- Special conditions to the instruction to participants of the tender (appendix No. 3);
- General terms of the agreement (appendix No. 4);
- Special terms of the contract (appendix No. 5);
- Description of Services (appendix No. 6);
- Sheet of amounts of services (Table of the prices, Schedule of Order fulfillment and Delivery condition);
- Data on qualification (appendix No. 8);
- Samples of forms:
1) Form of the tender of the contractor (appendix No. 9);
2) Form of the Service provision agreement (appendix No. 10);
3) Form of warranty providing tender (appendix No. 11);
4) Form of warranty ensuring agreement performance (appendix No. 12);
5) the Form of the Bank guarantee on advance payment (appendix No. 13);
6) Letter on adoption of the tender (appendix No. 14);
7) the Power of attorney on the right of signing of the tender (appendix No. 15).
2. Approve the Form of the protocol of procedures of purchases on purchase of services.
3. Recognize invalid:
- The order of the State agency on purchases under the Government of the Kyrgyz Republic of March 3, 2000 No. 4 "About approval of standard tender documents on purchase by methods of the unrestricted biddings, limited biddings or two-stage biddings", the registered in the Ministry of Justice of the Kyrgyz Republic of April 3, 2000, registration number 40;
- The order of the State agency on purchases under the Government of the Kyrgyz Republic of May 10, 2000 No. 3/4 "About approval of standard tender documents on purchase of services", the registered in the Ministry of Justice of the Kyrgyz Republic of May 16, 2000, registration number 92;
- The order of the State agency on purchases under the Government of the Kyrgyz Republic of 10.05.2000 No. 3/3 "About streamlining of procedures of public procurements", the registered in the Ministry of Justice of the Kyrgyz Republic of May 16, 2000, registration number No. 93.
4. Direct this order to state registration in the Ministry of Justice of the Kyrgyz Republic.
5. This order becomes effective after state registration in the Ministry of Justice of the Kyrgyz Republic and the subsequent official publication in the Tabloid of "Erkin-limited liability partnership" and in the Bulletin of public procurements.
6. Notify the Ministry of Justice of the Kyrgyz Republic on official publication of this order.

A. General provisions
1. Financing source
1.1. All information on the buying organization, on the description of services, on source of financing is specified in Special conditions to the Instruction to participants of the tender (appendix No. 3).
2. Competent Participants of the tender
2.1. The invitation to participation in the tender (appendix No. 1) extends to all contractors from any countries, except for those which are prohibited by the legislation of the Kyrgyz Republic or any international agreement which participant is the Kyrgyz Republic.
2.2. The physical person or legal entity having official intention to sign the agreement, or the particular partnership functioning within the current agreement can be the participant of the tender.
2.3. The state and municipal companies can take part in the tender only if they have legal and financial independence and if they are legally competent to be engaged in business activity.
2.4. Participants of the tender shall not have collision of interests, shall not be connected (or shall not have last bonds), directly or indirectly, with any firm or any of its branches which were attracted with the Customer to provision of consulting services at the stage of preparation of the tender documentation, technical specifications, the project documentation and other documents which are subject to use in provision of services according to the Invitation to participation in the tender.
2.5. The participant of the tender or any of branches which were attracted with the Customer to accomplishment of consulting services at stage of preparation of tender and other documents have no right to participate in the tender, and also, in case of identification of the facts of "collision of interests", the tender of the participant of the tender is rejected.
2.6. Participants of the tender shall not be insolvent, bankrupts, their property shall not be under judicial control, the court or person designated by court shall not dispose of their cases, their business activity is not suspended, and they are not subject to such legal procedures.
3. Tender form, Qualification of the Participant of the tender

(b) data on total cost of the Services rendered in the last two years by years;
(c) data on experience of provision similar on nature and amount of Services within the last three years, by years, and also detailed data on the Services provided now and contractual commitments; names and addresses of clients which it is possible to address for receipt of further information on these agreements;
(d) data on the main line items of the equipment (2), necessary for accomplishment of this Agreement;
(2) in case of typographical services to replace the word "equipment" with the words "typographical equipment"
(e) data on qualification and experience of the main heads and technical specialists who are offered for agreement performance;
(e) reports on financial condition of the Participant of the tender, for example, reports on results of economic activity and data on the available tax debts and social assignments;
(g) the data confirming availability of current assets in sufficient amounts for agreement performance, for example, data on availability of access to credit line (lines) and availability of other financial resources;
(h) the power of attorney of the Contractor on the right of receipt of information at the banks servicing the Participant of the tender;
(k) information concerning legal proceedings in which the Participant of the tender is involved now, or in which the Participant of the tender was involved within the last three years, with indication of the parties of legal proceedings and the disputed amounts; and also
(l) information on sub contractings for components of Services.
3.4. To apply for receipt of the Agreement, Participants shall meet the following minimum qualification criterions:
(a) it is at least to have annual amount of Services, than specified in Special conditions to the Instruction to participants of the tender (Appendix No. 3);
(b) to have for the last 3 years work experience in quality of the general contractor according to two or more service provision agreements, similar on nature and degree of complexity (this requirement provides completeness of such service provision agreements for 70 percent at least);
(c) to have offers on timely acquisition (or in property, lease, for rent, etc.) the main types of the equipment listed in Special conditions to the Instruction to participants of the tender (appendix No. 3);
(d) to have the Head of the Contract with experience of accomplishment similar on nature and amount of Services within at least 5 years, including at least 3 years to the Head's positions.
