3) in the resolution of Board of National Bank of the Kyrgyz Republic "About modification of some regulatory legal acts of National Bank of the Kyrgyz Republic" of June 14, 2017 No. 2017-P-10/24-1-(NPA):

- paragraph 3 Items 1;

- Item 2 of Appendix to the above-stated resolution;

4) in the resolution of Board of National Bank of the Kyrgyz Republic "About modification and amendments in some regulatory legal acts of National Bank of the Kyrgyz Republic and recognition voided some regulatory legal acts of National Bank of the Kyrgyz Republic" of June 15, 2017 No. 2017-P-12/25-12-(NPA):

3. This resolution becomes effective from the date of publication.

4. To legal management:

- from the date of receipt of the relevant documents within 3 (three) working days to publish this resolution on the official site of National Bank of the Kyrgyz Republic;

- after official publication to send this resolution to the Ministry of Justice of the Kyrgyz Republic for inclusion in the State register of regulatory legal acts of the Kyrgyz Republic.

5. To management of financial statistics and overview within 3 (three) working days to bring this resolution to the attention of commercial banks.

6. To impose control of execution of this resolution on the board member of the National Bank of the Kyrgyz Republic supervising Management of financial statistics and overview.

The instruction about accounting of purpose of payment in banks

1. Determinations and general information

1. The instruction about accounting of purpose of payment in banks (further - the Instruction) establishes requirements for collection and accounting of information on purposes of payment by National Bank of the Kyrgyz Republic (further - National Bank) for the purpose of creation of statistics of paying balance of the Kyrgyz Republic.

The National Bank guarantees confidentiality of the data obtained according to this instruction. The obtained data will not be used for check of activities or financial condition of certain clients of banks at all and will be reflected in paying balance of the Kyrgyz Republic only in summary form.

2. This Instruction determines forms and terms of representation by the commercial banks and financial credit institutions licensed by National Bank, information on purposes of payment necessary for creation of paying balance of the Kyrgyz Republic.

3. Reports according to this instruction are submitted by all banks and financial credit institutions licensed by National Bank, (further - banks), performing foreign currency transactions, having correspondent accounts in foreign banks or accounts of foreign corresponding banks in bank, and also performing transactions with nonresidents in national currency and foreign currency.

In case of the termination of foreign currency transactions by bank the bank notifies on it National Bank in writing. In case of renewal of foreign currency transactions the bank also notifies on it National Bank.

4. The paying balance of the Kyrgyz Republic is statistical reporting in which summary data on the external economic transactions of the Kyrgyz Republic with other countries of the world for certain period of time are reflected.

5. Residents are:

- the physical persons who are constantly living in the Kyrgyz Republic, including temporarily being abroad. The foreign physical persons who are constantly living in the Kyrgyz Republic become residents, after provision of the notification on immigration in relevant organs;

- the legal entities created according to the legislation of the Kyrgyz Republic with the location in the Kyrgyz Republic;

- the diplomatic and other official representations of the Kyrgyz Republic which are abroad;

- branches and representations of foreign legal entities created according to the legislation of the Kyrgyz Republic with the location in the Kyrgyz Republic;

- branches and representations of legal entities of the Kyrgyz Republic which are abroad.

6. Nonresidents are the persons which are not residents.

7. Reports on the PB-1 and PB-2 forms are represented to National Bank in electronic format, signed by the digital signature of the responsible official taking into account requirements of this instruction.
