical and psychophysiological examination in VVK in form, according to appendix 1 to the Rules of conducting military-medical examination in law-enforcement bodies of the Republic of Kazakhstan approved by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of November 2, 2020 No. 758 (it is registered in the Register of state registration of regulatory legal acts No. 21580).

Informs personnel service of departments of the Ministry of Internal Affairs, the territorial authorities which are under authority of the Ministry of Internal Affairs, the public institutions which are under authority of the Ministry of Internal Affairs and its departments in three-day time on results of medical examination of the candidate, VVK;

2) polygraphological research in the relevant division of Department of Internal Affairs, in form according to appendix 1 to the Rules of passing of polygraphological research in law enforcement agencies of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of June 19, 2014 No. 683, after passing of VVK.

10. According to Item 6 of article 11 of the Law, the candidate assumes the commitment letter in form according to appendix 4 to these rules that upon termination of in the organization of formation of the Ministry of Internal Affairs of initial professional training shall serve at least three years in law-enforcement bodies of the Republic of Kazakhstan.
