These rules of certification and issue of the certificate of aviation training center of civil aviation (further – Rules) are developed according to subitem 41-26) of Item 1 of article 14 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft", the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" and determine procedure for certification and issue of the certificate of aviation training center of civil aviation and rendering the state service "Issue of the Certificate of Aviation Training Center of Civil Aviation".
2. In these rules the following terms and determinations are used:
1) aviation training center – the legal entity performing preparation, retraining and maintenance of professional level of aviation personnel;
2) having been tired (foundation agreement) of aviation training center (further – the Charter) – the document based on which the aviation training center performs the activities according to the civil legislation of the Republic of Kazakhstan;
